SAN DIEGO (KGTV) - Two San Diego area residents are asking the area's top two prosecutors to investigate and prosecute Assemblymember Todd Gloria for alleged violations of the Political Reform Act. According to a letter sent to San Diego County District Attorney Summer Stephan and San Diego City Attorney Mara Elliot, Kathryn Burton and Mat Wahlstrom allege Gloria "repeatedly violated PRA section 85200 by soliciting and receiving multiple contributions to his Assembly 2020 Committee before filing a statement of intent to run for the Assembly in 2020." The letter says, "without filing that statement, the FPPC's manual makes clear, he could not lawfully receive any funds into his Assembly 2020 Committee." The letter goes on to read, "my clients have reason to believe that there is a conspiracy to launder campaign money from an illegal campaign committee controlled by Mr. Gloria to the San Diego County Democratic Party, to a candidate to replace Mr. Gloria in the Assembly, and to several sitting members of the Assembly." According to the California Secretary of State's website, before raising any campaign funds, state candidates file "Statements of Intention" to run for a specific office. Candidates can file Statements of Intention for more than one office. Team 10 obtained Gloria's signed statement of intention, which shows the state received it on August 13, 2019. That's after the campaign committee was opened and filed a Recipient Committee Campaign Statement. Officials with the California Fair Political Practices Commission tell 10News the Assemblymember called FPPC Enforcement earlier this week and self-reported. Enforcement is determining the appropriate action moving forward. Team 10 reached out to Gloria's campaign, but as of this writing has not heard back.In a Tweet sent Wednesday Gloria wrote, "Some news reports have suggested that I am seeking re-election to the Assembly. I want to be very clear: I am not running for the Assembly, I am running for Mayor. My Assembly committee remains open to fulfill my responsibilities as a Member of the State Assembly until the end of my current term. The form filed by my committee yesterday (August 13th) simply corrected and administrative oversight that occurred when the original paperwork was filed months ago." A spokesperson for the District Attorney says they have received the letter but cannot confirm the existence of any potential investigation that may result. A spokesperson for the City Attorney tells 10News their office has received the letter from attorney David Kenney and is reviewing it. The allegations were first reported by La Prensa. 2777

SAN DIEGO (KGTV)- Across California, a record-breaking 3.7 million acres have already burned in more than 8-thousand wildfires this year.Both Cal Fire San Diego and the San Diego Fire-Rescue Department are preparing to respond to potential fire disasters, as dangerous weather conditions return to San Diego County.“We know the potential is there,” said Thomas Shoots, a public information officer for Cal Fire. “We’re holding all our firefighters on duty, and we’re staffing on every piece of equipment to make sure we’re covered, we’ve brought on contract dozers. We’ve asked that the other agencies that we work with here in the county provide resources, and they stepped up, and we’re very appreciative of that.”San Diego Fire-Rescue has also increased staffing and equipment.The National Weather Service extended a Red Flag Warning to Tuesday at 5 p.m. for the inland valleys and mountains.A heat advisory will also be in effect Tuesday through Thursday.Just weeks ago, the Valley Fire destroyed homes and charred more than 16 thousand acres in the East County.With similar weather conditions, fire crews hope community members will try to reduce the possibility of a fire sparking.“If everybody could do their part, anything they can think of that can start a fire, whether its dragging chains down the highway, clearing brush with metal motors, please be extra cautious,” said Shoots.SDG&E warned 700 customers in the backcountry of the possibility of Public Safety Power Shutoffs (PSPS) but sent the all-clear to most customers by Monday afternoon.However, 19 customers in Descanso may still be impacted by PSPS overnight into Tuesday. 1651

SAN DIEGO (KGTV) - US Coast Guard officers will be out in full force over the holiday weekend. They've launched Operation Dry Water to help cut down on the number of arrests for people boating under the influence of drugs or alcohol."We want everybody to have a great time and do it in a safe manner," says Lt. Commander Ellen Motoi, the Chief of Enforcement for the San Diego Sector of the Coast Guard."We're going to have a lot more boats out there from the local side, as well as Harbor Police. They'll be promoting safety and looking for boaters under the influence," says Motoi.Alcohol is the leading cause of boating accidents, according to the Coast Guard. They look for erratic speed, dangerous course headings and boats coming too close to other vessels as warning signs that someone may be drunk while operating a boat.Operation Dry Water is a nationwide program. In 2018, they made 494 BUI arrests and issued 7,305 other citations.Like driving, the legal limit for alcohol while operating a boat is .08. Anyone arrested for BUI could face jail time, a loss of their license/credentials and a hefty fine.Aside from BUI, Motoi says the emphasis of Operation Dry Water focuses on safety."It's not worth it," says Motoi. "We encourage everyone to think twice before you get on a boat."Motoi says the most common mistake people make is not to wear a life jacket. The Coast Guard says 80% of all drownings happen because people aren't wearing one.The Coast Guard also wants boaters to know they shouldn't shoot off flares or fireworks from their boats. SAN DIEGO (KGTV) — Wherever a Topgolf is built in San Diego, it's bound to tee-up some criticism.But as it stands, a potential East Harbor Island location facing golfers toward the downtown skyline may not end up being an option.The Board of Port Commissioners decided to delay a decision earlier this month on entering an exclusive negotiation agreement with Topgolf.RELATED: Gaslamp Quarter thoroughfare may become a promenadeThe Port directed staff to begin mapping out an agreement with Topgolf late last year. East Harbor Island was floated as a potential location at the time. But an agreed upon location must be chosen first before the negotiation starts.During the Feb. 11 meeting, commissioners were presented a study on developing the Harbor Island site and how Topgolf could work into that plan. Three diagrams showed the site's possibilities, with or without Topgolf:A "phase one" diagram included a potential Topgolf plus a 400-space parking lot and 500-room hotel and parking structure on the east side of the island. The "phase two" rendering kept Topgolf and the east-end hotel, but added a hotel development to the facility's west side that could have a shared parking structure with Topgolf.The final diagram depicted three hotel developments on the East Harbor Island land, without Topgolf. All the diagrams were meant to be illustrative of potential ideas of the site, not an official plan. It's a lot of land.""It seems to me we have one decision or one issue we need to discuss, which is do we want to have Topgolf in this location," said chair Anne Moore. SAN DIEGO (KGTV) - You may be owed part of the million in unclaimed money sitting in city coffers, City of San Diego officials said Tuesday. If you have done business with the city in the past three years, you may be due funds from to ,797. Some of the funds are reimbursement checks sent by the city that were undeliverable based on the address on file. Any check uncashed after 6 months becomes unclaimed. “We want to refund every single dollar of unclaimed money,” said Fanela Espiritu, Disbursements Manager with the Department of Finance. “A simple search is all it takes to verify if you were issued a check that has gone unclaimed. There is no charge to search the data or to file a claim.” There are more than 2,100 accounts, city officials said.
