They tested a group of 8 children and measured spinal pressure at three different amounts of backpack weight meant to mimic 10, 20, and 30 percent of their weight.They found that as the weight of the backpack load increases, back pain in children increases and spinal disc height shrinks as lumbar asymmetry grows.Which brings us back to the original question: How do you make sure a backpack is right for a child? A graphic from the folks at RetailMeNot have outlined how a backpack should rest on a child:Safety strapsBackpack straps are more important than kids think. Shoulder straps should be wide and padded to help distribute the pack's weight evenly, according to the website Healthy Children. Abdominal straps also help distribute weight across the waist, hips, and back.It's also recommended not to wear backpacks on only one shoulder, which shifts all that weight and leads to neck and back pain.Wearing it rightThe top of a backpack should sit one to two inches below the top of the shoulders. Also, the pack should not sit more than four inches below the waistline.The bottom of the backpack should align with the curve of the lower back.Preventing injury on the goWhile at school, its important for kids to be careful while lugging around their backpack. If possible, students should stop by their lockers often to unload any unneeded gear from their backpack. If bending down, kids should use both of their knees while wearing a backpack and not bend at the waist.Learning back-strengthening exercises can also help build up muscles primarily used while carrying weight.Consult a pediatrician if necessaryTalking with your child's doctor about back health is vital. Speak with your child as well about being vocal about back discomfort. (CNN) -- Police in Tennessee arrested a man named Tupac A. Shakur, 40, after they say he pulled a knife on them and was found with methamphetamine.Officers with the Johnson City Police Department, about 25 minutes from Bristol, received calls Friday about Shakur who had active warrants for his arrest from another department, according to a news release from Johnson police.When officers arrived at the scene, they saw a car with Shakur inside. Officers attempted to arrest Shakur, but he pulled away and reached for his waistband, the release said.Shakur then turned toward officers with a knife before officers took him down. Officers found a syringe and baggies of meth on Shakur, the release said.Shakur was charged with aggravated assault, simple meth possession and having unlawful drug paraphernalia. He is being held at the Washington County Detention Center on a ,000 bond. He is set to be arraigned Monday, the release said.It was not clear Sunday whether Shakur has legal representation.Shakur shares the same name, even the same middle initial, as the late rapper Tupac Shakur who was killed in September 1996 at age 25. 1144

(KGTV) — In-state tuition for the University of California system will not increase for the next academic year, UC President Janet Napolitano announced Wednesday.The university system says this is the seventh time in eight years tuition for California residents has not been increased.“We are optimistic about our strong partnership with the governor and the legislature and will work collectively to identify additional resources, in lieu of tuition revenues, to ensure that UC students can succeed,” said Napolitano.The estimated tuition for California residents during the 2018-19 academic year is currently about ,300 (living on campus) to ,400 (living off campus.) That includes tuition and fees, books and supplies, room and board, and personal expenses and transportation.For non-residents, it's about ,300 (on campus) to ,400 (off campus.)UC's tuition decision comes as the college system sets out a new slate of goals to achieve by 2030:Help 200,000 additional students earn a degree; Improve rates of timely graduation and degree attainment; Close graduation gaps for low-income, first-generation and underrepresented students; Increase graduate degrees to advance economic mobility and support industries critical to California; andRecruit and grow more diverse, accomplished faculty.“Accessibility and affordability represent UC’s core values as a public institution, and we need to provide this generation of students with the quality of education they deserve,” said UC Board of Regents Chair George Kieffer. “So this year, rather than raise tuition, we will once again join our students in advocating for additional resources from the state.” 1677

  

(CNN) -- Talk about a high stakes intervention.The US Coast Guard released a video on Thursday that showed exactly how one might intercept a fast-moving narco-sub on the high seas -- netting more than 17,000 pounds of cocaine in the process.The event, a video of which was released on July 11, took place on June 18 in the East Pacific Ocean. In the minute-long video, a member of the Coast Guard is heard yelling at a semi-submersible vessel tearing through the ocean -- a half underwater and half exposed vessel -- and demanding it stop.Members of the guard then jump on the submarine-like boat, eventually forcing the top open to reveal the smugglers inside.The Coast Guard only catches 11 percent of drug-filled semi-submersible vessels In the last four years, there's been an increase in drug cartels from Central and South America using these semi-submersible vessels, Lt. Commander Stephen Brickey told CNN.These vessels are relatively rare. They're expensive to build, and cartels have to build them deep in jungles to avoid detection. Once they're filled with drugs and deployed, Brickey said they're almost impossible to detect without prior intelligence or an aircraft."They blend in," he said. "Most of the vessel is underwater, so it's hard to pick out. They're painted blue. They match the water."Even if the Coast Guard does manage to catch the vessel, they have to be quick. Every vessel is built with the ability to sink and destroy the evidence within minutes, with the smugglers knowing that the Coast Guard will make sure they don't drown, Brickey said. The smugglers could also be armed.It's not easy, and the Coast Guard only stops an estimated 11 percent of the vessels that pass through the East Pacific -- an area Brickey said was about the size of the entire US.The Coast Guard, he said say, is tasked with patrolling the area with the equivalent of two police cars.And a part of of the problem is that 70 percent of Coast Guard's fleet is over 50 years old -- so they're slow and require a lot of maintenance before they can be deployed."They're not really effective enough to meet this new threat," Brickey said.The five people involved were sent to the DEA for prosecutionIn the filmed incident, the Coast Guard was able to detect the vessel with an aircraft, who relayed the information to members on the ground. Once they had an idea of where the vessel was, the guard launched two small boats to creep up on the smugglers, and were eventually able to board without detection.There were five people on the vessel, who were then turned over the US Drug Enforcement Administration for prosecution.The bust was the first time the Coast Guard used a new type of ship on a counter-drug patrol, and Brickey said the incident is a great example of what these new ships can do."These sorts of capabilities on these ships is what will make us successful in the future," he said. 2908
