BEIJING, Dec. 29 (Xinhua) - Offenders of China's new regulations on waste electronic equipment could face fines up to 500,000 yuan (75,450 U.S. dollar), after it becomes effective on Saturday.The regulations could be regarded as the country's latest effort to promote comprehensive utilization of resources and environmentally friendly economy, Wan Bentai, chief engineer of the Ministry of Environmental Protection, said Tuesday.The ministry has introduced a set of supplementary guidelines for the implementation, which, for example, specify rules and procedures regarding issues including recyclers' qualification and governmental subsidies to e-waste recycling initiatives, Wan said.Recyclers which engage in e-waste recycling business without certificates could face fines ranging from 50,000 yuan to 500,000 yuan, according to the regulation.Wan estimated that nearly 30 million units of televisions, refrigerators, washing machines, air conditioners and computers were discarded in China each year.Those e-wastes, sometimes simply burned or soaked in strong acid, had severely polluted the environment in many locations in the past, said Wan.He believed that the new regulation made "remarkable progress" in environmental protection by extending manufacturers' responsibility into the post-use recycling of their products.

UNITED NATIONS, Dec. 16 (Xinhua) -- China on Thursday voiced its support for a peaceful and comprehensive settlement of the Darfur issue, saying that efforts should be made to remove the root causes that resulted in such an issue.The statement came as Yang Tao, the counselor of the Chinese Permanent Mission to the United Nations, was taking the floor at an open Security Council meeting on Sudan."Currently, it is very important to maintain security and stability in Darfur," Yang said. "It is hoped that all parties to the Darfur conflict can solve their differences in a peaceful manner through political dialogue, and reconciliation should be achieved and violence avoided.""Achieving substantial result at an early date of the Darfur peace process and reaching a comprehensive political agreement represents a basic guarantee for the long-term peace and stability in Darfur," he said."Without a robust political process, there would be no peace and stability in Darfur, neither would there be the protection of civilians, humanitarian assistance, economic recovery and reconstruction," he said."We once again urged the armed groups which have not yet joined the Doha political process to do so immediately without any conditions," he said.As a mediator of the Darfur peace process, Doha has brokered several rounds of talks between Khartoum and rebel groups over the past years.The Chinese government has decided to make an additional donation of 500,000 U.S. dollars to the UN Trust Fund for the political process in Darfur, he said. BEIJING, Jan. 15 (Xinhua) -- China should steadily promote the internationalization of its currency, the yuan, the head of China's social security fund said Saturday.The internationalization of the yuan is a significant step for advancing the reform of the international monetary system, Dai Xianglong, chairman of China's National Council for Social Security Funds, said when speaking at annual economic forum in Beijing.The current international monetary system has not adapted to the new patterns of global economic development, he said, adding that currency diversification is a realistic solution.Currency diversification means continuing the role of dollar, increasing the role of the euro and internationalizing other currencies, he said.The U.S. dollar, serving as both the U.S. currency and the most important international currency, will be used for U.S. policy goals when the two roles contradict each other, spurring fluctuations in global financial markets, he said, adding that the dollar has a tendency to depreciate.He said the Chinese yuan is a stable currency, and so ensures the safety of other countries' assets.The Chinese currency also enhances world trade, protecting the interests of China's foreign trade and investment, he added.The internationalization of the yuan will take 15 to 20 years, he said, suggesting an expansion of the overseas circulation of the yuan and an acceleration in the opening-up of China's large commercial banks to speed up the process.He urged Chinese banks in foreign countries to offer funding in yuan.He also called for more efforts to reform the interest rate mechanism, to ease the process of the internationalization of the yuan.

LAS VEGAS, the United States, Jan. 7 (Xinhua) -- China is incredibly important to the success of the global consumer electronics industry, Gary Shapiro, president and CEO of the Consumer Electronics Association (CEA) told Xinhua in an interview."There is no doubt that China is a growing powerhouse. China is a global leader in manufacturing and the 'made in China' phrase is known around the world. Chinese manufacturing facilities provide jobs and spur growth not just in China, but around the world as more international companies explore doing business in China," Shapiro said during the 2011 International Consumer Electronics Show (CES), which was organized by CEA.The 2011 International CES kicked off here on Thursday with more than 2,700 exhibitors unveiling their latest technology innovations, up from the 2010 CES which featured 2,500 exhibitors. A total of 267 exhibitors from China, including major companies such as Haier and Hisense, will display their products at the show.According to CEA and market research company Gfk research, China is expected to contribute 13 percent of global CE retail revenue in 2010, up from 12 percent in 2009."The Chinese consumer technology market is also critical to the success of the International CES," Shapiro said. "China also ranked 3rd in terms of international attendance at the 2010 CES, with 1,105 Chinese industry professionals."However, while a leader in manufacturing, to become a true world leader China must produce innovative companies with brands that are recognized around the world, Shapiro cautioned."In fact, not one Chinese company is included on the Interbrand annual listing of the top 100 global brands. In order for China to truly compete on a global scale, it must change its outlook on the importance of branding."In recent years, many Chinese companies have come far in building their brands. Haier and Hisense are well-known around the globe. In fact, Hisense's Chairman Zhou Houjian delivered a keynote address at the 2010 CES, marking the first time a Chinese company has keynoted at the International CES."For Chinese companies looking to build their brand, there is no better forum to launch an innovative product than a tradeshow such as the International CES, which is the largest branding event in the world," Shapiro said.Shapiro was also optimistic with the prospect of the consumer electronics industry.After a down year in 2009, the consumer electronics industry grew 13 percent last year and is expected to grow an additional 10 percent this year to 964 billion dollars, thanks in large part to demand for smartphones and notebook computers, the CEA forecast. The group expects electronics sales to grow in all major markets around the world but to be especially strong in Western Europe, North America and China."Due to the economic downturn, consumers around the world have been cautious in their purchase patterns. However, CEA research finds that individuals view consumer electronics products as necessities rather than luxury goods, reinforcing the strength of our industry even in a down economy," he said.CEA is a U.S. trade association promoting growth in the consumer technology industry. It represents more than 2,000 corporate members involved in the design, development, manufacturing, distribution and integration of consumer electronics products. As a U.S.-based trade association, all CEA members must have offices in the United States, however CEA also has 40 associate member companies based in China.
