LOS ANGELES (AP) — Authorities are seeking to dismiss roughly 2 million old minor warrants and citations in the hopes of easing legal burdens on the Los Angeles homeless population.The offices of the Los Angeles district attorney, city attorney and police chief announced the filing of the motions Wednesday, saying they are seeking to reduce the court’s backlog and focus on serious offenses.Homelessness rose 16% in LA over the past year, to more than 36,000 people, according to a June report by the Los Angeles Homeless Services Authority.The city and district attorneys are also seeking to dismiss old fines and fees for minor violations.Los Angeles Police Chief Michel Moore told The Associated Press in July that he considered homelessness to be a “humanitarian crisis of our generation.” 803

LOS ANGELES (AP) — Voters who hate resetting their clocks twice a year took the first step Tuesday to making daylight saving time year-round in California.With nearly 4.5 million ballots counted, Proposition 7 led by more than 62 percent. The measure permits the state Legislature to establish permanent daylight saving time. However, a change in federal law would be required before the initiative can take effect.The time-change issue was fresh on voters' minds when they went to the polls. California and most of the rest of the nation reset clocks last Sunday, falling back on standard time and seeing the day get dark one hour earlier.Democratic Rep. Kansen Chu of San Jose said last month that he sponsored Proposition 7 after his dentist called him to complain about springing forward when clocks are moved up an hour every March. That switch takes away an hour's sleep in the middle of the night as it shifts an hour of sunlight from the morning to the evening.Chu said he investigated the issue further and learned the original reason for implementing daylight saving — to save energy during World War I— no longer seemed to apply to the modern world.Chu said he also came across studies showing an increased risk of car accidents and heart attacks following the spring change when people lose an hour of sleep."It's a public safety measure," Chu said. LOS ANGELES (AP) — One of the deadliest accidents in recent U.S. maritime history was the fault of the owners of a dive boat whose lack of oversight resulted in a fire that swept through the vessel and killed all 34 people in their bunks below deck. The National Transportation Safety Board says Tuesday the Conception's captain failed to post a roving night watchman aboard the Southern California scuba dive vessel, which allowed the fire to quickly spread and trap the 33 passengers and one crew member. LOS ANGELES (AP) — Arnold Spielberg, father of director Steven Spielberg and a pioneering computer engineer, has died. A family statement says Spielberg died Tuesday in Los Angeles at 103. He co-designed the GE-225 mainframe computer while working for General Electric in the 1950s. The machine allowed researchers at Dartmouth College to come up with the coding language BASIC, which made personal computers possible. Spielberg tried to get his son into engineering but said he could tell his heart was in the movies, and he helped him make his first full-length film, “Firelight,” when the future director was 16. 623
