BEIJING, Dec. 1 (Xinhua) -- China and the Democratic People's Republic of Korea (DPRK) Wednesday pledged to cement legislative ties.The pledge came out of talks in Beijing between Chairman of the Standing Committee of the National People's Congress (NPC) of China Wu Bangguo and Chairman of the DPRK Supreme People's Assembly (SPA) Choe Tae Bok.In his opening remarks, Wu said the meeting was his third with Choe this year.The first meeting took place when DPRK leader Kim Jong Il visited China in May. Choe was then a part of Kim's entourage.Wu and Choe then met on the sidelines of an international parliamentary leaders' meeting in Geneva in July."Three meetings in one year reflects our special relationship," Wu said, adding that he expects Choe's visit to boost bilateral relations and ties between the two nations' legislatures.Saying China and DPRK are good neighbors, Wu noted that China-DPRK relations have withstood the tests of changes in the international arena.China-DPRK relations have witnessed significant progress this year, Wu said, citing DPRK leader Kim Jong Il's two visits to China during which Chinese President Hu and Kim reached a number of important agreements.Wu said it is the unswerving principle of the Communist Party of China and the Chinese government to cement and develop friendly ties with the DPRK.China hopes to work with the DPRK to carry out the consensus of their leaders while maintaining high-level exchanges and stepping up strategic consultation, Wu said.Choe hailed China's remarkable achievements of the reform and opening-up and China's modernization drive, expressing hope the Chinese people will make further progress in building socialism with Chinese characteristics.On legislative ties, Wu said the NPC and the SPA play crucial roles in their countries' politics.The NPC hopes to work closely with the SPA on state governance and legal system building while boosting communication and consultation on international and regional parliamentary organizations, Wu said.Choe began a five-day visit to China Tuesday. BEIJING, Jan. 3 (Xinhua) -- The Purchasing Managers' Index (PMI) for China's non-manufacturing sector was back to growth in December last year after declining for two months, the China Federation of Logistics and Purchasing (CFLP) said Monday.The December PMI for non-manufacturing sector rises to 56.5 percent, 3.3 percentage points higher than a month earlier, the CFLP said in a statement on its website.The figure declined month on month in October and November last year to a nine-month low of 53.2 percent in November.The non-manufacturing PMI is a package of indices that measure the non-manufacturing sector's performance.A reading above 50 percent indicates economic expansion while one below 50 percent indicates economic contraction. It was the eighth straight month the reading was above 50 percent.The monthly rise had reflected a steady growth in China's non-manufacturing sector, with new orders index 2.2 percentage points higher month on month to 52.3 percent and new export orders jumped 3.3 percentage points to 50.6 percent, said the CFLP.According to the CFLP, the New Year holiday, as well as the coming Lunar New Year holiday, or Spring Festival, which falls on early February this year, has led to a rebound in the consumer service sector, especially in the retailing and the catering businesses.The rapid growth in the information service industry has also contributed to the rise, which had largely driven up the producer service sector, of which the business activity index was up 4.3 percentage points to 59.7 percent, it said.The CFLP also pointed out that the intermediate input price index for December was down 0.7 percentage points from the November level to 65.9 percent, indicating that inflation condition has not worsened in the past month, but it suggested the government closely monitor its future trend.Noticeably, the new order index for the real estate industry remained below 50 percent by falling 2.3 percentage points to 45 percent, which was "a move toward the government's macro-control target", said the statement.

BEIJING, Jan. 14 (Xinhua) -- China will increase the flexibility of the yuan exchange rate and further push forward the opening-up of its financial markets, a senior central bank official said Friday.China will continue the reform of the yuan exchange rate mechanism and keep the rate basically stable at a reasonable and balanced level, Li Dongrong, assistant governor of the People's Bank of China, said at a forum. The speech was posted on the central bank's website.The Chinese yuan strengthened to a record high against the U.S. dollar Friday, the central parity rate reaching 6.5896, the second straight day it has been set below 6.6 per dollar, according to the China Foreign Exchange Trading System.The currency has risen by more than 3 percent since the country's central bank announced in June 2010 it would further reform the yuan exchange rate formation mechanism to improve its flexibility.Li also said the central bank will work to expand trials of cross-border yuan settlement, to facilitate trade and investment.The central bank will promote the policy of allowing exporters to park their foreign revenue overseas, Li said, adding that it will further develop the foreign reserves market and create tools to hedge exchange rate risk.Li's speech came after the central bank announced Thursday the nation's qualified businesses and banks may settle their overseas direct investment in yuan, a move that expands the Chinese currency's global reach and eases excess domestic liquidity concerns.Li also voiced concern about loose credit globally, saying such policies are adding to capital-inflow and currency-appreciation pressures, leading to asset bubbles in some emerging economies.China still faces many challenges, Li said. "Expectations for inflation are rising. Housing prices are still high in some cities. Pressure from continuous inflows of foreign capital is increasingly evident," he said.The central bank will soundly manage money supply and maintain reasonable growth in credit, he added.

BEIJING, Nov. 18 (Xinhua) -- China Thursday expressed the hope that the pricing difference on natural gas imported from Russia would be narrowed through joint efforts from both sides.Gu Jun, deputy director-general of the National Energy Administration's international department, made the remarks at a news briefing on Premier Wen Jiabao's upcoming visit to Russia and Tajikistan.Though companies from both sides had made many efforts in this regard, a certain difference still existed in the pricing of natural gas imported from Russia, Gu said, calling for additional sincerity to be demonstrated on the pricing talks by the two sides.Talks on this issue will be also a part of Chinese Vice Premier Wang Qishan's upcoming visit to Russia, she said.In 2009, Russia inked a framework agreement with China on annually supplying at most 70 billion cubic meters of natural gas to China, but they still did not reach an agreement on the supplying price.Chinese Premier Wen Jiabao will pay official visits to Russia and Tajikistan from Nov. 22 to 25 at the invitation of Russian Prime Minister Vladimir Putin and Tajikistan Prime Minister Akil Akilov.During the visits, Premier Wen Jiabao will attend the 15th Chinese-Russian prime ministers meeting and the ninth prime ministers meeting of the Shanghai Cooperation Organization.
