WASHINGTON (AP) — Federal officials are outlining new rules that will let operators fly small drones over people and at night. Most drones will need to be equipped with remote identification that can be tracked by law enforcement officials. The final rules announced Monday by the Federal Aviation Administration could boost the commercial use of drones, which has been slowed by regulatory hurdles. UPS, Amazon.com, and Google parent Alphabet are among many companies exploring the potential for making deliveries to consumers with drones.“These final rules carefully address safety, security and privacy concerns while advancing opportunities for innovation and utilization of drone technology,” said U.S. Secretary of Transportation Elaine L. Chao.The FAA issued the following three operational requirements:1. Operate a standard Remote ID drone that broadcasts identification and location information of the drone and control station;2. Operate a drone with a Remote ID broadcast module (may be a separate device attached to the drone), which broadcasts identification, location, and take-off information; or3. Operate a drone without Remote ID but at specific FAA-recognized identification areas.According to the FAA, the Remote ID will help mitigate risks associated with expanded drone operations, such as flights over people and at night, and both rules support technological and operational innovation and advancements. 1436

VISTA, Calif., (KGTV) — The man accused of killing his girlfriend in Cardiff pleaded not guilty Wednesday at his arraignment.Henry Cowen, 41, stood stoically inside the defendant's box, watching Deputy District Attorney Marnie Layon accuse him of murdering 43-year-old Sabrina Lukosky. Friends at the courthouse said Lukosky was a beloved butterfly breeder, who was "so lovely."The investigation began when Lukosky's mother requested a welfare check in early October, after not hearing from her daughter for several days. Officers came to the gray flat the couple shared on Cowen's mother's property in Cardiff. They saw Lukosky's car but noticed a foul smell coming from the residence. A few days later, they executed a search warrant and found Lukosky's dead body and signs of a violent struggle inside the bedroom. "There was a broken stick, a bottle that had been broken, some amount of blood, and the victim had a 1.5-inch vertical gash to her forehead," Layon said. But that was not what killed her. The Medical Examiner said Lukosky died of strangulation and blunt force trauma. Prosecutors believe Cowen then left North County, first to got to Los Angeles. Then they said he took a Lyft to Riverside County, where he met with his children's mother. Investigators believe it was then that Cowen took steps to escape the country."That woman and her father, at his request, took him to the Israeli Consulate there, so that he could make arrangements to obtain a visa to get out of the country to move to Israel," Layon said. "They learned when they were going through the process, that would take six to eight months, and an expression was then made that the preference would be to go to New York."But before he could leave, officers with the Fugitive Task Force arrested Cowen in Riverside County on Oct. 11. He remains in custody with no bail.Cowen has an extensive violent criminal record, including assaulting an ex-girlfriend in California and kidnapping and torturing a man in Washington State. Because of that, if convicted, Cowen faces a maximum sentence of 55 years to life in prison. 2106

  

VISTA, Calif. (KGTV) - The mother of a 14-year-old girl sexually assaulted by a San Diego Deputy filed a civil lawsuit citing negligence and invasion of privacy.Deputy Timothy Wilson pleaded guilty to lewd acts on a minor and two counts of unlawfully taking computer data. He’s serving jail time. The victim’s mother, Jennifer Tanis, says Wilson accessed her daughter’s police file 44 times. He was able to get her home address, videos, and pictures of her daughter. She tells 10News she’s suing the county, not for money, but change. Currently, all deputies are allowed to access police files, but she thinks the only person who should have access to them is the lead investigator.She says the county failed her.“There was no system in place to protect my daughter, her story or the pictures they took of her during the investigation," Tanis said.Tanis is pushing for change not only in the county but the entire country. She reached out to Congressman Mike Levin’s office for help. San Diego County has said they have the capability of making police reports private, but only in some cases. Deputy Wilson’s case wasn’t reportedly one of them. 1152

  

VISTA (CNS) - A homeless man accused of fatally stabbing a fellow transient outside an Escondido fast-food restaurant was ordered today to stand trial on a murder charge.John Christopher Burns, 48, is accused of stabbing Jose De Jesus Martinez in the neck shortly before 6:30 p.m. on Jan. 27, outside the Burger King on West Valley Parkway.According to preliminary hearing testimony, witnesses said Burns made statements indicating he believed the 32-year-old victim was trying to steal his bicycle, which had been left outside the restaurant.Martinez was taken to Palomar Medical Center, where he was pronounced dead, according to the Escondido Police Department.Burns was arrested by San Diego County sheriff's deputies at the Pala Casino one day after Martinez's death.He's due back in court Sept. 2 for a Superior Court arraignment. 844
