BEIJING, June 23 (Xinhua) -- China's government is to step up efforts to strengthen administration by law and to raise its executive ability and credibility, said a government statement Wednesday.Some local governments and departments had prominent problems of defying the law in administration and greater efforts must be paid to build government by law, said the statement released after an executive meeting of China's State Council, or Cabinet, which was chaired by Premier Wen Jiabao Wednesday.The making of major policies must be subject to procedures such as soliciting of public opinions, consultations with experts, risk analysis, legality assessment and group decision-making, it said.The government must optimize the system of public opinion solicitation in drafting administrative laws and regulations, and enforce the law in a strict, just way, it said.The statement said public supervision of the government must be strengthened by making government affairs more transparent and ensuring the rights of the public and the media to report wrongdoing.The government must fully implement of the policy of holding officials accountable for any malpractice or dereliction of duty, it said.The government must also play a greater role mediating disputes and actively guide the public to appeal and settle disputes in accordance with the law.

ULAN BATOR, Aug. 3 (Xinhua) -- A group of children from China's earthquake-stricken Qinghai province arrived in Mongolia on Tuesday for an eight-day visit.A ceremony was held at the Nairamdal international children's center, 27 km from the capital city of Ulan Bator, to welcome the 59 children and youngsters from Qinghai in western China, which was hit by a major earthquake in April.Prime Minister Batbold Sukhbaatar invited the children from the quake-hit region for a visit in early June when Chinese Premier Wen Jiabao visited Mongolia.Last year, 60 children from China's southwestern Sichuan province, which was also hit by a deadly earthquake in 2008, visited Mongolia at the invitation of then Prime Minister Bayar Sanjaa.

HONG KONG, June 25 (Xinhua) -- Air China, China's leading carrier listed in Hong Kong, said late Friday that it would pay 1. 3 98 billion U.S. dollars to buy 20 Boeing 737-800 planes.In a statement filed to the HK stock exchange, the carrier said the cost would be "payable by cash in installments" and it would " take delivery of the Boeing Aircraft in stages from 2013 to 2015"."The aircraft price is subject to price escalation by applying a formula. Boeing Company has granted to the Company (Air China) significant price concessions with regard to the Boeing Aircraft," said the statement.The transaction will be funded through cash generated from Air China's business operations, commercial bank loans and other financing instruments of Air China, said the statement.The Beijing-based airlines said the transaction would expand its fleet capacity with an increase of around 5 percent based on available tonne kilometers of Air China by the end of 2009.In particular, the deal would reinforce Air China's market share in the Chinese domestic market, and would also increase frequency of flights for a number of domestic and neighboring international routes, it added.By the end of September last year. BEIJING, Aug. 23 (Xinhuanet) --Traffic authorities were still struggling to cope with days-long congestion on a major national expressway, nine days after traffic slowed to a snail's pace, and nearby residents are profiting on the latest traffic snarl by overcharging drivers for food.Since August 14, thousands of Beijing-bound trucks have jammed the expressway again, and traffic has stretched for more than 100 kilometers between Beijing and Huai'an in Heibei Province, and Jining in Inner Mongolia Autonomous Region, China National Radio (CNR) reported Sunday.Small traffic accidents or broken-down cars are aggravating the jam, the report said."Insufficient traffic capacity on the National Expressway 110 caused by maintenance construction since August 19 is the major cause of the congestion," a publicity officer with the Beijing Traffic Management Bureau, told the Global Times on condition of anonymity Sunday.Under current traffic regulations, the National Expressway 110 (G110), heading northwest from Beijing to Zhangjiakou in Hebei Province, and then heading directly west, is available to trucks with a carrying capacity of eight tons and above. The road suffered serious damage due to the greater volume of heavy trucks.This month there have been more trucks carrying excessive coal or fruit, but the Beijing section of the Beijing-Tibet Expressway is available only to trucks with a weight of less than four tons.The congestion is expected to last for almost a month, since the construction is due for completion September 13.Traffic congestion and road safety have become major concerns for Chinese motorists.For drivers, suffering the congestion on the Beijing-Tibet Expressway is nothing new.
