SAN DIEGO (KGTV) — A measure to implement ranked choice voting in the City of San Diego will be considered for the November ballot.The city's Rules Committee voted 3-2 on Wednesday to send the proposal to a full council vote, where councilmembers will decide if the measure is placed on the 2020 ballot this fall. The vote is expected to take place in July.Ranked choice voting would allow voters to list up to four candidates in order of preference, instead of casting one vote for a single candidate.RELATED: San Diego to consider major change to 'ranked choice' votingHere's how it would work:The top four candidates in each primary race would advance to the general election, instead of just the top two.In November, voters would then rank the candidates by preference.If one candidate has more than 50% of the vote on first count, that candidate would win. If no candidate reaches 50%, the last place finisher would be thrown out. That person's votes would then be reallocated according to the voters' second choice. The field would continue winnowing until a candidate tops 50%.The city would be required to also hold a voter awareness campaign to familiarize voters with the change.Councilmember Mark Kersey, who has led the effort to get the measure on the ballot, said in a release, "ranked Choice Voting increases choice for voters, competition and decreases negativity which is great for campaigns. SAN DIEGO (KGTV) - A San Diego company is looking to capitalize on a new law that legalizes the growing of hemp in the United States. Medical Marijuana Inc., based in Sorrento Valley, already has a line of CBD products but has to import the raw hemp from outside the United States. That will soon change. On Tuesday, President Donald Trump signed the 2018 Farm Bill. Inside the bi-partisan, 7 billion bill was a revision to the federal laws on hemp, which had largely outlawed commercial production since the 1930s. The bill also removed hemp from being classified as a schedule 1 drug, the DEA category for substances with “no currently accepted medical use and a high potential for abuse.” “We really think this is going to be a tremendous growth market over the next three to five years,” said Stuart Titus, president and CEO of Medical Marijuana Inc. Founded in 2009, the company has several lines of CBD-based products for both humans and animals. SAN DIEGO (KGTV) -- A red flag warning has been issued for a large swath of San Diego County amid windy, dry conditions. The warning lasts through 6 p.m., Sunday, according to the National Weather Service. Winds will pick up throughout the day Sunday along coastal mountain slopes and through valley corridors below passes and canyons. Strong winds are also expected over the Inland Empire below the Cajon Pass. SAN DIEGO (KGTV) — A North Park gym owner who defied the governor's health order and moved workouts indoors was served with a violation notice from the county, threatening ,000 daily fines. Owner Frank Kole initially complied with last month's order and moved everything outdoors, but after five days made the decision to go back inside. That's because he says the sidewalks outside his gym were littered with feces, blood stains, and trash. Kole instead instituted strict rules indoors, requiring masks and social distancing. But the county, while acknowledging the tough reality outside, still served him with the violation, saying it was the law. RELATED: North Park gym moves back in after 'disgusting' outdoor workouts"I appreciate that you previously complied with the state and local orders by moving your operations outdoors and had difficulties due to the surrounding environment," said the violation letter, signed by Public Health Officer, Dr. Wilma Wooten. "I encourage you to work with the city of San Diego to see what can be done to resolve the difficulties you previously faced." On Friday, however, Kole took everything back outside. Immediately, he and his staff discovered a syringe on the sidewalk as they were setting up equipment. The city of San Diego power washed the sidewalk on Wednesday, but Kole says it was a quick job without trash pickup. "If we weren't out there cleaning that sidewalk up everyday, that needle would still be there," Kole said. A spokeswoman for the city of San Diego says environmental crews will pick up syringes with biohazard boxes when they encounter them. In the meantime, residents can report the on the city's Get-it-done App. Kole says he will comply with the order and keep the gym outside, even if it means reduced hours and more staff time moving everything in and out everyday. "I'm a proud American and I'm a proud business owner and I will do what it takes to keep my business alive," Kole said. SAN DIEGO (KGTV) - A plan to improve bike access along Harbor Drive may put pedestrians at risk.As SANDAG works to promote alternative transportation through its "Keep San Diego Moving" initiative, they plan to upgrade the Bayshore Bikeway.That includes a stretch through Barrio Logan that runs along Harbor Drive from 32nd Street to Park Boulevard.Renderings from SANDAG show a two-way bike lane protected from traffic by concrete or plants.But, plans to build the bike lanes also call for the removal of two pedestrian bridges that go over the intersection of Harbor Drive and 32nd Street. SANDAG will replace the bridges with crosswalks.Navy personnel use the bridges as they go to and from Naval Base San Diego every day.Some people who use the bridge daily say they're worried that it will lead to more accidents and dangerous conditions while trying to cross. Others say it could lead to more people jaywalking along Harbor Drive.SANDAG told 10News that safety is their top concern, and the new crosswalks will "enhance the entire intersection, including adding pedestrian pushbuttons, striped crosswalks, median landings, and other safety features."SANDAG also says they're working with the Navy and other city organizations to make sure the crosswalks are as safe as the bridges. A spokesperson for the Navy was unable to provide a comment about the project.Right now, the project is in the environmental review phase. Construction is expected to begin in the summer of 2020 and wrap up by the end of 2021. 1523
