SAN DIEGO (KGTV) - A ceremony was held Wednesday to honor San Diego County law enforcement officers who were killed in the line of duty.87 names were read at noon at the memorial wall at the County Administration Building in downtown San Diego.The fallen law enforcement officers named date back to 1850, and they include San Diego police Officer Jonathan “JD” De Guzman, who was killed in the line of duty in 2016.“They did it because they loved it. They did it because they cared, and it’s just so important that those people, the survivors, know that the citizens appreciate what they did,” said Skip Murphy with the San Diego County Law Enforcement Memorial Foundation.The public joined the memorial on the northwest lawn of the County Administration Building and quietly paid respects.The San Diego Police Department is also holding a memorial ceremony Thursday morning. SAN DIEGO (KGTV) - A federal judge has ordered the San Diego Police Department to stop citing people for living in their vehicles.The decision comes after a lawsuit was filed against the city by a group of homeless people and their advocates.On Tuesday, United States District Judge Anthony Battaglia agreed with the plaintiff’s argument that the city’s municipal code was too vague in defining what constitutes habitation of a vehicle.Tristia Bauman, an attorney with the National Law Center on Homelessness & Poverty which helped work on the case told 10News, “we are very happy and pleased that the judge understood what we were arguing.”However, that was only one half of the lawsuit. The other half targeted the city’s municipal ordinance that outlaws RV parking from 2-6a.m. Known as the Nighttime RV Ordinance, or Oversized Vehicle Ordinance (OVO), the judge denied the request to enjoin it, saying the same argument did not apply.In the decision, Battaglia wrote “while the court sympathies that this Ordinance leaves Plaintiffs with nowhere to park between these hours and is decidedly unfair, the law is not ambiguous, unclear or vague in any way.”A spokesperson for city attorney Mara Elliot declined to comment beyond saying they “will review the ruling and advise our client.”An early neutral evaluation conference had been scheduled for Thursday with all the parties. SAN DIEGO (KGTV) - A Delta passenger mauled by an emotional support dog has filed a lawsuit against the airline and the dog's owner, a Marine combat veteran.In June 2017, Marlin Jackson boarded a San Diego-bound flight in Atlanta headed for a work conference. Soon after, fellow passengers watched in horror as a brutal dog attack played out in front of them.Jackson sat in a window seat. In the middle seat was a Marine veteran was with an emotional support dog, a chocolate lab pointer mix, in his lap. SAN DIEGO (CNS) - Two former members of an Imperial County church that federal prosecutors allege was embroiled in a labor trafficking scheme in which church members forced homeless people to surrender their welfare benefits and panhandle for the church, pleaded guilty to labor trafficking and benefits fraud Thursday in San Diego federal court.Jose Gaytan, 47, and Sonia Murillo, 51, both of El Centro, admitted to assisting in the scheme to recruit homeless people in San Diego and other cities, then force them to participate in raising money on behalf of Imperial Valley Ministries, a non-denominational church headquartered in El Centro, according to the U.S. Attorney's Office.Prosecutors say former church pastor Victor Gonzalez ordered his members to prevent victims from leaving church properties, including by screwing or nailing windows shut and keeping doors locked from the inside at homes the church operated. SAN DIEGO (KGTV) - 23 people were injured Saturday night when a structure collapsed at an indoor parkour center in Barrio Logan.21 of them were children. Two were adults, according to the San Diego Fire-Rescue Department.The collapse happened about 8 p.m. at Vault PK, a parkour center on Main St. and Sigsbee. Children who were above and below the structure were hurt.The injuries ranged from minor to moderate.Cory Brizendine, a parent, estimates there were about 50 kids there.
