SAN DIEGO (KGTV) - The City of San Diego Public Utilities department has spend almost 8 million since 2013 to repair and replace 116 miles of water transmission and distribution pipes as part of a program to upgrade it's aging water system, according to documents given to 10News.Most of those repairs (72 miles) were on cast iron pipes, the oldest ones in the system."We have more than 3,000 miles of pipeline," said department spokesperson Brent Eidson, "To do it properly, we're probably always going to be replacing pipes."The project began in 2007 with a rate increase to pay for the work. As older pipes have been replaced, city officials say the number of water main breaks has decreased.The Public Utilities Department gave 10News the following numbers about the amount of breaks over the past 6 years:2012: 1022013: 952014: 742015: 632016: 852017: 66 (as of October 20)"We know we're not going to stop every break," said Eidson. "But if you look at our track record and our pace of replacement, we've seen a significant decline in the number of breaks that we've had."The project replaces aging pipes made out of cast iron or concrete with new PVC pipes. Eidson said that's the industry standard and they have a life expectancy of 50-75 years. He says economics and budgeting led to delays in the older pipes not being replaced sooner.That changed when the rate increase was approved. Now the goal is to replace 30 miles per year.The city says its water system extends over 400 square miles and moves approximately 172 million gallons per day. It includes 49 water pump stations, 29 treated water storage facilities, three water treatment plants and more than 3,300 miles of pipelines.Through the replacement project, the department hopes to have all of the cast iron distribution lines (6-12 inches) replaced by 2018-19. Their goal for the larger cast iron transmission mains (16 inches or bigger) should be finished by 2023.Right now, they say there are still about 46 miles of cast iron pipes in the system, some of them almost 100 years old.Once the cast iron lines are replaced, they'll shift the focus to the older concrete lines."I look at it like painting the Golden Gate Bridge," said Eidson. SAN DIEGO (KGTV) — The Federal Bureau of Investigation is asking for the public's help to connect dozens of victims to the confessions made by a convicted serial killer.Samuel Little, 79, has confessed to 93 murders to date, according to the FBI, and all of his confessions are believed to be credible. The murders took place between 1970 and 2005 in multiple states across the country.The FBI says Little is the most prolific serial killer in U.S. history. He was arrested in 2012 and extradited to California on a narcotics charge. After his arrest, Little's DNA was connected to three unsolved homicides between 1987 and 1989. He was convicted and sentenced in 2014 to three consecutive life terms without parole.In 2018, Little provided the FBI with detailed information on dozens of additional murders he is believed to have committed across the country, including murders in Illinois, Kentucky and Ohio.Law enforcement have been able to verify 50 of Little's confessions, but that leaves dozens of victims still unnamed and yet to be found. Fifteen of those cases are in the Los Angeles area.The FBI says Little confessed to strangling his victims, although most of their deaths were originally ruled overdoses or accidental. Some bodies have never been found.Little was convicted of two crimes in San Diego in 1984 after he raped and beat two women. Retired Detective Sergeant Wayne Spees was a rookie police officer on patrol just before 5 a.m. that October morning, when he and his partner discovered Little at a vacant lot near Market Street."He comes out of the back seat ... zipping his pants up ... He's insisting that he and his wife were just leaving," said Spees.Wedged inside the car was a prostitute, naked and bloodied. Little had choked her unconscious. Spees arrested him and spent several hours with him at the hospital while evidence was collected."He said, 'I didn't rape that ****. I just kicked the **** out of her. I'm going to kill that whore.' He had no remorse. SAN DIEGO (KGTV) - The man who attacked a teenage Syrian refugee on a San Diego trolley pleaded guilty Monday. Adrian Vergara, 26, was arrested Oct. 22 on an unrelated misdemeanor drug charge. While he was in custody, he was recognized in connection to the ongoing hate crime investigation. The 17-year-old boy was beaten on a Metropolitan Transit System car Oct. 15. Representatives for the Partnership for the Advancement of New Americans (PANA), who spoke on the teen's behalf, told 10News the teen was speaking Arabic while on FaceTime with a friend when a man on the trolley asked him, "Where are you from? Are you Mexican?" RELATED: Teen attacked on trolley in possible hate crime The teen reportedly responded, "No, I am Arab." According to the teen, the man then started punching him and cursing while using racial slurs. The victim left the trolley at the 62nd Street station in Encanto. Vergara pleaded guilty to assault and hate crime charges. As part of the plea deal, Vergara will be sentenced December 5 to five years in prison. 1051
SAN DIEGO (KGTV) — The National Institutes of Health highlighted research Tuesday out of UC San Diego that could unlock a new way to treat COVID-19.The research reveals new insight into how the coronavirus hijacks cells, and how doctors might be able to set traps or decoys to combat the virus. The findings were published in the journal Cell last month.“It does open up another avenue for a potential treatment,” said UC San Diego distinguished professor Dr. Jeffrey Esko. “It’s not a cure. It would be something that would tamp down infection potentially.”Since January, scientists around the world have understood that SARS-Co-V2, the official name of the new coronavirus, enters cells by latching onto a specific receptor on the cell’s surface, called ACE2.The UCSD team, led by Dr. Esko and visiting scholar Dr. Thomas Clausen, discovered that this entry mechanism is actually a two-step process, and the virus must also attach to a long chain of sugars called heparan sulfate.“We’ve shown this is fundamental to the infectious mechanism, so it needs to be part of every study from now on,” said Clausen.All cells are coated with a complex layer of sugars, or carbohydrates, called glycans. Heparan sulfate is one type of glycan that is known to play a key role in the infection process in several viruses, including herpes and other coronaviruses.It’s a complicated process to picture so the researchers offer an analogy: imagine a bird, soaring over trees, hunting a worm on the forest floor. The bird is the coronavirus and the trees are the thick layer of glycans that coat the surface of the cell.To reach the worm, which in this case is the receptor ACE2, the bird must navigate its way through the trees, specifically through heparan sulfate.The UCSD found that by removing the heparan sulfate trees with an enzyme, they were able to prevent the virus from infecting cells. In laboratory testing, they also found a second technique worked to foil the virus: introducing more trees as bait.The team found that heparin, an FDA-approved drug that is similar in structure to heparan sulfate, successfully acted as decoy. Heparin is a widely used drug designed to treat blood clots. Since blood clots and strokes are common complications with COVID-19, many doctors already administer heparin to patients.The UCSD team demonstrated that the two approaches can block infection in lab-grown cells about 80 to 90 percent of the time.“Certainly in the laboratory you can demonstrate that it works, but to deploy it and use it as a therapeutic has not been demonstrated,” Esko said.The NIH noted that more studies are planned to explore whether heparin, heparan sulfate, or drugs that target heparan sulfate might yield a viable COVID-19 treatment.Dr. Esko said he’s already been in talks with companies that plan to use their study as a rationale for a clinical trial.“It is very humbling when you realize we’re working on a pandemic right now, and maybe what we’ve done can contribute to a treatment for the disease,” he said. 3038
SAN DIEGO (KGTV) -- The FBI is asking for the public’s help identifying the man who reportedly robbed a San Diego bank. According to the agency, the man robbed a U.S. Bank located inside a Vons grocery store at 665 Saturn Boulevard. The suspect reportedly approached the teller and made a verbal demand for cash, telling the employee he had a gun. The man made off with an unspecified amount of cash. Pictures show the man wearing a hooded Padres sweatshirt and mirrored sunglasses. He is described as a white or possibly Middle Eastern man in his late 20s or early 30s.
