DEL MAR, Calif. (KGTV) - Renting or owning a home in Del Mar is way out of reach for most San Diego families. But unlike other coastal cities, Del Mar has zero affordable apartments. Instead, Del Mar subsidizes rent for six low-income families. On Monday, the county's smallest city could get on the way to offering affordable homes. The Del Mar City Council could move to take advantage of a new state law that streamlines permitting for accessory dwelling units, like a granny flat in the backyard or a separate apartment within a house. The city may ask families who build those units to commit to leasing them to low-income families for thirty years. In exchange, the homeowners would get an additional 500 square feet of space above current zoning when they want to add on to their properties. “There is nothing that brings me to life or makes me feel more at home than being near the coast, and I think it's a blessing and wonderful opportunity,” said Kari Arendsen, who was visiting Dog Beach.  The city is hoping to start the program with two homeowners, but ultimately aims to get 22 affordable homes on line. The affordable homes would be for families earning at least 80 percent of the median income, so a family of two earning about ,200 a year would qualify. DENVER, Colorado — Police officers found the body of 7-year-old Jordan Vong inside the family’s home while executing a search warrant Tuesday night and announced a 16-year-old girl had been arrested for investigation on first-degree murder charges in connection with his death.Denver Police Division Chief Joe Montoya said officers found Vong’s body concealed within the home during the search. He said that Vong’s body was discovered around 9 p.m. and that police believe it was “intentionally concealed.”Montoya said that they discovered additional evidence overnight that led them to take the 16-year-old girl into custody Wednesday morning. He said he could not say anything further about her relationship to Vong because she is a juvenile.Vong was reported missing around 4:30 p.m.?Monday. When officers arrived at the scene, they learned the child had been missing for a few hours already. Police said a family member made the report, but he did not identify the reporting party. Police, family and community members began an immediate search of the area where he was last seen, near his home at Chambers Road and Bolling Drive in the Montbello neighborhood. But the search came to an end when police announced they located Vong’s body at a Tuesday evening news conference.Two girls at Greenwood Middle School, which sits right next to the elementary school, said they befriended Vong after seeing him playing alone on the school’s playground.“We would play tag with him, and I remember asking him what’s his name. And he would say, ‘Jordan’ all smiling and happy,” said 13-year-old Luz Padilla. “When we asked him who were his friends, he would say, ‘I don’t have no friends. You guys are my only friends.’”Gisele Perez, who lives close to Vong and is also 13, said she decided to play with Vong because he was always alone.“When we played with him he just seemed really happy. He seemed like someone cared about him,” Perez said.Both said they were heartbroken to learn that Vong was missing and then found dead.“It’s all about Jordan today because, like, he was really nice and a caring kid, so it’s really heartbreaking that he passed away,” Perez said.“We were all crying and sad because he was such a nice kid,” said Padilla.A candlelight vigil is planned to remember Vong Tuesday at 7 p.m. at Greenwood Elementary School, located at 5130 Durham Court in Denver. Demonstrators in Sacramento marched for hours Friday through California's capital and called for justice in the contentious police shooting death of Stephon Clark, an unarmed black man.During a second day of protests, activists marched about a mile from the city's Tower Bridge to the steps of state Capitol building.They chanted "Black lives matter" and called out Clark's name. DEL MAR, Calif. (KGTV) — Del Mar's 2020 racing season kicked off Friday in a way never seen before - without fans. The Del Mar Thoroughbred Club is hosting the season without people in the stands to help stop the spread of the coronavirus. The decision's impact will go beyond the Thoroughbred Club, which stands to lose million this year in ticket sales and concessions. "It's more than just a money making venture for us, because probably this year, we won't make any money," club CEO Joe Harper said. The club reports that it makes a 0 million economic impact to the region in a typical year. That includes 5,150 jobs and a boost to the area hotel occupancy rate from 70 percent to 87 percent. Additionally, area business, including restaurants in Del Mar and neighboring Solana Beach, are losing out on fans pre and post race. Last year, the track averaged 11,264 fans per day. "You kind of don't have a choice, you kind of just got to be proactive and be creative and make it work," said Charles Koll, owner of Viewpoint Brewing Company, across from the fairgrounds. Koll said he would rely on community support, and reach out to jockeys at the fairgrounds, to increase his customer base during this time. DETROIT — The Detroit Free Press/Chemical Bank Marathon is the only International Marathon in the United States.Crossing the U.S.-Canadian border is the highlight for many runners, but this year two marathoners crossed another major threshold during the 26.2-mile run.Whitney Black and Steven Phillips started the Detroit Free Press/Chemical Bank marathon engaged, and sealed the deal halfway to the finish line.What’s even more mind blowing than a mid-marathon wedding is that no one thought Black would ever be able to walk down the aisle, let alone run. She was seriously injured in an accident more than 10 years ago and then hit by a car while running 18 months ago."Twenty-one surgeries in total, (Black) was told she may never walk again," says McCann Black, Whitney's brother. "I’m just so proud of her, watching her set these goals and then blow through them has helped our family a great deal."Today, 13.1 miles into her very first full marathon, Black married her “sole mate,” Phillips. Phillips, by the way, has had quite a journey of his own, losing around 100 pounds.Friends and family waited near the 13.1 mile marker with balloons, a veil, rings and an officiant until Black and Phillips ran up to the makeshift altar."I promise to trust you even when we deviate from our grocery list," Black vowed."I will choose you every day, not because I have to, but because I want to," Phillips said.Their vows were short and sweet. The ceremony lasted about five or six minutes.
