The mayor of St. Paul, Minnesota, says an internal investigation is warranted after video of the arrest of a 13-year-old black girl sparked angry backlash on social media.Mayor Melvin Carter said Thursday that the video of the girl's arrest, which took place September 26 at a UPS Store, was "disturbing" and "disheartening to watch."Police have said that officers were investigating a report of juveniles trying to break into vehicles when they encountered the girl, and she resisted arrest and refused orders to put her hands behind her back.The arrest video begins with two officers trying to handcuff the teen before two other officers enter to assist in removing her from the store.The girl was arrested on suspicion of assaulting an officer, obstructing the legal process, fleeing a police officer and trespassing. The major television networks will provide wall-to-wall coverage of President Donald Trump's prime time address on border security on Tuesday.NBC, ABC, CBS and Fox broadcast network all said on Monday that they had agreed to the White House's request for air time.CNN, Fox News and MSNBC will all carry the address live, as well.Presidents have been using Oval Office addresses to make big announcements for decades. But this is Trump's first time using the setting for an address to the nation. On Monday the White House requested air time for the speech, as is customary in the relationship between a president and the press.But for a few hours, it was unclear what the networks would do.Trump announced his plan for the 9 p.m. ET Tuesday address via Twitter. In his tweet, he characterized the situation on the border as a "national security crisis," a description that even some people in his own party reject.In response, a broadcast network executive said "time has been requested for 9 p.m. Networks are deliberating."The broadcasters have been known to resist presidential requests for air time for a variety of reasons, including the perceived urgency of the subject and the popularity of the shows that would be interrupted.With Trump, there were other factors to consider, including his record of deception and his tendency to ramble off script in long speeches.Many Trump critics posted messages on social media urging the networks not to air an address that could be filled with falsehoods. Some said that a prominent Democrat should be given equal time. The alligator that somehow ended up in Chicago's Humboldt Park has finally been caught.Chance the Snapper, as he came to be known, had been on the loose in the park for almost a week -- forcing a partial shutdown of the site.Chicago Police Department spokesman Anthony Guglielmi told CNN Tuesday the alligator was caught sometime overnight. Police are holding a news conference at 10 a.m. (11 a.m. ET), where they'll give more details.The city brought in St. Augustine, Florida, alligator expert Frank Robb on Sunday to help capture Chance.State reptile specialists say the reptile is an American alligator between 4 and 5 feet long.The city's Animal Care and Control Executive Director Kelley Gandurski said the city believes the reptile was brought to the lagoon by someone who owned it. It's illegal in Illinois to own an alligator.Gandurski says the city deals with about one alligator-related incident every year, but it's rare to have to deal with them in the wild.The alligator had last been seen on Thursday around 1 a.m. 1041
