BEIJING, July 30 (Xinhuanet) --Zhejiang Geely Holding Group Co is expected to complete it takeover of Swedish luxury car brand Volvo from US automaker Ford Motor Co on Monday after getting government approval for the deal.Ministry of Commerce officials told China Daily on Thursday that the government cleared the Volvo deal on Monday 26, after the National Development and Reform Commission cleared the proposal last week.Geely has also got the necessary anti-trust approvals from the European Union and the US government for the deal.Li Shufu (center), chairman of Zhejiang Geely Holding Co, arrives for a news conference in Beijing earlier this year. However, unnamed sources from Geely told China Daily that the Zhejiang-based automaker will hold a formal function on Monday to complete the deal.Geely's shares surged nearly 11.32 percent and closed at HK.95 per share in Hong Kong on Thursday.Privately owned Geely paid .8 billion to acquire the Volvo car brand from Ford on March 28 this year. BEIJING, Aug. 7 (Xinhua) -- Prosecutors will have to obtain approval from a higher-level prosecutorate before they order arrest warrants for suspects accused of defamation, officials with China's Supreme People's Procuratorate (SPP) announced Saturday.The move came only days after police of Suichang County in Zhejiang Province canceled a warrant for Qiu Ziming, a reporter from the Economic Observer News, who was accused of defamation by a publicly-listed company.The quality of handling criminal cases is the "lifeline" of the work in investigating, supervising and examining police applications to arrest persons implicated in a crime, according to a statement issued by the SPP."To issue low-quality or even incorrect arrest warrants not only violates people's legitimate rights, but also severely undermines the credibility of prosecuting authorities and tarnishes the image of the Communist Party of China and the government," it says.China's Criminal Procedural Law delegated different responsibilities to the three branches of the justice system -- the courts, the prosecutors and the police. Before formally issuing an arrest warrant, prosecutors are required to examine police applications and investigations.In Qiu's case, the reporter had been wanted by the police of Suichang after Zhejiang Kan Specialty Material Co., Ltd. (Kan) accused him of defaming the company by reporting fabricated stories.However, police of Lishui City, which administers Suichang, ordered the county's public security bureau to cancel the warrant for Qiu after a review found the warrant failed to meet statutory requirements.

BEIJING, June 12 (Xinhua) -- China's trade surplus would likely fall noticeably this year as exports outlook would not be optimistic while imports would remain robust, Ministry of Commerce spokesman Yao Jian said at a briefing Saturday.Exports growth would slow after July, Yao forecast, adding the surge in exports in May was due to a low comparison basis last year. China's exports in May surged 48.5 percent year on year, customs data released Thursday.China's trade surplus in the first five months fell 59.9 percent to 35.39 billion U.S. dollars. The figure in 2009 topped 196.07 billion U.S. dollars, down 34.2 percent year on year.Yao attributed the weak export outlook to the European sovereign debt crisis, rising commodity prices and labor costs."In the following months, the fallout from the debt crisis in Europe would gradually become apparent, and China would closely watch changes in its important exports markets including Germany, Spain and Italy," Yao said.China would maintain stable trade policies amid the crisis, and might adjust some policies in some specific industries for environmental protection purposes."Stable trade policies are a top priority when the external outlook is not clear," he said.Yao also told reporters that attempts by some U.S. lawmakers to include China's exchange rate policy into trade investigations on China's exports of aluminum extrusions and coated paper lacked factual support and did not conform to rules of the World Trade Organization.The WTO regulated trade policies instead of a country's overall financial or foreign exchange policies, he said.

KUNMING, Aug. 22 (Xinhua) -- Chinese local officials were ordered to carry out pre-emptive evacuations to avoid heavy casualties in geological disasters after a series of mudslides left nearly 2,000 people dead or missing in less than two weeks.In a work conference held in southwest China's Yunnan Province, Minister of Land and Resources Xu Shaoshi ordered local officials not to hesitate in forcing residents in disasters-threatened zones to move."As long as there is a sign of geological disasters looming, officials should take it seriously and carry out the evacuations," Xu said. "It is better to hear the people's blames than their cries."Xu also ordered local offcials to strengthen monitoring efforts by using advanced technologies and mobilizing the public.China has been suffering from a string of rain-triggered disasters recently as the country battles its worst floods in more than a decade.Yunnan is the latest to be hit by massive mudslides.As of Sunday, 29 people were killed and 63 remained missing after mudslides hit the remote, mountainous town of Gongshan in the province on Wednesday.In the northwestern province of Gansu, at least 1,435 people were killed and another 330 are reported missing after an avalanche of mud and rocks hit the center town of Zhouqu County at mid-night Aug. 7.Rain-triggered mudslides also killed more than 18 people in Wenchuan and Qingchuan counties in southwest China's Sichuan - which was devastated by a massive earthquake in 2008.

ISLAMABAD, Aug. 2 (Xinhua) -- All the Chinese trapped in the flood-hit Pakistan's northwest province of Khyber Pakhtunkhwa have been evacuated to safe places with the assistance of the Pakistani side, said Liu Jian, Chinese Ambassador to Pakistan on Monday.According to Liu, a total of 265 Chinese workers and engineers working at a hydro power station project in the Patan area of Kohistan District in Khyber Pakhtunkhwa were trapped on a mountain after a huge landslide triggered by floods and torrential rains washed across their work site on July 29.Three Chinese engineers and workers went missing after they were reportedly washed away by the flood water and landslide while working inside a tunnel.The trapped Chinese who retreated up to a nearby mountain surrounded by the flood water suffered a great deal as they were in serious lack of food and water and had to fight the coldness of living in the open atop a mountain lashed by torrential rains.Upon hearing the news of the Chinese trapped in the flood-hit area of northwest Pakistan, the Chinese embassy immediately kicked off an emergency rescue operation under the assistance of the Pakistani government, army and police.Three military helicopters were dispatched to the site where the Chinese were trapped for the rescue work. Large numbers of troops and police forces were mobilized as well. The Chinese ambassador together with his embassy colleagues also rushed to the site from Islamabad on July 31 by fighting the difficulties on the disrupted roads leading to Patan.After nearly five days of cocerted efforts by the Chinese and Pakistani sides, all the Chinese trapped on the mountain in the Patan area had been evacuated to safe places as of late Monday afternoon, said Liu Jian, adding that the search operation for the three missing Chinese is still underway.However, the chance for the survial of the three missing Chinese is very slim, said Pakitani police officers who are involved in the search operation.
