TUCSON, Ariz. - An Arizona Department of Public Safety trooper intentionally collided with a wrong-way vehicle on Oct. 14.According to DPS, a trooper was assisting a stranded driver on the I-10 near Avra Valley. The trooper heard reports of a wrong-way vehicle traveling east within the westbound traffic lanes on I-10.The trooper found the wrong-way vehicle, approaching the car head-on near Cortaro Road. The trooper intentionally aligned the front left corner of his patrol vehicle with the front left corner of the wrong-way vehicle - forcing a collision that immediately stopped the wrong-way driver.DPS said the wrong-way driver was a disoriented, elderly woman. She was not properly restrained during the collision and sustained non-life threatening injuries. She was taken to Banner University Medical Center.The trooper was treated for minor injuries.“The ability of our trooper to assess the situation and take decisive action to stop the wrong-way vehicle, protected the lives of many motorists while endangering his own," said DPS Director, Colonel Frank Milstead. TULSA, Okla. — An Oklahoma woman has faced terrifying health scares over the last year from a tick bite. Nancy Phelps' tongue and face have swollen up many times. She has also spent countless hours in the hospital because she could not breathe. She learned it is all because she was bit by a Lonestar Tick while she was playing with her grandkids in her yard in the spring of 2017."They fall off trees," Phelps said. "They're out in the grass." She started seeing symptoms lke rashes and having stomach problems early on. Phelps thought it was random.Then in the fall, she started going into anaphylactic shock, meaning she could not breathe because of an allergic reaction. "Within about a week time, I was in the emergency room with anaphylaxis eight different times," Phelps said. Several doctors later, Phelps learned that tick bite gave her the Alpha Gal Allergy. It causes an allergic reaction to all mammal-based products."They could feed on an infected animal, get a parasite that then when they feed on a human that human could be infected," said Luisa Krug, the epidemiology supervisor for the Tulsa County Health Department. The CDC said this week that diseases caused by infected ticks, fleas and mosquitoes have tripled in the last 13 years. More than 640,000 cases have been reported. When Phelps consumes mammal bi-products or is around them, she has a severe allergic reaction. Her face and tongue start swelling up. She said she has to inject herself with an Epi-Pen once every one to two weeks. "Anything boxed, in cans, anything you would typically buy off the shelf," Phelps listed what she cannot eat. "Pizza...I didn't realize I liked pizza so much, but those kinds of things are non-existent anymore."Her allergy is so bad that she even has to worry about cross-contamination. Phelp said she bought all new pots for her home. Eating out is nearly impossible now. She has to show restaurants a document she keeps on her phone that lists what she can and cannot consume. Phelps can no longer take gel cap pills, because they are made with animal bi-products. Make up, toiletries, laundry and dishwashing soaps and certain clothing are also a problem.Phelps wants others to take note of her story and take serious precautions. "It's avoidance and being aware of our surroundings," Phelps said.The health department suggests wearing long sleeves and pants outside to avoid being bitten by bugs. Ken August of the Department of State Hospitals said state and federal privacy laws prohibited the department from commenting.Smith appeared to be "very mild and passive" when McMullin spoke with him Thursday night.State and Orange County Health Care Agency officials referred Smith to the facility. Police warned the administrator of the facility about Smith's past, but he was accepted.Smith pleaded guilty in 1985 to a misdemeanor sex offense against a child, requiring him to register as a sex offender for the rest of his life, Spitzer said.However, in 2005, that requirement was lifted for an unknown reason, Spitzer said."We need to look into this and know why he is no longer a lifetime 290," Spitzer said, referring to the code in the law that requires sex offenders to register with authorities so they can be tracked."We believe he is a lifetime registrant," Spitzer said.In 2002, prosecutors attempted to charge Smith with sexual assaults on a 13-year-old, but the case was thrown out because of an issue with the statute of limitations, Spitzer said.Smith was committed to Patton State Hospital in San Bernardino in 1999 on a psychological hold when his wife gave a psychiatrist a letter her husband wrote that described sex acts he fantasized about on a 7-year-old boy in his neighborhood in Costa Mesa, according to prosecutors.The state kept him locked up in a state hospital under a civil commitment that concluded he was a danger to children, according to prosecutors. Under that law, he had the opportunity to seek release in a trial every six months.But during the hearings he has testified that he continues to fantasize about sexually assaulting and killing young boys, prosecutors said."He calls himself Mr. RTK," which stands for Rape, Torture, Kill, Spitzer said. "That's what I think has kept him in. He says, `If you don't cut off my penis and hands I will molest again.' "Spitzer said he has no real connection to the case because it was a civil commitment, but wanted to warn the public about the potential danger."It's just really upsetting and aggravating to me that one of the governor's departments released a guy who is such an aberration and outlier and it doesn't advise the public," Spitzer said."That's crazy to me. So the only thing I can do under the law is warn people and get his picture out there and build awareness of him, but I can't do much else."It was the county counsel's office that had the authority to object to Smith's release, but it was apparently not notified this time and the hold on him expired on Saturday, Steel and Spitzer said in their letter to Newsom.Spitzer said his office has been in touch with the state Attorney General's Office to determine why the sex offender registration requirement was lifted and whether it can be reinstated. 5848
