SAN DIEGO (KGTV) - Military families sent 10News letters discussing a myriad of issues their students faced when they transferred from out of state into San Diego Unified School District.One student, who didn't want to be identified, sent a letter that read in part, "I would dread getting up everyday knowing that this was going to be a continuous process," explaining he didn't get the same treatment in an assistance program here, compared to where he previously lived.Another letter discusses a woman's special needs children, "It took over a week to even get my children placed in classrooms to start school with no updates as to why. After calling several times we were able to get placements for our children. I know that special needs children have to be placed in certain classrooms and things like that, but for it to take that long is a little excessive." She continued stating in the letter, "two of our children are waitlisted (with no foreseeable date of service) for speech therapy with a letter stating that it is because there is a "lack of available therapists" in the area."Erika Bradley said her daughter had trouble transferring AP and Honors credits, and once she was pulled out to be home schooled, she was told her daughter couldn't participate on the Varsity Soccer team."It put her in a tailspin... We had many instances of panic attacks," she said."We have upwards of 8,000 military dependent students within our district," Jennifer Coronel, Program Manager of Children and Youth in Transition at SDUSD said. That's about 7% of the district's student population.On SDUSD's website, you can find numerous resources for military families. The district gets anywhere from ,000,000 to ,000,100 in military student funding per year. "We have four Intervention Counselors that work out of the Department of Children and Youth in Transition and all of them have a specific area within San Diego Unified and assist with all matters related to military students," Coronel said. She says rules and maybe even federal laws need to change to make a smoother transition for military students.Bradley says many military families pull their students for homeschooling to get around transfer issues, but Bradley says she wants more oversight to ensure military families are taken care of in the future. 2327

SAN DIEGO (CNS) - The U.S. Environmental Protection Agency announced Friday that it awarded a 0,000 contract to a San Diego-based technology company to develop technology to monitor water quality.The grant, awarded to 2W iTech LLC, is one of nearly two dozen awarded by the EPA through its Small Business Innovation Research program. The EPA awarded grants worth a combined .3 million to 21 companies across the country to develop technologies to improve environmental and human health, monitor air and water quality and clean contaminated areas.With its grant, 2W iTech will develop a low-cost method to identify trace amounts of perfluoroalkyl substances in water at a rate as small as 10 parts per trillion.According to the EPA, perfluoroalkyl substances are man-made chemicals that are used in various consumer products like cookware and pizza boxes but can cause adverse health affects in humans if exposed to them over long periods of time."These funds support small businesses that have developed new technologies to monitor air quality, test for PFAS, and address other pressing environmental challenges,'' EPA Administrator Andrew Wheeler said. "Through EPA's Small Business Innovation Research program, we provide important assistance to entrepreneurs as they develop innovative solutions that will strengthen both environmental protections and economic growth.'' SAN DIEGO (KGTV) - A former La Jolla restaurant owner convicted of raping multiple women is speaking out from jail. Daniel Dorado spoke exclusively with ABC10 News in a series of recorded interviews.Dorado was sentenced on Tuesday to 40 years in prison in a hearing where several victims shared their emotional stories with the courtroom.Dorado maintains his innocence and accuses law enforcement officials of conspiring against him, although he lacks evidence to back his claims. Per ABC10 News' continued efforts to practice balanced reporting and given the impact his arrest and prosecution had on the community, ABC10 News has chosen to share his story."This is the first time and only time I've spoken to anybody to this degree," 62-year-old Dorado told ABC10 News. The former owner of Voce del Mare restaurant has been incarcerated at George Bailey Detention Facility since being convicted last December on 20 counts related to rape and sexual assault of four unconscious and intoxicated victims."You're vilified 24-7," he told ABC10 News and added, "Nobody made these women do anything. It was all very consented."ABC10 News broke the story two years ago when Dorado was charged with drugging and raping women, sometimes at his restaurant. ABC10 News previously spoke to one woman who said that it happened to her."I went in there for a job interview. I would have never imagined going through a sexual assault and not knowing how it happened," she told ABC10 News during the 2018 interview. She said that she answered an ad on Craigslist for a hostess position, and when she went in for an interview, she said Dorado offered her wine, which she accepted. What happened next is unclear."What I do recall is waking up around four in the morning and I did not have any clothes on. He had nothing on. [There were] bruises around my chest. I was in great pain," she explained.At trial, some of his former employees talked about working for him. "He was very erratic. His behavior...he would say one thing and be yelling at you [and] then nice the next second," one person testified."I will not be satisfied until I'm exonerated," Dorado stated in one of his recent interviews from jail. He denies any wrongdoing and says that every sexual encounter was consensual.Dorado said he believes that the DA's Office unfairly bolstered a conviction against him although his argument is based on speculation. ABC10 has asked, "What evidence do you have to support that?" Dorado replied in part, "I don't have any evidence. That belongs to the detectives."Dorado pointed to one encounter with a woman who he said came to his restaurant after they'd met on a dating app. "In that window of time between 12 p.m. and 3 p.m., she had two martinis, each with an ounce and a half of vodka and three ounces of cranberry juice. I gave her the opportunity to drive home because her van was right in front and I [asked], 'Or, would you like to continue our day and join me for lunch?' She joined me for lunch and we never drank again," he explained.That lunch date and the eventual sexual encounter was at the Bahia Resort Hotel where he claims that resort surveillance video would have revealed that she was conscious and coherent. Still, he said the video was not shown in court. He accused detectives and DA's Office of purposefully withholding it.Dorado also said that he believes he was recorded in a pretext call staged by detectives in which the victim called to solicit incriminating statements. Dorado believes that she was disgruntled after their date."You have to keep something in mind. I did not call this woman back for several weeks after we met, okay, and so my attorney told me flat out [that] this is a case of buyer's remorse," he told ABC10 News.ABC10 News asked, "Why would multiple women who don't know each other do this to you?" He replied in part, "Several reasons. Attention. Financial. Popular." He insisted, though, that he's not intending to blame or shame victims.Dorado told ABC10 News that another victim was his friend and that authorities pressured her to testify against him. "The District Attorney and the judge allowed me to still interact with her [and] allowed me to [live] with her. She let me live in her townhouse during my bail," he stated and questioned, "What judge allows a rapist to live with their victim?"At this week's sentencing hearing, she was the only victim who spoke out in his defense. She accused detectives of manipulating her to testify against her will and appear confused about a possible assault.In court, she stated, "Your Honor, Mr. Dorado never raped me. I never went to the police. I never filed a police report. In fact, I declined a restraining order against Mr. Dorado and I told detectives that I did not want to press charges."On the phone Tuesday night, she declined to offer any more public comment.ABC10 News reached out to the attorney who represented the victim who said that she answered the ad on Craigslist to get her position on his accusations. The victim has not called to provide comment.The DA's Office sent the following statement to ABC10 News:"The District Attorney's Office presented evidence in open court, a jury found we proved our case beyond a reasonable doubt and convicted the defendant of these violent crimes. The victims in this case deserve justice and will have the opportunity to be heard at sentencing."A follow-up statement from the DA's Office after the sentencing hearing read,"[Tuesday's] comments in open court by the judge, the victims, and our prosecutor along with the evidence presented at trial, all support the just result and appropriate sentence in this case."The San Diego Police Department sent ABC10 News the following statement:"The San Diego Police Department is committed to maintaining public safety by providing the highest quality police services. The department's Sex Crimes Unit thoroughly investigated all incidents brought to our attention, and we appreciate the San Diego County District Attorney's efforts to help seek justice for all who have been victimized by Mr. Dorado.""I'm hurt. I'm angry. My life has been ruined," Dorado told ABC10 News and added, "I'm not looking for sympathy. I'm looking for the truth."One of the victims filed a civil suit against Dorado after he was arrested. SAN DIEGO (KGTV) — A grant from the Central San Diego Black Chamber of Commerce is easing the pain of the pandemic and keeping businesses afloat.Captain Bill Wilkerson, the owner of Malihini Sportfishing, has fished since he was old enough to cast.Wilkerson said at the age of seven, he and his grandmother would walk to the bus stop and ride two hours to get to Venice Beach."We used to fish on Venice Pier sun up to sun down," he said smiling.He said his grandmother was trying to protect him, by taking him out of the L.A. neighborhood where they lived.Wilkerson said he had friends in elementary and middle school she knew were getting into trouble, "I went back 10, 15 years ago to see if I could locate some of those friends, and most of them were gone due to gangs and drugs and things like that."He said he would never forget the time she took him to Santa Monica to go fishing. It was an extra 45 minutes on the bus, but it was worth it, he said. While under the pier, he said he saw a boat pull up, let people off, take others on, and leave.He asked his grandmother what they were doing. She said, "do you want to go fishing on a boat?"She knew the captain and the next weekend he hosted Wilkerson. There was no going back to fishing on the pier after that trip.Wilkerson named the captains he worked for over the years and said he was thankful most for Raymond Sobeick, who he said taught him how to fish and opened him up to the opportunity to be a business owner. "My dad growing up told me that I would have to work 10 times harder than anybody else, just because of the color of my skin," he said pausing. "It's true."He said it was only true at the beginning of launching his business.After Wilkerson worked hard, bought the Malihini in 2006, and launched his business, he says from there it wasn't smooth sailing."In 2011, I was diagnosed with cancer, a brain tumor... In 2017, the boat struck a whale."The accident creating a mountain of debt."We started 2020 strong and then COVID-19 happened," he said.Wilkerson said they applied for every grant and loan available and didn't get anything. Then, he heard about the Black Business Relief Grant Fund through ABC 10News. He was awarded a ,000 grant and supported with tools and mentors who guided him on pivoting his business plan."They really want to see Black and minority and Asian businesses succeed ... To me, it's been invaluable. I mean, to see that there are doors that can be opened for a guy who owns a fishing boat who can't get financing because of whatever," he chuckled.Wilkerson said the grant paid for fuel and parts. He said they're hoping to get a loan to carry them through the next few months. He added that his faith has gotten him through many challenges."He's never let us starve, he's always made sure we have food, we had water. Our bills, for the most part, were paid," he said choked up. SAN DIEGO (KGTV) - A father whose infant daughter was found dead outside a Los Angeles-area mortuary surrendered Monday at the U.S.-Mexico border. Alexander Echevarria, 22, of Sacramento, turned himself in to authorities at the San Ysidro Port of Entry with his attorney by his side. Echevarria was considered a person of interest in the death of 8-month-old Alexia Rose. The baby’s body was found near a trash container outside a funeral home in Bellflower last week. The infant was partially covered by a blanket and left in a car seat. Police believe the girl died in Sacramento. Her death was not due to natural causes, the Sacramento County Sheriff said Monday. Family members had reported Echeverria missing on Memorial Day. They said he suffers from depression and had made suicidal statements. Echevarria, who also had an arrest warrant on domestic violence-related charges, is being held in San Diego pending transfer to Sacramento.Associated Press contributed to this report. 993
