That’s what “transmission of monetary policy to broader financial conditions” means.It’s trying to accomplish that goal by buying Treasurys and mortgage bonds to calm and stabilize those markets. That’s why there were ripples, not waves, in fixed mortgage rates from April through June. But it has only partially succeeded in its goal to push interest rates lower. For the Fed to declare victory in “fostering effective transmission of monetary policy to broader financial conditions,” mortgage rates would have to fall another half a percentage point or so.With its intervention, the Fed decreased Treasury yields and mortgage rates. But the results are unequal: Since January, the 10-year Treasury yield has fallen a little over one percentage point, while the 30-year mortgage has fallen about half a percentage point. Normally, the two would fall roughly the same amount.Rates slow to sync with TreasurysWhy haven’t mortgage rates fallen further? You might guess that lenders are keeping rates elevated to offset the risk of mortgages going into default during the COVID-19 recession. But mortgage rates tend to fall during recessions.? Maybe an undetected economic force keeps a floor on mortgage rates, preventing the 30-year fixed from falling below 3% and lingering there.A more plausible theory is that mortgage rates will follow historical patterns and shamble lower until they’ve fallen roughly the same as Treasury yields. That’s the conclusion that Bill Emmons, economist for the Federal Reserve Bank of St. Louis, makes in a paper titled “Why Haven’t Mortgage Rates Fallen Further?”Using history as a guide, Emmons writes, “we would expect a further decline in mortgage rates of perhaps 0.5 percentage points.” If he’s right, mortgage rates might drop in July.Don’t count on it, though. Most of the time, the lava flows south toward the ocean, threatening nobody. But occasionally it goes in a different direction.This is what happened this time. The number of missing in Californian wildfires has soared to 631, as authorities added hundreds of names to the lists of the unaccounted for Thursday, in what has become the deadliest and most destructive wildfire in the state's history.Butte County Sheriff and Coroner Kory Honea said Thursday evening the death toll from the Camp Fire in northern California had grown to 63 people. Seven sets of remains were discovered Thursday, he said.At least two other people have been killed in another, separate wildfire in Southern California, putting the state's death toll at 65 since the two blazes began last week.On Friday hundreds of rescue personnel -- deputies, National Guard troops and coroners -- dressed in white overalls sifted through smoldering rubble and checked mangled cars, searching for human remains.Honea said the number of names on the missing list soared after investigators added information from callers who rang the dispatch center on the day the fire erupted and reported people who were missing in the chaos.Some of the names on the Butte County list appear more than once and it's not clear if any are duplicates. Officials have said it's hard to determine the number of missing, because some people may have evacuated and can't be reached with cell phone service unreliable due to the fire."There are a lot of people displaced and we're finding a lot of people don't know we are looking for them," Honea said.The fire turned the hard-hit town of Paradise into ash and debris and also devastated the nearby communities of Magalia and Concow. The jurors who convicted James Fields of murder could soon decide whether they think he should spend the rest of his life behind bars.Fields, 21, was attending last year's "Unite the Right" rally in Charlottesville, Virginia, when counterprotesters demonstrated against the white nationalists. That afternoon, Fields got in his Dodge Challenger and plowed into the counterprotesters at about 28 mph, killing 32-year-old Heather Heyer.The Charlottesville jury found Fields guilty of first-degree murder Friday. Fields was also found guilty of eight counts of malicious wounding and one count of failing to stop at an accident involving a death.On Monday, jurors will begin the sentencing phase of Fields' trial. Ultimately, Judge Richard Moore will decide Fields' sentence, but will consider the jury's recommendation.Jurors are expected to hear victim impact statements, possibly from Heyer's family or surviving victims from the August 2017 attack.Heyer, a 32-year-old paralegal, was devoted to helping people and had a passion for justice, her family said.Heyer's friend Marissa Blair attended the counterprotest with her and said Heyer fought against bigotry."If you knew Heather, you would know that she loves everyone and all she wants is equality for everyone, no matter who you love, no matter what color you are," Blair said.It's not clear when the judge will formally sentence Fields for the murder of Heyer.But in addition to the state charges, Fields also faces 30 federal hate crimes charges.
