Zi Beijia, a Chinese reporter who fabricated a TV news saying that Beijing dumpling makers used cardboard as a filling, was Sunday sentenced to one year behind bars with a fine of 1,000 yuan for the crime of "infringing commodity reputation".The Beijing No. 2 Intermediate People's Court heard the case in an open court.According to the court ruling, Zi, 28, was a temporary employee of the Life Channel of the Beijing Television Station before being arrested.In June 2007, he visited some steamed stuffed bun stands but failed to find any cardboard-filled buns.For pursuing career achievements, Zi, under an assumed name of Hu Yue, went to the No.13 courtyard inside Shizikou Village, Taiyanggong Township of Chaoyang District, and asked four migrant workers who had been preparing breakfast there to make meat buns for him with a lie that he will buy the stuffed buns in a large quantity.The four meat buns makers were identified as Wei Quanfeng, Zhao Xiaoyan, Zhao Jiangbo and Yang Chunling, all from Huayin, a city in northwest China's Shaanxi Province.Then Zi came to the same venue the second time and brought cameras, pork, flour and cardboard himself.In order to film the process, Zi is alleged to have instructed Wei and his fellow villagers to make "baozi" or meat buns by soaking and crushing discarded cardboard he had collected and mixing it with pork. The baozi were said to have been fed to dogs.Zi used a home DVD camera to film the entire process and turned in his report after he edited it.Zi hid the truth to the Beijing Television Station, enabling his program to be aired in a slot known as "Transparency" on July 8 at the Live Channel of the station. The program caused baneful social effects and severely ruined the reputation of the relevant commodities, according to the court ruling.Zi pledged guilty at the court and said he was muddled-head at that moment, which cheated Beijing Television Station and the audience.Zi made a sincere apology to the audience, Beijing Television Station and the people concerned. He advised journalistic staff to learn lessons from him and follow obey journalistic ethics.The court held that Zi, as a temporary employee of Beijing Television Station, deliberately fabricated news and hid truth to get his program aired and caused baneful effects. His behavior of fabricating and spreading fake news has infringed the reputation of certain food and his wrongdoing was serious. The verdict was made accordingly.

Soaring global oil prices have led to small refiners drastically cutting down on production - forcing Sinopec to fill the void.Since the prices of refined oil products are set by the central government, the refiners - private or local-government-owned - find it unprofitable when the price of crude is as high as is now. We are already running at full capacity to ensure fuel supply," Mao Jiaxiang, vice-president of Sinopec Economics & Development Research Institute, told China Daily Tuesday.Sinopec is Asia's top refiner, feeding the bulk of fuel consumption in China. But due to capacity limitations at its plants, there is a rising gap between demand and supply.Mao pointed out that fuel shortages are mainly triggered by the production drop at medium- and small-sized refiners scattered around the country, which contribute 5 to 10 percent of the country's supply.The National Development and Reform Commission (NDRC), the top economic planner, keeps a tight lid on domestic fuel prices to fend off inflation, only allowing refiners to set prices within an 8 percent band of a government-imposed benchmark.Sinopec will have more refining capacity on stream next year, which will help ease supply pressure, Mao said.This year, it is believed Sinopec may import more oil products from abroad if necessary. BEIJING -- The Industrial and Commercial Bank of China (ICBC) has planned to open a subsidiary in the United States, as part of its going-global strategy which also involves Russia, Indonesia and the Middle East, Board Chairman Jiang Jianqing said here on Wednesday."Preparations have been going on smoothly. We hope to receive approval from American authorities as early as possible," said Jiang, a delegate to the ongoing 17th National Congress of the Communist Party of China, at a news briefing.Jiang said that next month the ICBC would open a branch in Russia and take over the Bank Halim in Indonesia. Applications to set up new branches in Dubai and Doha have been approved by the banking authorities of China, paving the way for its march into the emerging Middle East market.In its latest overseas expansion, the ICBC clinched an agreement with Seng Heng Bank Limited on August 29 to acquire a stake of nearly 80 percent of the bank in Macao for 4.683 billion patacas (US5 million), according to the bank's website.Jiang said that the ICBC would "cautiously" advance its going- global strategy. "Only when the price, opportunity and place are right will we make a move."The bank has established more than 100 branches so far in 13 countries and regions, mainly through greenfield investment, merger and acquisition. BEIJING -- Thirty-one provinces, autonomous regions and municipalities on the Chinese mainland had reshuffled local Party committees through internal elections for Party officials within a year ending last June.Moreover, 408 cities, 2,763 counties and 34,976 townships have elected new Party committee leadership from early 2006 to April this year, the Organization Department of the CPC Central Committee said here Thursday.This has made good preparation for the upcoming 17th CPC National Congress.The positions in the new Party committees at the provincial, regional and municipal levels were reduced by 21 compared with previous ones. The positions were cut by 149 at the city level, by 859  at the county level, and by 34,368 at the township level.Meanwhile, the local Party leaders are younger and well educated, particularly at the provincial level. The age of leaders in CPC provincial committees average 52.9 years old, half a year younger than their predecessors, and 91.6 percent of them received college education, 14 percentage points higher than before.The CPC Central Committee has taken a series of measures to make the election in local Party leadership fair and clean, the department said.In 296 townships of 16 provincial-level regions across China, leaders of Party committees were directly voted by CPC members as pilot projects.The ratio between the candidates and the elected officials reached 100:89 in the election at the provincial level and 100:88 to 100:85 at the county-level.The candidates also received strict scrutiny from the Party discipline departments to ensure they are clean from corruption or scandals.A hot line was set to receive tip-off about malpractice and corrupt candidates during the local Party leadership reshuffle.Thus far, 260 officials have been punished for malpractice.
