SAN DIEGO (KGTV) - As police ramp up their probe, an Otay Mesa dog owner believes his dog may also have been targeted by a pepper spray-wielding mail carrier.The owner of 9-year-old Roscoe didn't want identified, but he tells 10news about two months ago - moments after their mail carrier left - Roscoe started to twitch in pain, which lasted minutes. He say Roscoe was behind a gate and not a threat to the postal carrier. Hours later, the dog's eyes were still red. The dog's owner didn't report it, but says another neighbor complained about a similar occurrence. Both of their homes are just blocks from the Galindo home on Agosto Street."Makes me feel angry and so sad that he's causing so much pain," said Alfonso Galindo.Earlier this week, he spoke to 10news about the strange stains on his patio that prompted him to check his surveillance video. He watched the unbelievable unfold: a postal carrier appearing to hold pepper spray under the mail, as he walked by a metal gate. Behind the gate is his 7-year-old rescue Pupa. At the same time, Pupa begins convulsing for minutes."Sickening. It's scary how nonchalant he is. He's done this before," said Galindo.Galindo says he found nine similar incidents in the recordings on his hard drive, about a month's worth. The Postal Service issued an apology, saying the 'appropriate action' will be taken."That left me with a question. Is this person going to be retrained and put back on my route? That's not going to cut it," said Galindo.There are also more questions about the impact on his two young children, who are constantly touching and hugging Pupa. For months, they've suffered mysterious respiratory issues, requiring frequent trips to the hospital. On Wednesday, both were diagnosed with asthma. Galindo says more tests need to be done, but doctors believe the pepper spray could be the cause, and at the minimum, is an aggravating factor."I'm scared to find out where this could take my children. SAN DIEGO (KGTV) -- A 2-year-old boy who was reported missing by his stepfather in San Diego in 2002 suffered a fatal injury and died while in the sole custody and care of the stepfather, who disposed of the body, a prosecutor said Thursday, but a defense attorney said her client loved the child and didn't kill him.Tieray Jones, 39, told police that Jahi Turner disappeared from a park near the southern end of Balboa Park the afternoon of April 25, 2002.Deputy District Attorney Bill Mitchell told a jury that Jones married Jahi's mother -- Tameka Jones -- after Jahi was born and the couple moved to San Diego from Maryland in February 2002.The defendant was left to care for Jahi when Tameka Jones -- who was in the Navy -- went out to sea on April 22, 2002, the prosecutor said.Three days later, the defendant called 911 and said his step son disappeared in the park when the defendant walked to a vending machine."We will piece together what happened that week," Mitchell told thejury. "You're gonna know what happened to Jahi based on the evidence."Two days before he reported the child missing, Jones told his wife that Jahi had fallen off the bed and bumped his head, but it was "no big deal," the prosecutor said.Jones also complained that Jahi had wet the bed, according to Mitchell. Witnesses at the apartment complex where Jones lived said they saw the defendant carrying three large trash bags to a Dumpster just before the trash was to be picked up the day before the child disappeared, the prosecutor told the jury.One neighbor commented, "It didn't look like regular trash," Mitchell said. The prosecutor pointed to "glaring inconsistencies" in the defendant's statements to police about what happened.Mitchell said there was "no credible evidence" that Jahi was at the park that day. Despite a massive search, the child's body was never found.Jones was arrested in April 2016 in North Carolina and brought back to San Diego to face a murder charge.Deputy Public Defender Courtney Cutter told the jury that her client was a suspect in his stepson's disappearance almost immediately.Cutter said the defendant and Tameka Jones were used to just "getting by" and had very little when they moved to San Diego.The attorney said her client loved Jahi as if he were his own. "Tieray did not kill this child," Cutter told the jury."He was an imperfect father, yes, but not a reluctant one." SAN DIEGO (CNS) - The San Diego-based Institute of Public Strategies reminded residents Tuesday that reduced alcohol usage plays a large part in suicide prevention and increased mental health, especially among teenagers and young adults.According to the San Diego County Medical Examiner, alcohol use was a factor in 30.8 percent of county suicides in 2016. Data from the National Alliance on Mental Health shows that roughly 29 percent of people with a diagnosed mental illness abuse drugs and/or alcohol. The abuse of alcohol can mask conditions like anxiety and depression, and can also impair judgment and spur impulsive behavior -- two factors that lead to suicidal tendencies, according to IPS.The risk for teenagers and young adults is especially high because alcohol and drug abuse can hamper mental and physical development. California school districts with students in grades 7-12 are required to develop policies that aid in preventing suicide and reducing the risk of suicide. Teachers are also trained to recognize the signs of drug and alcohol abuse among teens and young adults.According to IPS, which focuses on public health and safety issues, and the San Diego County Office of Education, helping youth learn about the dangers of alcohol abuse is one of the most important suicide prevention tools educators can use."It is common to see substance use disorder coupled with mental disorders,'' said Heather Nemour, project specialist for the SDCOE's Student Support Services department. "Understanding the role of substance use in suicidal behavior and how to intervene early is a critical component of school staff training in reducing youth suicides.''Local policy can also help reduce alcohol abuse in all demographics, according to the nonprofit, which advocates taking steps to increase alcohol taxes, limit alcohol sales to a certain number of outlets and enforce limits on when alcohol can be sold, using tools like blue laws, to promote healthy lifestyle choices and reduce the risks of abuse and suicide. 2038

SAN DIEGO (KGTV) - A camp in Vista is giving kids a place to cope with the loss of a loved one, along with others on the same journey.Experience Camps provide boys and girls whose parent, sibling or primary caregiver has died, with a program that helps build confidence, encourages laughter and allows them to navigate their grief through friendship, teamwork, athletics, and the common bond of loss.The nonprofit provides the experience free for families. "My mom she was really, really nice. I loved her with all my heart. When she passed, it was devastating," said 13-year-old Dylan from San Diego.Dylan's mother died of breast cancer. "It was really tough, but once I got here it was really good to know that other people had the same experience," said Dylan.This is Dylan's third year at camp. He and others are gaining coping mechanisms to navigate their grief better. "The common experience we all have is grief, and I think that's the strongest bond between all of us," said Amit Sura, a camp counselor. A typical camp day includes two activity periods, such as volleyball, tennis or arts & crafts. The third morning period is focused on different techniques in the bereavement toolkit, built to help the campers identify, express, and understand their feelings. Later in the day campers take part in a camp-wide activity, such as relay races or a hike up a nearby mountain. The camp comes together again during free swim, dinner, and an evening activity before retiring to their bunks."Today we did a mindfulness activity, talked about sitting with emotions like anger, happiness, sadness," said Sura.
