NEW ORLEANS (AP) — A federal judge says Louisiana must reinstate coronavirus pandemic voting plans used for summer elections rather than using a more restrictive plan approved by the Legislature. U.S. District Chief Judge Shelly Dick says the state must allow mail voting for people with conditions that make COVID-19 more dangerous, and their caretakers. She also ordered the expansion of early voting from seven days to 10 in November, but not in December. During his monthly call-in radio show, Gov. Nominations for the 61st Grammy Awards were announced Friday and one of the nominees was brought to tears live on television.Singer Janelle Monáe -- along with Alessia Cara and Shawn Mendes -- announced some the nominees on "CBS This Morning." Monáe became emotional when her "Dirty Computer" was announced for album of the year.She said she was moved because the project is "about community," especially the LGBT community of which she is a part."I hope they feel seen," Monáe said. "I hope they feel loved and I hope they feel celebrated."Rap artists Kendrick Lamar and Drake received the most nominations with eight and seven, respectively. Negotiations have slowly progressed in recent days as members of Congress and the White House try to iron out details in the next round of economic stimulus amid the coronavirus.One of the key issues where the sides have not found much agreement is on expanding food stamp benefits, which is a priority for Democrats. When the Senate GOP released their latest stimulus proposal last week, it did not include expanded food assistance.While generally Republicans have not been in favor of expanding food stamp benefits, one prominent Republican said on Tuesday he is supportive of increasing food assistance.Pat Roberts, R-Kan., told the Associated Press that he has raised the issue with Senate Majority Leader Mitch McConnell. The Kansas Republican is the chair of the Senate Agriculture Committee.“They are taking a look at it and I think we can get a positive result,” Roberts told The Associated Press. “If we can get a breakthrough on that, it could lead to some other stuff.”In May, Democrats approved a .5 billion stimulus plan of their own, which both the White House and Senate Republicans said they would not consider for a myriad of reasons.The House Democrats’ bill would have increased SNAP benefits by 15% through September 30, 2021, and would have provided an extra billion in food assistance through the pandemic.Feeding America, which is a consortium of the nation’s food banks, criticized the Senate Republicans’ proposal that was released last week, which did not include increased funding for food assistance. NEW YORK — Author Joanna Cole, whose “Magic School Bus” books transported millions of young people on extraordinary and educational adventures, has died at age 75. Scholastic says Cole, a resident of Sioux City, Iowa, died Sunday. With the ever maddening but inspired Ms. Frizzle leading her students on journeys that explored everything from the solar system to underwater, “Magic School Bus” books have sold tens of millions of copies and were the basis for a popular animated TV series and a Netflix series. Ms. Frizzle was based in part on a teacher Cole had growing up. Plans for a live-action movie, with Elizabeth Banks as Ms. Frizzle, were recently announced. 675

NEW YORK CITY — A shark washed up on Rockaway Beach in Queens on Monday afternoon, just days before the scheduled reopening of New York City beaches for swimming.The shark appears to have been injured after being caught up on a jetty, a Parks Department spokesperson said. The shark has since died.Parks staff removed the shark's body from the beach."We kindly ask New Yorkers to respect the space of any wild animal and appreciate them from a distance," the spokesperson said. "If you see a wild animal, report the sighting to the WildlifeNYC website."There are about 25 species of sharks in the waters off of New York, according to New York Aquarium Director Jon Dohlin.
