San Diego (KGTV)- Starting today, additional background checks are now required for people to buy ammunition. The system roll-out is leaving some store owners frustrated. "It's going to be a lot harder for us to come in and buy ammo," says customer George Garcia. The state law went into effect today, but it wasn't until 7 a.m. that the software went live. "It is frustrating because we had to wait until the day of for the law to go into effect and the system to be in place," says Danielle Rudolph, Director of Sales Operations at Poway Weapons and Gear Range. "Then we still have to train staff properly." The store must keep a record of the sales for five years. The customer must have California drivers license or ID and pay an additional fee before they can even get their hands on the ammo. "The basic ammunition eligibility check Is a dollar every time you buy. That is for people who have purchased firearms in California before," says Rudolph. "Then there's the standard one, that is . That is for anybody that has not purchased a firearm in California."Some activists believe the new law could save lives. A statement from San Diegans for Gun Violence Prevention says in part: "This will help to prevent felons and those with illegal firearms from getting quick and easy access to high quantities of bullets, while allowing responsible gun owners who pass background checks to continue to purchase bullets."They also say the new law will make it harder for those planning mass shootings to stock up on ammunition. 1539

(CNN) - A San Jose home was a scene of carnage after an apparent quadruple homicide and suicide, police said.Officers responded to multiple reports of shots fired at the home around 8:40 p.m. Sunday night."Arriving officers located several family members fleeing the residence," San Jose police said.Police used an armored vehicle to help rescue two gunshot victims from the home. But both of those victims, a male and a female, died shortly later."Two other adult female victims and the suspect were still unaccounted for and believed to be in the residence," police said.At around 1:25 a.m. Monday, officers entered the home and found the two missing female victims and the suspect. All three had been shot, and all three were pronounced dead at the scene.The names of the victims and suspect have not been released, pending notification of relatives. Authorities have not detailed the relationships between the five people."It appears the suspect shot the four victims before committing suicide by shooting himself," police said. SAN DIEGO (KGTV) -- One man is in jail after police say he bit an officer while resisting arrest. The incident happened in the East Village at approximately 4:30 a.m. Monday morning near Market Street. Police say they received a report of a man behaving erratically and when they arrived the man was rolling around in the the middle of the street. Video shows officers approach the man attempting to resolve the situation peacefully when the man backs away and falls on the the 10News Breaking News Tracker vehicle. Police say the man bit an officer on the knuckle as they were detaining him. He was transported to a hospital where police say he vandalized hospital equipment. The unidentified man was then released by the hospital into police custody where he is facing vandalism and resisting arrest charges. 824
