SAN DIEGO (KGTV) -- Small businesses that take the government up on its low-interest loan proposal may not end up paying any of the money back under certain circumstances. As part of the Coronavirus economic stimulus bill in Congress, the Federal Government would make available upwards of 0 billion in low-interest loans of 2.75 to 3.75 percent for many businesses under 500 workers. The loans would help employers who are suffering amid the economic shutdown stay afloat in the short term. Additionally, for businesses that maintain payroll or meet certain hiring requirements, the government may forgive the loan entirely. "This could be a vital safety net for many of these companies that might close, and for their employees who might not have any other source of income during this painful period," said Lynn Reaser, chief economist at Point Loma Nazarene University. Small businesses and workers in San Diego have been hit hard amid the outbreak. The San Diego Workforce Partnership estimates 350,000 employees could be laid off, many from service sector jobs that don't have the option to work at home. Those jobs are largely in retail, accomodation, and restaurants.At The French Gourmet in Pacific Beach, owner Michel Malecot says sales are down 90 percent and that the restaurant and its catering business have lost 0,000. SAN DIEGO (KGTV) — San Diego's shifting real-estate market could mean new opportunities for entry-level home buyers.A new study from realestate.com says the rate of appreciation for homes at the lower third of the price range are appreciating at 2.2 percent annually. That's a large drop off from the 10.4 percent price growth those homes saw from 2017 to 2018. “Those homes, priced in the bottom third of the market, have been appreciating the fastest and have seen the least inventory in recent years and price cuts are becoming more common as the balance between buyers and sellers is trending toward evening out," said Skylar Olsen, director of economic research for Zillow Group, which owns realestate.com "That’s not a huge surprise, as annual home-value appreciation has been well above historic norms for some time, and was due to slow back toward normal.”The typical entry level home in San Diego County is now worth 4,500. That's still a hefty price for San Diego renters who are paying an average of about ,000 a month and struggling to save for a down payment. Still, down payment assistance programs are available through the County and San Diego Housing Commission. Additionally, potential buyers can qualify for an F.H.A. loan with as little as 3.5 percent down. And Veterans can buy homes with nothing down through a V.A. loan. Carlos Espinoza and his wife Esther are buying a two-bedroom condo in Rancho Penasquitos for 9,000, the full asking price. They put 12 percent down, which they accumulated by increasing contributions to Carlos's 401(K), then borrowing from that fund. "Save as much as you can, even though sometimes you may feel like it's not enough," Carlos said. "The American Dream is alive again."Rich Kushner, a realtor with Burke Real Estate Consultants, said the most important thing an entry level buyer can do is get pre-approved for a loan. That will cause a seller to take an offer more seriously."Everything's negotiable when you write a contract, but you're going to have a stronger offer if you have a pre-approval letter," Kushner said. SAN DIEGO (KGTV) -- Statewide DUI arrests and fatalities saw a significant increase over Christmas weekend. A total of 47 people died in DUI-related crashes in 2018 compared to 27 deaths over the same time period in 2017. DUI arrests also saw a significant rise. More than 1,100 people were arrested for DUI in 2018 compared to 917 in 2017. In San Diego County, three people died due to DUI-related crashes, tying with 2017. DUI arrests rose slightly from 56 to 57 in 2018. The reporting period for the arrests and deaths was Friday, December 21 through Tuesday, December 25. 584
SAN DIEGO (KGTV) -- Shoppers in Del Mar Heights are checking their receipts after learning through a social media app that some merchants are charging more sales tax than they should. Last year the City of Del Mar raised its sales tax to 8.75 percent, but the tax rate only applies to businesses within the city. The problem arose when some businesses that share Del Mar's zip code, but get San Diego services, mistakenly charged the higher Del Mar rate. San Diego's sales tax is 7.75 percent. David did not want to give his last name, but he checked his receipt for the Jack in the Box restaurant in the beachside shopping center and discovered he'd been charged the higher tax rate, an extra 8-cents. David didn't complain to management and told us 8-cents wasn't a big set-back but did say he believed the problem should be corrected. Several of his neighbors posted comments on the Nextdoor social media site about other establishments doing the same thing. 10News made purchases at three stores and found they charged the correct sales tax, but when we bought a salad and iced tea from Jack in the Box, we were charged at the Del Mar rate of 8.75 percent, just like David. Another customer who did not want his name used also shared a receipt showing he paid at the higher rate. He also had a receipt dated April 24 of this year, showing he overpaid sales tax to the Del Mar Wine Company in the same shopping center. A spokesman for Jack in the Box told 10News the franchise made an honest mistake and re-set its cash registers to reflect the correct sales tax. A clerk at the wine store told 10News to email the manager. As of this posting, he had not responded. 10News Contacted the California Department of Tax and Fee Administration. Spokesman Paul Cambra explained that Del Mar was one of the few pockets of California that have a "zip code split". Cambra called it a common problem when zip code boundaries don't match city boundaries. In an email to 10News Cambra wrote:"If a taxpayer overcharges, we will tell them to either return it to the customer or remit it to the CDTFA. If they have undercharged, they will still owe the tax, and depending on when they remit it, they may also be charged interest and penalties."
