We also support the Palestinians to get the United Nations recognition of a Palestinian state on the lands occupied in 1967 with Jerusalem as capital," he told Xinhua in Ramallah.The envoy said peace talks with Israel are the best way to reach a settlement, adding that gaining UN recognition is not an alternative to peace negotiations.China supports a two-state solution -- Israel and an independent Palestinian state living side-by-side in peace and security, he said, noting that he believes the current developments in the Middle East have a positive impact on the Palestinian cause."The Middle East witnesses many changes. People have many chances to participate in political life. The Palestinian cause is a main issue that attracts the attention of the Arab people," he said."The recent meeting of the Arab League Peace Initiative Follow- Up Committee in Qatar assures the Arabs' support to the Palestinians' bid for full UN membership," he said. BEIJING, Sept. 21 (Xinhuanet) -- China will launch an unmanned module next week, paving the way for a planned space station, a spokesman for the space program said on Tuesday.Tiangong-1, or "Heavenly Palace 1", will blast off from Jiuquan Satellite Launch Center in Gansu province between Sept 27 and 30, the spokesman said.The 8.5-ton module, and the Long March II-F rocket that will carry it skyward, were positioned onto the launch pad on Tuesday, signaling that the project has entered the final preparation stage."Scientists will conduct final tests in the next few days before injecting propellants for the launch," Cui Jijun, director of the Jiuquan Satellite Launch Center, said.The program spokesman said that Tiangong-1 will serve as "a target spacecraft" for rendezvous and docking experiments.It will also work as "a platform to test long-term unmanned and short-term manned operations", he said.Technical and medical experiments will provide crucial data ahead of the building of the space station (scheduled for 2020).Three rendezvous and docking experiments will be conducted.An unmanned Shenzhou-VIII craft will be launched later this year to dock with Tiangong-1. WASHINGTON, June 15 (Xinhua) -- Using the deepest X-ray image ever taken, astronomers found the first direct evidence that massive black holes were common in the early universe, the U.S. National Aeronautics and Space Administration (NASA) said Wednesday in a statement.The discovery from NASA's Chandra X-ray Observatory shows that very young black holes grew more aggressively than previously thought, in tandem with the growth of their host galaxies.By pointing Chandra at a patch of sky for more than six weeks, astronomers obtained what is known as the Chandra Deep Field South (CDFS). When combined with very deep optical and infrared images from NASA's Hubble Space Telescope, the new Chandra data allowed astronomers to search for black holes in 200 distant galaxies, from when the universe was between about 800 million to 950 million years old."Until now, we had no idea what the black holes in these early galaxies were doing, or if they even existed," said Ezequiel Treister of the University of Hawaii, lead author of the study to appear Thursday in journal Nature. "Now we know they are there, and they are growing like gangbusters."The super-sized growth means that the black holes in the CDFS are less extreme versions of quasars -- very luminous, rare objects powered by material falling onto supermassive black holes. However, the sources in the CDFS are about a hundred times fainter and the black holes are about a thousand times less massive than the ones in quasars.The observations found that between 30 and 100 percent of the distant galaxies contain growing supermassive black holes. Extrapolating these results from the small observed field to the full sky, there are at least 30 million supermassive black holes in the early universe. This is a factor of 10,000 larger than the estimated number of quasars in the early universe."It appears we've found a whole new population of baby black holes," said co-author Kevin Schawinski of Yale University. "We think these babies will grow by a factor of about a hundred or a thousand, eventually becoming like the giant black holes we see today almost 13 billion years later."

BEIJING, June 26 (Xinhua) -- China on Sunday issued a regulation on drug rehabilitation that encourages drug users to voluntarily undergo rehabilitation programs.The regulation took effect Sunday as a supplement of the country's anti-drug law that was implemented three years ago.Drug users who voluntarily receive intervention programs "will be exempt from punishment," said the regulation, promulgated on the 24th International Day Against Drug Abuse and Illicit Trafficking, which falls on Sunday.With seven chapters and 46 articles, it also stipulates the rights and obligations of drug addicts, as well as supporting measures for voluntary, community-based, and government-ordered drug rehabilitation.Up to date, more than two million Chinese have been receiving compulsive rehabilitation or treatment, statistics show. However, many of them find it difficult to completely give up the addiction.The regulation, aiming to explore effective ways to curb drug use, calls for boosting "the role of communities and families" in helping reduce drug users' dependency on narcotics.It asks rehabilitation centers to provide addicts with consulting services and education on the prevention of HIV/AIDS and other contagious diseases.Efforts should be made to "boost pharmaceutical management" so as to prevent loss or abuse of psychotropic substances and narcotics, the regulation says.The regulation also stipulates on the protection of drug addicts' personal information, saying "members of the police, judiciary and health departments who cause the leak of personal information must be punished."The regulation has solicited public comments before it was released.Transnational drug trafficking remains rampant in China, particularly in southwestern border regions of Yunnan and Guangxi.A report issued last month by China's National Narcotics Control Commission said authorities investigated 89,000 drug-related crimes and arrested 101,000 suspects last year.Law enforcers confiscated 5.3 metric tonnes of heroin and one metric tonne of opium in 2010, the report said, adding that intervention programs were used to treat and rehabilitate some 175,000 drug addicts last year.
