SAN DIEGO (KGTV) -- One man is in jail after police say he bit an officer while resisting arrest. The incident happened in the East Village at approximately 4:30 a.m. Monday morning near Market Street. Police say they received a report of a man behaving erratically and when they arrived the man was rolling around in the the middle of the street. Video shows officers approach the man attempting to resolve the situation peacefully when the man backs away and falls on the the 10News Breaking News Tracker vehicle. Police say the man bit an officer on the knuckle as they were detaining him. He was transported to a hospital where police say he vandalized hospital equipment. The unidentified man was then released by the hospital into police custody where he is facing vandalism and resisting arrest charges. 824

(CNN) -- Drone strikes on Saudi Arabian oil facilities have disrupted about half of the kingdom's oil capacity, or 5% of the daily global oil supply, people with knowledge of Saudi's oil operations told CNN Business.Yemen's Houthi rebels on Saturday took responsibility for the attacks, saying 10 drones targeted state-owned Saudi Aramco oil facilities in Abqaiq and Khurais, according to the Houthi-run Al-Masirah news agency.Five million barrels per day of crude production have been impacted after fires raged at the sites, one of them the world's largest oil production facility, people with knowledge of the kingdom's operations said. The latest OPEC figures from August 2019 put the total Saudi production at 9.8 million barrels per day.A source told CNN Business that Aramco "hopes to have that capacity restored within days."The Saudi interior ministry confirmed the drone attacks caused fires at the two facilities. Their father, Alfonso Galindo, calls the 7-year-old rescue a beloved member of the family, which is why his recent discovery was so tough to swallow."It's heartbreaking," said Galindo.It all started when the strange stains that have been appearing for months appeared again last week in the patio of his home on Agosto Street. He checked his recently installed cameras and couldn't believe what he saw."I'm at a loss for words," said Galindo.Just after 11 a.m. last Tuesday, surveillance video shows a postal carrier walking up to Galindo's mailbox and past the metal front gate. Behind the gate is Pupa, and as the mail carrier places the mail in the mailbox, a cylindrical object is seen in his left hand. At the same time, from another camera, Pupa is seen behind the gate beginning to convulse for several minutes."The dog is withering in pain ... makes me sick to my stomach," said Galindo.Galindo said he searched through his videos -- about a month's worth --- and found nine similar incidents where his dog convulses after the postal carrier walks by.
