SAN DIEGO (KGTV) - The final panel of a 14-mile stretch of the Primary Border Wall project was installed Friday, marking a turning point for U.S. Border Patrol, according to Border Patrol officials.Now there is more updated fencing in place compared to aging infrastructure. The stretch of new fencing replaced stamped steel, that's easy to climb, originally installed in the 1990's.The 18-30-foot steel bollard stretches a quarter of a mile from the ocean, to Otay Mountain. "So this would be Trump's wall, it was financed in fiscal year 2017, so it's starting under his administration and will wrap up under his administration," Francisco said.Border patrol is working on two other projects, one in Tecate that's a four mile primary fence and another that's stretches from the ocean to Otay Mountain as a secondary wall. SAN DIEGO (KGTV) -- The Coast Guard is searching for three people after a fishing vessel caught fire Saturday night, sending two people to the hospital and leading to the rescue of 15 more.According to the Coast Guard, the crew of a 42-foot fishing vessel named “Time Machine” called to report seeing a fire at 9:35 p.m. 28 miles south of Point Loma. The good Samaritans aboard the boat were able to pull 15 people out of the water, including two who were injured.10News spoke to the captain and crew of "Time Machine."Captain Mike Koesterer and his crew were on their way back into San Deigo from a fishing trip in Baja California when he saw an explosion in international waters. "I saw an orange flash," he said. For the next 20 minutes, he drove his vessel closer to the ball of fire. The next thing he saw will be etched in his mind forever. “We thought it might be a few people. But we kept on counting and counting and counting," Koesterer said.In the water, he and his crew witnessed 15 people screaming for help. Some had life vests. Others were wading. That's when his son Reeve changed into his diving suit and jumped in to help.“I knew there were going to be burns, but I didn’t think it would be that bad,” Reeve Koesterer said. He first pulled up a woman without a life vest. She desperately grabbed his hair and used Koesterer as a floatation device. The next few rescues were a blur. One by one, he carried and pulled the burn victims onto the "Time Machine." During the rescue, one of the victims told Reeve Koesterer that this was part of a human smuggling operation. “Do whatever we can to get them out of the water. No matter what the case is. They’re still lives,” Reeve Koesterer said. Andy Vo is usually responsible for shooting and editing fishing videos for the "Time Machine's" charter trips. Last night, he was also documenting the rescue on his phone. As the Koesterers were pulling people on board, Vo comforted the victims-- giving them blankets and coffee. “People that we rescued. He called us angels," Vo said. What are the odds that a fishing boat carrying Reeve Koesterer--  a young, bilingual English Spanish speaker, expert diver -- would be right there to save those lives? SAN DIEGO (KGTV) - The FBI said a bank robber who held up a US Bank in Rolando last week struck again Friday in La Mesa. Surveillance photos show a man entering the Wells Fargo Bank inside the Vons grocery store at 8011 University Ave. in La Mesa just before noon. The man pretended to talk on his phone before demanding money from the teller, agents said. He also threatened “to shoot” if he didn’t receive money, according to the FBI. After approaching the first counter, the man approached several tellers in an effort to get more cash, said investigators. The man spoke to tellers Aug. 15 during the US Bank robbery inside the Vons at 6155 El Cajon Blvd. “Grab a bag. Start with your 100s. Put all the money in the bag and give it to me or I'm gonna [sic] shoot,” the man said, according to agents. A helicopter searched the area near the Wells Fargo Friday afternoon but could not find the man. La Mesa Police said the man is 5’8”, in his mid-20s to early 30s, and has a tattoo of a cross on his forearm. Anyone with information about the robberies was asked to call the FBI. 1088

SAN DIEGO (KGTV) — The latest surge in coronavirus cases has led Girl Scouts San Diego to cancel all in-person gatherings, meetings, and events for the rest of 2020. The decision comes just three weeks after the resumption of in-person troop meetings had been approved.Christa Sherman, Troop Support Manager for Girl Scouts San Diego, told ABC 10News the decision is the responsible one and is widely supported by troops across the county. "Our Girl Scouts are so resourceful and they really want to do what’s best for their communities, for their schools, for their troops," Sherman said.Both the national and local organizations have been building up their ability to support virtual meetings since the beginning of the pandemic. Troop leaders have access to lesson plans and videos. They can bring necessary materials to drop off at scout's homes before the meetings."We’ve had better attendance at meetings, which is crazy, virtually then sometimes when we were meeting in person," said Elise Hilliard, a troop leader in the South Bay.Even camp-outs are now being done virtually. Kids set up tents in the yard or build forts inside. They set up their mobile device so they can share the experience with their friends. Hilliard said the experiences may be different, but that hasn't changed the Girl Scouts mission. SAN DIEGO (KGTV) — The first of five "fee-free" days at America's national parks falls on Martin Luther King Jr. Day this month.Entrance to any of the country's more than 400 national parks is waived on Jan. 20 in honor of MLK's birthday, including at San Diego's Cabrillo National Monument at the tip of Point Loma.Guests can take in panoramic views of downtown San Diego and the surrounding bay while learning about 16th century explorers and San Diego's discovery in 1542.
