SAN DIEGO (CNS) - State regulators have approved .1 million in funding for a slew of hydrogen refueling stations, including four in San Diego County, officials said Saturday.The funding, for a total of 123 stations statewide, will "expand California's early commercial light duty hydrogen refueling and fuel cell electric vehicle markets and (will) accommodate the projected FCEV roll-out in 2021-2024," according to the California Energy Commission.Funds were awarded to three companies -- FirstElement, Iwatani and Shell -- for 36 hydrogen stations to service passenger vehicles. Another 87 stations were also recommended for funding to these same awardees in subsequent funding batches.The funding awarded Friday includes stations at the following locations:1832 W. SAN DIEGO (CNS) - The San Diego City Council unanimously voted Monday to amend the Mission Bay Park Master Plan to add a large fenced-in, off-leash dog park to the southwest corner of Fiesta Island. The council considered two options to update Fiesta Island's southwest section, which is partially undeveloped. The plan dubbed ``option A'' would have reserved much of the area for a smaller fenced-in, off-leash dog park while also including a launching area for non-motorized boats, a road extension through the park and a dedicated swimming beach. Option B, which the council chose to adopt, will allocate almost all of the southwest area as a fenced-in dog park with adjacent parking spaces and walking trails surrounding it. The dog park, parking and walking trails will span roughly 470 acres, according to the city. City officials developed the amendment options to the Mission Bay Park Master Plan for roughly two years. The vast majority of public speakers at the council meeting voiced their support for option B, arguing it will preserve existing habitats and serve as the only off-leash dog area in Mission Bay Park. ``I'm a strong supporter of everything we can do to keep Fiesta Island in its most natural form,'' said City Councilwoman Jennifer Campbell. ``Preservation of open space is so very, very important.'' In addition to support for the dog park, option B's supporters argued it would cost less than option A because the city would not have to make significant modifications to the area such as adding a paved road through the park. City Councilman Scott Sherman suggested the city should look into designating the South Shores boat launching area as a launching port for non- motorized boats as well in an effort to appease non-motorized boat owners. South Shores, located across the bay from the south end of Fiesta Island, is used sparingly by boat and watercraft owners and includes all of the amenities that option A would have added to Fiesta Island. City officials told Sherman they would start the process to modify South Shores' usage. ``South Shores is incredibly underutilized and we spent a whole bunch of money building that thing in the first place,'' Sherman said. ``It would be really nice to see more utilization of that spot.'' 2275

SAN DIEGO (CNS) - The president of the NAACP San Diego Branch Saturday criticized the proposal to de-escalate confrontational law enforcement situations adopted Wednesday by the San Diego County Police Chiefs and Sheriff's Association.The plan calls on all police personnel to "use tactics and techniques to persuade" suspects to "voluntarily comply" and mitigate the need to use increased physical tactics to resolve situations safely, the association said.Francine Maxwell, NAACP San Diego Branch president, issued a statement in reaction to the proposal: "We find this document to be profoundly tone- deaf and utterly inadequate. This document seems to have been prepared inside an echo chamber of highly paid law enforcement officials. Where was the input from the taxpaying public?"The policies unanimously adopted by the group are the culmination of a project that began last June with the creation of a committee tasked with exploring the hot-button issue. The committee included representatives from all countywide municipal police agencies, the San Diego County District Attorney's Office and a local psychiatric emergency-response team.Guiding the development of the new policy was "the overarching principle of reverence for human life in all investigative, enforcement and other interactions between law enforcement and members of the community," according to the association.But Maxwell responded to the proposal by asking, "Where in this document is it affirmed that the purpose of law enforcement is to protect and to serve, not to dominate and control? Where in this document are the policies and procedures needed to reign in the abuse, violence, and death that so regularly occur in citizen interactions with law enforcement?"Maxwell asked the law enforcement group to apologize for and withdraw the proposal, which said argued "does nothing to restore the public's trust and faith." She made a few other recommendations as well, including asking law enforcement to sit down with individuals who have suffered trauma and abuse, and she asked that officials move swiftly to build a new spirit of service and protection into their departments.She said officers who will not change should be removed, "rather than allow them to corrupt another generation of recruits with their aggression and violence."According to the association's strategy, peace officers should consider these concepts:-- Pre-engagements which involve "the process of gathering and assessing information prior to deploying the available personnel, tactics, equipment and other appropriate and obtainable resources" so as to "enhance the probability of a peaceful outcome."-- De-escalation, which hinges on the use of techniques intended "to gain voluntary compliance from an individual in order to gain or maintain control of an incident while reducing the need for physical coercion."-- Disengagement, or "tactical withdraw," an enforcement method that can "be a viable option for individuals in crisis who pose no additional threats to others, or resistant offenders who may later be apprehended under safer conditions."The mission of the project "was to not only define best practices for de-escalation, but to do so collectively to ensure the county is of one mind on the philosophy," said Chula Vista Police Chief Roxana Kennedy, president of the police-leadership body. "As part of this community, we understand the importance of violence prevention whenever possible, and de- escalation techniques are the best way to get there."The association included the law enforcement leadership of the county and all local cities, as well as San Diego Harbor Police, the county Probation Department and the police departments of the San Diego Community College District, San Diego State University, San Diego Unified School District and the University of California San Diego. 3867

  

SAN DIEGO (CNS) - The driver of a minivan was sought this morning for leaving the scene of a Middletown hit-and-run that left a 66-year-old bicyclist hospitalized with a life-threatening head injury, police said.The victim was riding near the intersection of India and West Washington streets at 1:30 p.m. Friday when he was struck by a blue or gray 2005 Dodge Caravan, Georgia license number RRJ7004. The vehicle may have a shattered windshield or front-end damage, according to San Diego police.Following the collision, the driver of the minivan fled, possibly back toward Interstate 5, police said. SDPD later released witness video of the incident, showing a driver and two passengers.The name of the victim was not disclosed. 738

  

SAN DIEGO (CNS) - One person is dead after being found on the San Diego freeway in the San Ysidro area, authorities said.It was unclear how the person died, and no other details were released.The California Highway Patrol was first summoned to the southbound side of the freeway at the Camino de la Plaza access -- near the connection with the Jacob Dekema (805) Freeway -- at 12:45 a.m., according to H. Austin, with the California Highway Patrol's Border Communications Center.At 1:05 a.m., investigators called paramedics to the scene to provide medical assistance to at least one victim, he said.The incident was later upgraded to a fatality, Dekema said. 667
