SAN DIEGO (KGTV) — A San Diego Police Sergeant was arrested Friday after the department was tipped off to individuals reportedly soliciting sex from minors.Police say Joseph Ruvido, 49, was arrested in Carmel Valley and charged with one felony count of soliciting sex with a minor. A search warrant was served at the 21-year veteran's residence and he was taken into custody without incident.Ruvido was assigned to the SDPD Watch Commander's Office, approving reports and and bookings. Prior to that, Ruvido was a patrol sergeant with the department's Eastern division, according to SDPD Chief David Nisleit."I assure you Sgt. Ruvido will be held accountable both criminally and administratively," Nisleit said. "We take this very, very seriously."Watch the SDPD press conference below:"It is very embarrassing to have to talk about the arrest of one of our own," Nisleit added.The chief said Ruvido has been suspended without pay as the investigation continues.On Wednesday, police received a Crime Stoppers tip through the via the Internet Crimes Against Children (ICAC) unit that multiple people may be soliciting sex from minors. Police identified one of the individuals as Ruvido and opened an investigation leading to his arrest.Once Ruvido was identified, investigators conducted 24/7 surveillance with investigators from the San Diego District Attorney's Office, according to SDPD Lt. Jud Campbell.SDPD declined to share any further details to protect the investigation, Nisleit said."We're going to be looking at everything," Nisleit said. "To the communities that we serve, every member of this department fully understands and strives to meet the expectations of this profession. SAN DIEGO (KGTV) — Ahead of the Halloween weekend, San Diego State University is issuing a stay-at-home advisory for all students.The college said following the CDC's discouragement from participating in Halloween or social events where physical distancing cannot be done, as well as San Diego County's recommendation to avoid similar gatherings, a temporary advisory for students will go into effect from Friday, Oct. 23, at 6 p.m. through Monday, Nov. 2, at 6 a.m.Under the advisory, students are encouraged to stay home unless for an essential need.The university says it will continue to enforce the campus' COVID-19 policies against large gatherings off-campus, including recent reports of social events in the College Area that have drawn dozens of students together without physical distancing or mask wearing. Since Aug. 24, nearly 900 notices of alleged violations of the campus' COVID-19 policy have been issued."It takes only one person, even one who is asymptomatic, to create a public health risk. SAN DIEGO (KGTV) — A Superior Court judge gave San Diego County restaurants the green light to serve on-site again, but not all will make use of the opportunity.For Roddy Browning, the pressure to reopen his restaurant is intense.“We lay in bed at 2:30 in the morning, going, 'Okay, what am I going to do? What am I going to do tomorrow? What am I going to do the next day?'” said Browning, who owns Oceanside's Flying Pig Pub and Kitchen.Browning said sales are down 60% and employees have been reduced from 30 to 12. Reopening for outdoor dining under the new court ruling could boost those numbers.“The state's going to appeal it, and what is the point in opening back up again, and then bringing all these people back to work and saying okay guys the ruling changed, now we're going to have to kick you out of the restaurant again,” Browning said. “I don’t want to do that to my employees anymore.”Don't get him wrong. Browning does plan to reopen under the new court order - but he wants to respect the full three weeks intended in this latest shutdown order, set to complete on Dec. 28."This is not about us against them," Browning said.
