SAN DIEGO (KGTV) - Nearly four thousand kids in San Diego County have tested positive for lead poisoning over the past decade, and more than 130,000 have missed crucial tests, according to a new report from the California State Auditor.State law requires all 1-and-2 year old children on Medi-Cal to get lead testing. The auditor's office says that's not happening.According to the study, 61% of the tests that should have happened since 2009 were missed. In San Diego, that number is 59%. Specifically, kids in San Diego missed 130,657 of the 220,782 tests that should have been administered.Meanwhile, 44,418 kids across the state tested positive for elevated lead levels. In San Diego, 3,395 tested positive.Local doctors say it's problematic because lead poisoning is nearly impossible to detect without proper testing."Unless you screen kids, they are almost always asymptomatic," says Dr. Kenneth Morris, the Medical Director of the Children's Primary Care Medical Group. "You have no idea until you do the routine screening."Dr. Morris says infants are especially prone to ingesting lead, which can cause developmental problems throughout life."They're crawling on the floors, and they're putting their hands in their mouth. It's just that much easier for the lead to get into their system," he says.Morris says access is a problem for many families on Medi-Cal. They go to their doctor's office for routine check-ups and appointments, but can't get to the follow up lab visits for testing."If you have to refer a child out to a laboratory, it becomes that much more challenging. Because then it falls on the family to be able to get to a lab or hospital to get their blood drawn and get the test completed," he says. "That can be a real challenge for under-served families. SAN DIEGO (KGTV) -- New details are emerging after an infant was attacked by a pit bull in Logan Heights Monday night.Family members now say the dog broke free of its leash before running to the infant’s bouncy chair. The pit bull was reportedly startled by the chair, leading to the attack.8-week-old Jema Gonzales is said to be in serious condition and has so far had one surgery.RELATED: Baby severely injured by pit bull bite in Logan HeightsThe incident happened on Irving Avenue around 2:30 p.m. Monday. After the attack, paramedics took Jema to the hospital with lacerations to the face and possibly a punctured eye. Witnesses originally said the dog licked then bit Jema’s face. SAN DIEGO (KGTV) - On this holiday, some extra thanks for a Clairemont family, months after an expectant mother was placed on a ventilator from COVID-19."This Thanksgiving, I’m thankful to be here with my family," said Ashley Duque.That family includes Ashley, her husband Diego, their daughter Anna, 3, and the newest addition, three-month-old Lucas."He came out our miracle baby," said Ashley.The miracle emerged from a pandemic. In March, 17 weeks into her pregnancy, Ashley was hospitalized with coronavirus, before being placed on a ventilator for five days."It was very, very scary," said Ashley.She spoke to ABC 10News from her hospital bed while recovering. Ashley was discharged after more than two weeks, but she would be back for nine different surgeries from complications from the COVID-19 treatment.Most of the surgeries involved removing scar tissue in her throat caused by her time on the ventilator.Then in August, Ashley was back in the hospital, as she went into labor three weeks early."I was nervous and scared," said Ashley.Despite her COVID battle and her other health issues, Lucas Duque was born August 25, weighing 6 pounds, 6 ounces. He was healthy."We’re just very blessed that nothing happened to him," said Ashley.On this Thanksgiving holiday, there is a mix of emotions. Ashley is still having issues with the scar tissue, but Ashley and Diego are feeling an overwhelming feeling of gratitude."In a flip of coin, anything can happen. SAN DIEGO (KGTV) - Parents with students in the San Diego Unified School District are concerned after finding out the state medical board subpoenaed doctors who wrote their students medical exemptions for vaccinations.The district’s physician, Dr. Howard Taras, tells 10News, “We have many more medical exemptions over the past two years than we’ve ever had before.”Taras worked with the district for 30 years and says the increase in medical exemptions concerned him, so he brought it to the Committee on Infectious Diseases of the American Academy of Pediatrics.“I gave them loose data, like how many kids in the school district had medical exemptions that any doctor would see as a very worthwhile reason and how many were coming from doctors that were not very sound reasons in common medical practice," Taras said.The committee then took that list to the Medical Board of California. Now, parents in the district are upset knowing their child was included in a list sent to the state.“I’m absolutely appalled at the irresponsibility to have compiled this list in the first place. This is nothing that should have ever been getting out," a mother who did not want to be identified told 10News.10News learned the medical board is now investigating and has already subpoenaed 32 doctors who wrote medical exemptions for students in the district. A parent shared the letter that was sent home with their student with 10News. The letter states the information being subpoenaed includes:1. The unredacted copy of medical vaccination exemption letters 2. The name and date of birth of all children with medical vaccination exemption 3. The name(s) of the parent and/or legal guardian 4. The contact information of the parent and/or legal guardian “This is a violation of FERPA this is 100 percent unethical and I would say illegal based upon what’s taken place," a parent said.The district’s litigation specialist explains all parents have the right to seek protective action to prevent the disclosure of records. “If some of the actions that I and the medical board have taken lead to fewer medical exemptions, I really truly believe we will save people from fatality," said Taras.A representative with the state medical board responded to our request for more information saying, “The Board does not provide information on its complaints and investigations as both are confidential by law.” 2398
