DULZURA, Calif. (KGTV) - A Dulzura man is describing his harrowing escape, after he woke up to his apartment on fire.At Barrett Lake Winery Monday morning, flames tore through a converted barn housing the apartment of vineyard foreman Patrick Rowan. Around 5:30 a.m., Rowan woke to a loud noise and opened a door which opens into the barn's interior."So bright, about 20 feet away. Looked like the sun parked in the room next to me," said Rowan. He saw flames everywhere and rushed into a second apartment unit to rescue two barn cats, but they kept running off."When I looked back, the door -- ceiling part -- was falling. Everything was on fire, except to the left, so I ran through there," said Rowan. He ran back his own apartment to get his pets: two Siamese kittens named Tom and Jerry. For minutes, he tried to coax them to come out from under the bed, but they didn't. He then noticed that his only exit, the kitchen area, was on fire."The roof, ceiling, and door are all wood, and all on fire. Started falling, so I had to get out of there. I ran through the fire, but didn't get burned," said Rowan. As he escaped, he didn't feel fear, only guilt."I felt like a piece of **** because I couldn't save my animals. They were my homies. They were the only things that mattered," said Rowan. One kitten died in the fire. The other is missing. Rowan's apartment was a total loss, and he didn't have renters insurance. He'll be homeless for the holidays, but he's still planning on buying gifts for family and friends."I'm not letting it ruin anything. I'm getting people gifts. People are yelling at me about it ... I don’t have anything anyways. The few hundred dollars I want to spend don't matter," said Rowan.Fire investigators told the property owners the fire was suspicious and the investigation is ongoing. ABC 10News reached out to investigators and are waiting to hear back.A Gofundme campaign has been set up to help Rowan get back on his feet. 1962

EL CAJON, Calif. (KGTV) -- El Cajon city leaders will consider the possibility of a ban on the sale of vaping products at their next meeting in November. Tuesday evening, city council leaders heard from dozens of people for and against the idea; but the issue was not on the agenda.Councilman Gary Kendrick first brought up a city-wide ban in July. Tuesday afternoon, he was joined by school leaders, doctors, health officials, and parents who all believe vaping is an epidemic targeting kids. "These people who are selling vaping devices and vaping liquids to our children are profiting from the suffering of our children," said councilman Kendrick. A member of the Cajon Valley Union School Board said vaping is rampant in children as young as elementary age. "The liquids that are being used our being promoted to our youth , having vaping devices available at a very low cost in our liquor stores or 7/11/'s for approximately a dollar is promoting to our children that they can easily have access to them," said Jill Barto. Joey Johnson works at United Smoke Shop and Vape. He says if it weren't for vaping, he'd still be smoking two packs a day. "It's astonishing how much it’s truly helped me," said Johnson. Johnson believes a ban punishes legitimate businesses and will only create a bigger black market. "Gas stations places like that don’t care, so it’s either that or people on the streets or getting THC cartridges from people on the street who don’t know what they’re doing , they’re adding stuff to it to make it “vapable” or able to smoke and that’s the people that are dying," said Johnson. At least twenty-three people across the country have died from vaping related illnesses. In San Diego County, there have been no deaths, but at least twenty-two people have been sickened. One high school student told the council that vaping is rampant in the school bathrooms."The athletic kids vape, the honors kids vape, the college prep kids vape and their parents vape and at this point, it's sad to say, I think it's become a part of high school culture," said the student. Deborah Kelly told city leaders she was outraged at the failure of government to protect children. "Flavored tobacco products taste like candy, but act as poisons and kids don't smoke marijuana, they vape it," said Kelly. The council decided more research is needed before it takes any action on a possible ban. City leaders did vote to increase suspensions and fines for businesses that sell tobacco products to minors. Under the new rules, fines start at ,500 instead of ,000. If a business has a fourth violation within a five-year period, the retailer is subject to a permanent suspension. 2692

EL CAJON, Calif. (KGTV) -- Over two dozen people were displaced Sunday night after a fire ripped through an apartment building on Bradley Avenue in El Cajon. The fire started on the first floor of the building, inside of a unit that was being renovated. Witnesses told 10News they heard a commotion and people screaming there was a fire. Several neighbors say they stepped in to help using buckets of water to put out the flames. Firefighters say the fire appeared to have started inside the walls of the apartment with a plumbers torch that was being used during the renovation. Fire officials say the fire damaged four of the units, displacing 21 adults and 12 children. The Red Cross is providing shelter for the night for those displaced. One of the men working inside the apartment suffered a minor burn on his left hand but told 10News he was okay. 864

Editor's note: An earlier version of this story referred to the agency Customs and Border Protection as Customs and Border Patrol. Scripps regrets the error.Customs and Border Protection has confirmed that the agency is among those who sent officers and agents to Portland, Oregon as part of President Donald Trump's attempts to quell protests in the city.In an email, a CBP spokesperson confirmed that the department's agents and officers were among Homeland Security personnel sent to Portland. The spokesperson said that the agents were sent in support of an executive order signed by Trump aimed at protecting federal monuments and statues. The agents are also supporting the "Protecting American Communities Task Force," which was formed by Acting Homeland Security Sec. Chad Wolf. According to the DHS website, the task force was formed in response to Trump's executive order.Local media reports emerged last week that federal agents had arrived in Portland and began arresting those who have been taking part in weeks-long protests against police brutality and systemic racism. While protesters have defaced buildings with graffiti, they've mostly remained peaceful.Video shared on social media last week showed the agents, dressed in camouflage riot gear without agency identification, detaining protesters and placing them in unmarked vans. Local media outlets have since confirmed those reports.Protests in Portland have intensified since federal agents have arrived. Portland Police confirmed Monday that federal agents used tear gas to disperse a crowd of protesters.During a press conference Tuesday, Wolf told reporters that his agents were targeting "violent" criminals, The Los Angeles Times said. But local officials have said they would like those agents to leave.Oregon Attorney General Ellen Rosenblum filed a lawsuit on Friday seeking to block detentions by federal agents without probable cause.Oregon's Democratic governor Kate Brown has also called for their removal."The Trump administration is not interested in problem-solving," she tweeted Tuesday. "The Trump administration is not interested in public safety. They are interested in political theater." 2188
