LEMON GROVE, Calif. (KGTV) – An investigation was launched after at least one bullet struck a car traveling on state Route 94 in the Lemon Grove area.The California Highway Patrol said the incident was reported at around 3:30 a.m. on the eastbound side of SR-94, near College Avenue.According to CHP officials, the 63-year-old driver of a Cadillac CTS said he noticed a black or dark-colored sedan driving behind him for several miles prior to the gunfire.The Cadillac’s driver said the vehicle pulled up to his side and then shots were fired, shattering the driver’s side rear window.The vehicle continued on eastbound SR-94 as the Cadillac pulled over. ABC 10News learned the driver called 911 after the bullet came through the rear driver side window and lodged in the passenger side pillar.The driver was not injured.CHP shut down the right two lanes of the SR-94 from Lemon Grove to Federal Blvd for a few hours as part of their investigation. 956

LEMON GROVE, Calif. (KGTV) - Supporters of a sales tax increase in Lemon Grove plan to gather signatures for the final time this weekend in hopes of qualifying a ballot measure that they say is needed to save the city from disincorporation.Facing gloomy revenue projections in a city with the lowest sales tax rate in the county, supporters want to put a three-quarter cent increase before voters on the March ballot.Without the hike, the city might be forced to dissolve into the county, which would take possession of city assets and likely sell City Hall, said councilman Jerry Jones."We've done all the cuts that we can do," he said. "We're in worse shape than we were 10 years ago."The city spends roughly 80 percent of its budget on public safety, leaving little for infrastructure and other programs like addressing homelessness, Jones said.The tax hike would generate 3 million dollars, raising the city's total sales tax revenue by 38 percent, he said.At the Grove Grinder restaurant, business owner Sharon Jones is skeptical of the doomsday scenario."I think it's just a scare tactic," she said.She thinks the city should help its business community grow, and says raising the sales tax might do just the opposite."There are more businesses closing down here in lemon grove. If they think they're getting the sales tax that comes from businesses, they're not going to get as much as they think they're going to get," she said.Councilman Jones was once opposed to a tax increase too, but now he say it's necessary."There are just no other alternatives if we want to stay a city," he said.Supporters have until September 30 to gather 1,489 signatures to qualify for the March 2020 ballot."We think we can" get enough signatures by the deadline, said Yadira Altamirano, one of the proponents of the Lemon Grove Tax Measure. "We need all of our neighbors and Lemon Grove registered voters to come sign the petition this weekend."Organizers will be collecting signatures in the Sprouts parking lot Saturday from 9 a.m. until 1 p.m. and Sunday from 3 p.m. to 7 p.m., she said.If the measure doesn't qualify for the March ballot, the council could step in and vote to put a measure on the November ballot, Councilman Jones said. 2239

  

LA JOLLA, Calif. (KGTV) - Four former students are suing the San Diego Unified School District and a former teacher, claiming he sexually assaulted them in high school. Team 10 investigative reporter Jennifer Kastner interviewed one of his accusers who says the school district failed to protect her. “When I was a senior at La Jolla High School in the year of 2003, I was sexually assaulted by my physics teacher,” says former student Loxie Gant.She’s one of the four women who are now suing the former teacher and the district, claiming the district had numerous opportunities to punish or report his behavior, but failed to do so.Attorney Mark Boskovich tells 10News, “The school district knew about these sexual assaults because the students reported [them]. This is not one of those cases where people didn't come forward. They did.”10News is not naming the former teacher because he has not been criminally charged.He declined to offer us any comment on the lawsuit.According to the suit, in 2003 two students reported that he put his hands down a female student's pants, but the complaint alleges that even after the district substantiated the complaint, it never reported it to the San Diego County District Attorney's Office or California Commission on Teacher Credentialing.The lawsuit states that between roughly 2003 and 2014, multiple female students, including Gant, reported being sexually assaulted by the same former teacher. Their attorney says he was allowed to keep teaching until he retired three years ago and now collects an annual pension of more than ,000.“I’ve been trying for years to get San Diego Unified to admit their faults and take responsibility for what happened,” adds Gant. According to the California Commission on Teacher Credentialing, the former teacher's credentials were revoked last year because of misconduct, but the details of the misconduct and whether it’s related to the allegations of sexual assault are not being disclosed to 10News. The school district tells 10News that it doesn't comment on any pending litigation.10News also reached out to the DA’s Office but a spokesperson replied that it cannot confirm or comment on any potential investigations. 2216

  

LA MESA, Calif. (KGTV) -- Protesters gathered at the La Mesa Police Department Tuesday evening, once again calling for more transparency and accountability from the department. The protest came just a few days after the department announced that former LMPD officer Matt Dages was no longer employed with the department. Dages was the officer caught on video during the arrest of Amaurie Johnson in May. The charges against Johnson were later dropped. Activists say the department's statement about Dages' employment was vague. They want the former officer charged and arrested.In a press conference hours before the protest, Johnson said he wants equality and will keep fighting for change until it happens. The protest remained peaceful; officers did detain a counter-protester but later told ABC 10News he was released after determining no crime had been committed. 877
