SAN DIEGO (KGTV) — Efforts to streamline the construction of a massive transportation hub in the Midway District and update the Navy's Old Town campus have been approved by the state.Gov. Gavin Newsom signed AB 2731 this week, which will allow the San Diego Association of Governments (SANDAG) to quicken the environmental review process in order to build a transit hub connecting to San Diego International Airport and redevelop the Naval Information Warfare Systems Command (NAVWAR) Old Town campus site, should the Navy partner with SANDAG.The bill, introduced by California State Assemblymember Todd Gloria and Senate President pro Tempore Toni G. Atkins (D-San Diego), will allow SANDAG to use the Navy's environmental document as the basis of its California Environmental Quality Act document and requires most legal actions over the project to be resolved in 270 days.RELATED: Mayor Faulconer, Acting Navy Sec. agree to make NAVWAR facility a transit hubThe bill will also require the transit hub to meet high environmental benchmarks, such as LEED Gold certification, reducing vehicle miles by 25%, and be greenhouse gas neutral in exchange for the streamlined environmental process."This bill represents a unique opportunity to protect the existing 5,000 Navy jobs from relocation, create a 21st-century transportation system in San Diego, and provide desperately needed economic stimulus to our local economy in the wake of COVID-19," said Gloria. SAN DIEGO (KGTV) -- Father Joe's Villages hosted two Thanksgiving meal services Wednesday for homeless residents in San Diego, but perhaps no one was more thankful than the people who helped prepare the food.Three chefs-in-training in the Father Joe’s Culinary Arts Program spent days preparing the turkey dinner, which was served to an estimated 2,300 to 2,600 people.“They changed my life by far,” student Brian Anziano said of Father Joe’s.Anziano said he got involved in “stupid stuff” last year that left him homeless, but at the suggestion of friend, he began turning his life around with the help of Father Joe’s.Anziano enrolled in the 15-week culinary course, considered the most rigorous of the 10 workforce development programs offered by Father Joe’s.“They buy your shoes, they buy your pants, they buy your uniform,” he said. “Everything you need.”The massive Thanksgiving meal is kind of like a midterm, said Culinary Arts Program instructor chef Theresa Fields.“We work 14 hour days, 16 hour days. We’re always on call,” said student Lister Lane with a smile.Lane said his dream is to graduate and open his own restaurant. “And I want to give back to the homeless like they helped me,” he said.Past graduates have gone from these kitchens to jobs at Kansas City Barbeque, PETCO Park, the Hard Rock Hotel, Amplified Ale Works and more, FIelds said.Father Joe’s said about 80 students have graduated from its various workforce training programs so far, and they’re on pace to graduate about 100 students by the end of the year. SAN DIEGO (KGTV) -- Dozens of parents chanted "Too much, too soon," and " Protect our kids, protect our kids," before the school board meeting Tuesday evening. This is the the third time in less than one year that parents have shared their concerns about the district's Sexual Health Education Program (SHEP).  The district started teaching the program last year to students in sixth, eighth and high school following the state's passage of the California Healthy Youth Act.RELATED: Parents keep kids home to protest sex-ed programAshley Bever is a substitute teacher in the district and mom of two middle school students. She kept her kids home from school Tuesday in protest of the program that she calls too graphic. "I don't think you need to give kids more explicit content in order for them to make good choices. We just want it to be age appropriate," she said. "We don't think talking about oral, anal, and vaginal sex in the sixth grade is entirely appropriate or telling middle schoolers you can use a flavored condom."Other parents told the board the material promotes sexual experimentation and doesn't do enough to promote abstinence and pregnancy prevention. 　  "It's not about sex education, it's not about biological science, it's about promulgating and pushing a world view upon them. It's about sowing the seed of idea of gender confusion, gender dysphoria is what you're trying to promote," one parent told the board. District officials say students can opt out of the program with a note from their parent. They say less than one percent did so in 2017.The board maintains the program is state mandated, but attorney Dean Broyles with the National Center for the Law and Policy said that's not true. "There are only recommended curriculum, there are no mandated curriculum under the CA Healthy Youth Act because it's too new and a framework has not even been developed yet," said Broyles. Broyles told the board parents have been waiting almost a year for the public records that show how the curriculum was adopted. He told the board if they don't get the records soon, they'll go to court to fight for them.The board did not take any action on the issue. The item was not on the agenda. SAN DIEGO (KGTV) — For the first time in San Diego Zoo history, an echidna baby, commonly referred to as a puggle, has hatched at the San Diego Zoo Safari Park. Zoo officials say the tiny animal is estimated to have hatched on Feb. 14, 2020. Echidnas only breed once a year, before the mother lays an egg about the size of a grape and keeps it in a pouch in her abdomen. After seven to 10 days, a tiny puggle smaller than a jelly bean hatches. It attached itself to hairs within the mother's pouch, where it feeds on milk. Around six to eight weeks old, the puggle develops spike spines and the mother places it in a specially made nursing where she feeds it every three to six days.The puggle's mother, named Orange, and father, Shaw, also reside at the Safari Park. The tiny, spiny Australians species will spend most of its day sleeping, growing, and developing in its burrow.“We are thrilled and excited to welcome our first-ever echidna puggle at the San Diego Zoo Safari Park,” said Savanna Smith, wildlife care specialist, San Diego Zoo Safari Park. “It is an honor to care for this little one, as we learn more about this species’ reproduction through this puggle’s hatching. Mom and puggle are doing extremely well, and we will continue to monitor the puggle’s progress until it is ready to venture out on its own.”Echidnas are one of only two Australian mammals that lay eggs, the other being a platypus. They are notoriously difficult to breed in managed care, the zoo adds, making this even more momentous for the zoo.The sex of the animal has yet to be determined.It is expected that the young puggle will start venturing out on its own at about six to seven months old. Guests will however be able to see adult echidnas on occasion in the animal ambassador area in the park's Walkabout Australia habitat. 1827
