SAN DIEGO (KGTV) - Police have confirmed that the 19-year-old woman shot near Sunset Cliffs Thursday morning was targeted. Police told 10News they received a call at about 7:10 a.m. from a person who spotted a bleeding woman lying on a staircase next to the beach off Ladera Street, near Sunset Cliffs Boulevard.Responding officers arrived and found the woman with multiple gunshot wounds.The 19-year-old was taken to UC San Diego Medical Center. Police said Thursday afternoon that the woman is in stable condition and was able to tell police she had no idea what happened.Police said they do not have any information on a suspected shooter at this time.Police told 10News they have not been able to find anyone who heard gunshots or saw what might have happened. 792

SAN DIEGO (KGTV) - On Monday, concerns were raised and the release of police body camera video was requested after San Diego police officers reportedly shot a man on Sunday after they arrested him. Police say he managed to get out of his handcuffs and accessed a police gun after he was left in a patrol vehicle.On Monday, SDPD Lt. Andra Brown told 10News that officers were called to the Westgate Hotel on Sunday night for a report of a man who threatened security workers. After officers reportedly took in the 25-year-old Hispanic man, they say he slipped out of his cuffs while in the patrol unit.“It does happen but you know there's a tricky line to walk between having the handcuffs too tight where they can't come off but that also means that they can cause damage to a person that's under arrest and that's not our goal,” said Lt. Brown.She added that the suspect then reportedly broke a divider in the vehicle and grabbed a backup gun from an officer's gear bag that was in another area of the vehicle, all while he was alone in the vehicle and officers were away to process paperwork. “They were in the area of the vehicle. It's not like they were hundreds of yards away. They do maintain visual contact and there are other officers that are in the area,” she told ABC10 News.Once officers noticed, police say he fired a least one round after refusing their commands to drop the gun. They report that they fired back and struck him in the torso, but they say he still got out of the car with the gun and ignored their commands. Officers say a police canine then took him down.Community activist Tasha Williamson said Monday that the suspect should never have been left alone. “It’s not safe for the individual who has been arrested and not safe for the officers who are leaving them in the car with weapons,” she added.She's been demanding the release of body camera video within 24 hours of the shooting, like police did last week after rounds were fired with a robbery suspect.A police spokesperson said Monday that the release of the video will take longer in this case but the department is working hard to get it out and hopes to have it released within a couple of days.“[That’s] not sufficient and what that's telling the public is that when there’s no public outcry, they'll take their time at releasing the video,” added Williamson.The suspect was taken to the hospital with non-life-threatening injuries.SDPD is investigating the officer-involved shooting. SDPD says once its investigation is completed, it will be reviewed by the San Diego County District Attorney’s Office to determine if the officers bear any criminal liability for their actions. Police say the Internal Affairs Unit will conduct an investigation to determine if there were any policy violations, and the Shooting Review Board will evaluate the tactics used by the officers before the Community Review Board on Police Practices reviews the incident. SAN DIEGO (KGTV) — North Park residents will celebrate this holiday season with an annual tradition intact — at least for one more year.For 56 years, the Toyland Parade has delighted crowds in North Park during the holiday season. But much like a parade balloon, financial troubles have loomed over organizers.Last year, the parade was briefly canceled after former-host Victoria House Corporation said it had lost support from sponsors. Angela Landsberg, executive director with North Park Main Street, says support from the local Lions Club has saved 2019's parade, but 2020 is a different story."Our presenting sponsor North Park Lions Club have ensured that it's going to go off this year, but if we don't raise enough money this year to get us carried through our planning for next year, because these things take a long time to plan, then this will be the final year," Landsberg told 10News. The four-night convention begins with a roll call on Monday evening from delegates who take turns stating their pick for the nominee. California Republican National Committeewoman and Delegate to Republican National Convention Harmeet Dhillon said they are expecting a unanimous vote for President Trump and VP Mike Pence.Then, top republicans and citizens will speak through the next few nights. President Trump is expected to speak Thursday evening, but the schedule also shows he will be in the program to some capacity every evening.This would typically be a time when hundreds from California attend, but with coronavirus restrictions, that’s not possible this year. Dhillon said California would typically have 170 delegates, an equal number of alternates and guests, but that number has dwindled to just 6 for 2020. She said everyone in Charlotte has taken multiple coronavirus tests and said she feels safe with the health guidelines being practiced.Dhillon also said that she encouraged people who would not be flying to the RNC to donate the money saved from staying home. But what exactly can a poll watcher do?Rules vary by state but in California, election observers can monitor what goes on at polling places or at the Registrar of Voters Office, where the ballots are processed and counted.“In California, we have probably the most transparent rules of any state,” said Pam Smith, a special adviser to the Verified Voting Foundation. “It's very clearly spelled out that you can watch any aspect of the election process -- pre-election, during election, post-election processes -- as long as you don't make a nuisance of yourself.”Election observers have been part of U.S. elections since the 1700s when ballots were counted publicly.Anyone can be an election observer in California, but they are often partisan volunteers supplied by campaigns or political parties.“The fact that you have two opposing sides engaging in this poll watching activity keeps each side honest,” said legal analyst Dan Eaton.Eaton said the basic idea is to promote transparency and public trust. Campaigns and parties also have practical reasons for sending volunteers to the monitor polls: they’re allowed to access the voter roster posted at each polling place, which they use for last-minute get-out-the-vote efforts.At the Registrar of Voters Office, election observers are allowed to raise challenges to the eligibility of individual mail-in ballots as the counting takes place. The San Diego County Registrar of Voters Office is requiring observers to wear an appropriate face covering, answer a health questionnaire and stay in designated areas.“I think the operative term here is that they have the right to observe. They don’t have the right to interfere and intimidate voters as the polling location is a sanctuary for voters to cast their respective ballot,” said San Diego County Registrar Michael Vu.The Republican National Committee's effort to recruit thousands of poll watchers, which they're calling an "Army for Trump," has caught the attention of California election officials. Last week, California Secretary of State Alex Padilla sent a memo to county official administrators, advising them to brace for potential cases of voter intimidation.“County elections officials should be prepared to handle incidents involving disruptionand/or voter intimidation at the office of the elections official and/or polling locations,” the memo said. “Most incidents can be effectively diffused and deescalated with a calm demeanor andapproach that advises persons that they are engaged in prohibited activity that violatesstate law.”The memo encourages election officials to report troublesome cases to the state.
