SAN DIEGO (CNS) - All administrative offices in San Diego will be closed Thursday for the Thanksgiving Day holiday, while public transportation around the county will largely run on limited Sunday schedules.The City of San Diego's Development Services Department will provide limited services on Friday.Curbside trash, recyclables and yard waste will not be collected Thursday for customers served by the city's Environmental Services Department. Thursday's normally scheduled collection will occur on Friday, and Friday's collection will occur on Saturday. Residents in other cities should check with their waste hauler for holiday service schedules.The Miramar Landfill will be closed Thursday.Torrey Pines, Mission Bay and Balboa Park golf courses will be open until 3 p.m. Holiday rates will apply. All San Diego skate parks will be open.All public buildings in Balboa Park will be closed, including the Balboa Park Activity Center, Botanical Building, Casa del Prado, Municipal Gym and War Memorial Building. Check with other individual museums and attractions for their holiday schedules.All city reservoirs will be closed. Chollas Lake will also be closed.Parking meters, time restrictions for parking on streets and yellow zones within San Diego will not be enforced. Red, white and blue zones are still enforced every day. Parking rules on Port of San Diego property and in different cities may vary, please read posted signage.Also closed Thursday:all libraries and book pickup service;city pools;the city-owned refuse/recyclables container sales office on Miramar Place;Open Space and Maintenance Assessment district offices;the Testing, Employment Information Center and Background/Fingerprinting offices within the Personnel Department; andthe Family Justice Center. Individuals needing help related to domestic violence should call 9-1-1 and/or the Domestic Violence Hotline at 1- 888-385-4657.San Diego Police and San Diego Fire-Rescue emergency crews will not be impacted by holiday closures. City recreation centers are closed due to the COVID-19 public health order.On Thursday, all North County Transit District buses and trains will operate on a Sunday service schedule. Currently, weekend Coaster service is suspended due to COVID-19 service reductions. Therefore, Coaster trains will not run on this holiday.On Friday, all NCTD buses and all trains will operate on a normal weekday service schedule.Amtrak Pacific Surfliner trains will not accept Coaster fare through Monday, November 30. During this time, Coaster passengers that utilize the Rail-2-Rail program will need to have a reservation and purchase Amtrak fare for Amtrak trains.San Diego Metropolitan Transit System bus and trolley services will operate primarily on a Sunday schedule on Thursday, and most service will return to a regular weekday schedule on Friday.On Thursday, no service will be provided on Rapid Express Routes 280 or 290, Rapid routes 204, 237 and Express Routes 50, 60, 110, 150 and most Express bus routes. MTS Access subscriptions are cancelled on Thanksgiving Day and Friday. Subscription passengers who still want service must call ahead of time to arrange their transportation.On Thanksgiving Day, MTS will allow a friend to ride free with a fare-paying customer on all MTS routes. On Saturday and Sunday, MTS allows up to two children -- age 12 and under -- to ride free with a fare-paying adult on all MTS routes.On Friday, all trolley lines and MTS urban and local bus routes will operate normal weekday schedules. SAN DIEGO (CNS) - Former Navy SEAL Edward Gallagher, who was acquitted of murder and attempted murder charges last year stemming from allegations that he fatally stabbed a wounded teenage ISIS fighter and shot Iraqi civilians, is suing the Secretary of the Navy and a New York Times reporter, alleging the reporter defamed Gallagher with the help of Navy officials illegally leaking him documents.The suit accuses the Navy of leaking "about 500 pages of confidential documents from the Navy's criminal investigation" on Gallagher to reporter David Philipps, who extensively covered the allegations against Gallagher prior to and after his trial at Navy Base San Diego last year.The suit also names as a defendant Navy Secretary Kenneth J. Braithwaite, who was sworn in to his post Friday, the same day Gallagher's lawsuit was filed in San Diego federal court.Representatives of the Navy and New York Times could not immediately be reached for comment.Gallagher was acquitted in July of several serious charges related to the alleged slaying of a teenage boy, as well as allegations of firing indiscriminately on civilians from a sniper's nest, which could have had him facing life in prison. However, he was only convicted of posing with the teen's body in a photograph, resulting in a demotion in rank. President Donald Trump, who publicly supported Gallagher throughout the allegations, restored Gallagher's rank in November.According to the lawsuit, "corrupt Navy officials" conspired to defame Gallagher by leaking information to Philipps, who published several articles that Gallagher's attorneys allege presented false information to discredit the former SEAL.The complaint further alleges that Philipps wholly fabricated some allegations against Gallagher, including that Gallagher routinely fired on civilian neighborhoods and tried to run over a Navy Police officer in 2014.The suit alleges information leaked to Philipps included "witness interview summaries and seized text messages" from the criminal investigation and "a complete list of other SEALs that Chief Gallagher had deployed with on prior occasions" so that Philipps could contact them for his stories.Navy officials hoped "negative publicity would help to pressure Chief Gallagher into taking a plea, as well as to influence any potential jury pool," the complaint alleges."Navy officials presented David Philipps with a golden egg," the lawsuit alleges. "They would illegally provide him with certain protected documents, in clear violation of the Privacy Act and court orders, so that Philipps could write a damning portrayal of Chief Gallagher, with reckless disregard for the truth."The suit, which seeks unspecified damages, alleges Gallagher has suffered "significant mental and emotional anguish" through the Navy's "violations of the Privacy Act and unlawful disclosure of Chief Gallagher's private information to David Philipps."The lawsuit is not the first time Gallagher's attorneys have accused Navy officials of misconduct.Gallagher's defense team previously alleged Navy prosecutors used tracking software to spy on the email accounts of the defense and a Navy Times reporter covering the trial.The trial judge, Capt. Aaron Rugh, removed prosecutor Cmdr. Chris Czaplak from the case just before the trial was set to begin, ruling the prosecution sent emails to the defense and the Navy Times reporter that were embedded with code that would track the recipients' email activity.The findings led Rugh to order that Gallagher be released from custody due to violations of his Fourth and Sixth Amendment rights and that his maximum possible sentence of life without parole be reduced to life with the possibility of parole. 3715

  

SAN DIEGO (CNS) -- After two weeks under quarantine, 63 people initially evacuated from China amid the coronavirus outbreak were released from Marine Corps Air Station Miramar Thursday."When we in China we were afraid of the coronavirus," said Ti Fan who was released from quarantine with his wife and daughter. "When we came to America we feel safety and happy."Fan said he did not mind being quarantined and it gave him an opportunity to spend uninterrupted quality time with his family."You helped us overcome the fear of coronavirus. SAN DIEGO (CNS) - County Supervisor Nathan Fletcher and the University of San Diego launched a small business accelerator program Monday for the communities of Chollas, City Heights, Encanto, Linda Vista, Rolando and Redwood Village.The Innovate-Up program will leverage roughly .5 million in resources from the county and USD to support and invest in local businesses.The program is funded in part by a 0,000 grant from the county to USD's Brink Small Business Development Center.Starting later this month, Innovate-Up will begin hosting free weekly workshops to offer one-on-one consulting and small group meetings between small business owners and industry leaders, county staff and USD faculty.RELATED: City of San Diego's 10 steps to launching a small business or startupAt each meeting, business owners will learn about how to bid on local government or university contracts, branding and marketing, how to attract seed money and how to certify a business as veteran-owned, women-owned or minority-owned.``Innovative products and new technologies don't just come from people living in Silicon Valley; I believe we have that same caliber of an entrepreneur living in Encanto, Chollas, City Heights, Rolando, Redwood and Linda Vista,'' Fletcher said. ``Innovate-Up will cultivate our homegrown talent, and help them to make a lasting impact on their community.''The first Innovate-Up workshop is scheduled for Aug. 22 at the Malcolm X Library.
