A Rikers Island inmate is back in police custody in New York after attempting to escape on Thursday, officials said.Around 12:30 p.m., the detainee climbed a recreation yard fence and ran to the shoreline, Deputy Commissioner of Public Information Peter Thorne said.The detainee was apprehended by K-9 Correction Officers Larry McCardle and Gregory Braska, Correction Officers' Benevolent Association President Elias Husamudeen said."These two brave officers immediately jumped into action to bring the inmate back into custody without any regards for their own safety," Husamudeen said. A Minneapolis pi?ata maker is apologizing for hanging pieces of his work -- pi?atas which look like black people -- from the front porch of his house.The episode caused an uproar in his mostly African-American neighborhood after passersby mistook the pi?atas, which he says he hung up to dry, for a racist display.It all started when Victor Chavarria, owner of Happy Kids pi?atas, was filling an order for a wedding. The customer had requested racially diverse pi?atas that looked like members of their wedding party.So Chavarria got up at 4 a.m. Friday to create the papier-mache pi?atas, then hung them on the front porch of his home in northern Minneapolis to dry.Someone driving by his house that morning snapped a photo of the pi?atas and put it on Twitter.The social post soon brought a stream of threats to Chavarria, and even his wife and two toddlers.  874

A San Francisco lawmaker has introduced an ordinance that would make it illegal to make a racially-biased 911 call within the city limits.According to KPIX-TV in San Francisco and The Los Angeles Times, San Francisco City Supervisor Shamann Walton introduced the "Caution Against Racially Exploitative Non-Emergencies (CAREN) Act" on Tuesday.The CAREN acronym is a play on the name "Karen" — the name social media users often label those who make racially-based 911 calls in viral videos.In a statement to NBC, Walton said that the act would "make it unlawful for an individual to contact law enforcement solely to discriminate on the basis of a person's race, ethnicity, religious affiliation, gender, sexual orientation, or gender identity."The proposed legislation is similar to a bill currently making its way through the California State Assembly. A Phoenix mom allegedly used a 'touch Taser' to get her teenage son up for church services. Phoenix Police report that on Easter Sunday 40-year-old Sharron Dobbins allegedly "contact tazed her teenage son on the leg."Police say Dobbins told them that she, "only sparked the Taser to get the kids up for church on Easter." The boy was not injured but had two small bumps on his leg where he says the Taser was used. Dobbins was arrested for child abuse. 485
