BEIJING, Nov. 23 (Xinhua) -- China's vegetable prices declined at a faster rate last week as weather remained good and local governments stepped up efforts to ensure supplies.According to a report by the Ministry of Commerce (MOC) on Tuesday, the prices of 18 types of vegetables for the week ending November 21 declined 2.6 percent from the previous week, and the pace of the fall accelerated from the previous week's 0.8 percent.The ministry said that radishes, cucumbers and celery were among the vegetables that witnessed the largest fall in prices, dropping 11.1 percent, 10 percent and 7 percent respectively week-on-week.This was good news for the Chinese government as it strove to ease inflation and keep rising prices in check.China's consumer price index (CPI), a main gauge of the country's inflation, surged to a 25-month high of 4.4 percent in October. Food prices, which account for one-third of the basket of goods used to calculate the CPI, soared 10.1 percent last month.However, according to the MOC report, China's meat and cooking oil prices during the period of November 15-21 edged up because of rising demand. Prices of pork and beef rose 2.2 percent and 0.7 percent respectively, week-on-week.

BEIJING, Dec. 20 (Xinhua) -- A draft amendment to China's Criminal Law remained unchanged in reducing the number of crimes subject to the death penalty.The draft amendment was submitted Monday to the Standing Committee of the National People's Congress (NPC), China's top legislature, for its second reading.In August this year, the NPC Standing Committee discussed the draft amendment during its first reading. The draft amendment will make 13 crimes exempt from capital punishment, if it becomes law.The crimes included: smuggling cultural relics, gold, silver, and other precious metals and rare animals and their products out of the country; carrying out fraudulent activities with financial bills; carrying out fraudulent activities with letters of credit; the false issuance of exclusive value-added tax invoices to defraud export tax refunds or to offset taxes; the forging or selling of forged exclusive value-added tax invoices; the teaching of crime-committing methods; and robbing ancient cultural ruins.During the process of the NPC Standing Committee's discussion, when the draft amendment was released for public submissions, some people suggested some of the 13 crimes be given death penalty while others thought that more crimes should be exempt from capital punishment.If the amendment becomes law, it will be the first time the number of crimes subject to the death penalty has been reduced since the People's Republic of China enacted its criminal law in 1979. It will also be a move by China to limit the use of the death penalty, after the Supreme People's Court in 2007 began to review and approve all death penalty decisions.The current law allows the death penalty for 68 crimes. The draft amendment, if passed, will reduce that number to 55.

BEIJING, Nov. 27 (Xinhua) -- Chinese Foreign Minister Yang Jiechi on Saturday discussed the latest situation on the Korean Peninsula in phone calls with Russian counterpart Sergei Lavrov and Japanese foreign minister Seiji Maehara.The discussions follow an artillery exchange between South Korea and the Democratic People's Republic of Korea (DPRK) in waters off the west coast of the divided peninsula on Tuesday.During the conversations, Yang said safeguarding peace and stability on the Korean Peninsula served the common interests of concerned parties.Those parties should call on the DPRK and South Korea to exercise calmness and restraint and hold dialogue and make contacts, and not to take actions that would escalate the conflict, he said.He said all parties should work together to help cool the situation as soon as possible and effectively ensure no repeat of such conflict.Meanwhile, the Chinese minister expressed the hope that concerned parties would take a reasonable and pragmatic approach to actively create favorable conditions for resuming the six-party talks.The parties should also commit themselves to establish related mechanisms at an early date to eliminate various factors threatening peace and stability on the Korean Peninsula and in the whole region.Lavrov said Russia agreed with China on the latest situation and was ready to keep close contact with China to help defuse the tensions on the peninsula and create conditions for a restart of the six-party talks.Maehara said that Japan is willing to work together with China to jointly safeguard peace and stability on the Korean Peninsula and push forward the denuclearization process of the Peninsula.During Tuesday's incident, shells landed on South Korea's Yeonpyeong Island near the contentious sea border called Northern Limit Line (NLL). SUZHOU, Jiangsu, Dec. 11 (Xinhua) -- China's Ministry of Public Security (MPS) has announced that the special campaign to crackdown on prostitution has been effective, with cases of prostitution and obscene performances in entertainment venues in October dropping 18.4 percent on a month-on month basis.The campaign in the latter half of the year attached increased importance to the investigation and punishment of the organizers of prostitution.The campaign also targeted business operators and the "protective umbrellas" - sometimes local government officials - that allow prostitution to happen, according to a document released at a ministry work conference in Suzhou Saturday.More effort must be made to educate and rehabilitate women involved in the prostitution and obscene performance cases, the document said.According to the document, the MPS sent 27 groups of inspectors to 651 entertainment business venues in four municipalities and 20 provinces during the campaign. At some 381 of the venues, cases of prostitution or obscene performance were discovered.In July, the ministry sent 10 inspection groups to eight cities in Jilin, Shanghai, Guangdong, Hainan, Sichuan and Shaanxi, to raid 10 entertainment venues, resulting in the arrest of 370 suspects.In the following three months, the ministry and local police solved 54 major cases, the document said.
