ST. PETERSBURG, Fla. — Governor Ron DeSantis announced Florida will enter Phase 3 of reopening the state's economy.Effective immediately, Gov. DeSantis announced Friday in his press conference in St. Petersburg that restaurants and select businesses can operate at full capacity.Phase 3 of Gov. DeSantis' "SAFE. SMART. STEP-BY-STEP PLAN" ensures Floridians that restaurants can reopen at a minimum 50% capacity if the local government prohibits them from reopening at full capacity.“Everybody has an opportunity and the right to work. Every business has the right to operate,” said Gov. DeSantis said.With Phase 3, Gov. DeSantis said he will no longer place limitations on businesses due to coronavirus concerns."There will not be limitations from the state of Florida," Gov. DeSantis said.The Florida Restaurant and Lodging Association (FRLA) President and CEO Carol Dover said the pandemic has caused 336,000 people in the industry to lose their jobs.“The effects on the local and state economy have been significant. I want to thank Governor DeSantis and DBPR Secretary Halsey Beshears for their support as we have navigated this unprecedented time and for allowing us the opportunity to get back to work,” Dover said in a press release.The announcement comes just days after bars and breweries were allowed to reopen in Florida.Florida's top business regulator Halsey Beshears announced just 15 days ago that the state is rescinding Executive Order 20-09. The executive order, issued earlier in the summer, suspended bars from serving alcohol on their premises.Gov. DeSantis said if the local government wants to keep businesses from reopening at a minimum of 50% capacity, they must make their case to the state on why they want to place the restrictions and identify the costs involved.Gov. DeSantis also announced on Friday that he’s suspending all fines and penalties against people accused of not wearing masks.FRLA is expected to unveil Gov. Several United States government agencies issued an alert on Friday to financial institutions about a North Korea-backed hacking group known as the BeagleBoyz.In a joint statement, the Federal Bureau of Investigation, Cybersecurity and Infrastructure Security Agency (CISA), Department of the Treasury, and the U.S. Cyber Command (USCYBERCOM) said the hackers steal money through fraudulent bank transfers and ATM cashouts throughout several countries, including the United States."Since February 2020, North Korea has resumed targeting banks in multiple countries to initiate fraudulent international money transfers and ATM cashouts," the agencies said in the release. "The recent resurgence follows a lull in bank targeting since late 2019. This advisory provides an overview of North Korea’s extensive, global cyber-enabled bank robbery scheme, a short profile of the group responsible for this activity, in-depth technical analysis, and detection and mitigation recommendations to counter this ongoing threat to the Financial Services sector."Active since 2014, the group stole million from the Bank of Bangladesh in 2016, and were responsible for the FastCash ATM attacks in 2018, the agencies said.The group has attempted to steal nearly billion since at least 2015, the alert said."Any BeagleBoyz robbery directed at one bank implicates many other financial services firms in both the theft and the flow of illicit funds back to North Korea," the alert stated.According to the warning, the hackers have also targeted financial institutions in Argentina, Chile, India, Japan, Mexico, South Korea, and Spain. 1629

Starbucks CEO Kevin Johnson called the arrest of two black men at a Philadelphia store last week "reprehensible" and promised to take action so that it doesn't happen again.A store manager called the police because the two men were sitting in the store without placing an order. They were arrested for trespassing. The customers said they were waiting for another man to arrive. That person arrived at the store as they were being arrested.A Starbucks spokesperson says the manager in the store who called police is no longer working in that store, although she would not comment if she is working at another location.Johnson said there would be more training for staff on the issue of "unconscious bias.""I've been very focused on understanding what guidelines and what training ever let this happen," he said. "What happened was wrong and we will fix it."Johnson had already posted apologies on the company's website. He said the company wanted to "express our deepest apologies to the two men who were arrested with a goal of doing whatever we can to make things right." He said he hoped to meet with the two men in person to make a face-to-face apology.
