SAN DIEGO (KGTV) — Two weeks ago, the county warned San Diegans to continue practicing social distancing, washing of hands, and wearing facial coverings over the Labor Day weekend to thwart the spread of COVID-19.County public health officials had been clear that they did not want to see the same case spikes that followed July 4th and Memorial Day.Now that Labor Day has passed, local doctors say they have yet to see the same spike in coronavirus cases seen after holidays earlier this summer."We have not seen a sustained rate of 30, 40, 60 positives like we did around July 4. We're not seeing it yet," said Dr. David Pride, an infectious disease specialist at UC San Diego.Pride says the difference may be due to residents being more educated about the virus and how to best slow the spread. For the other two holidays, schools were also still closed.According to the county, 10 days after July 4 the region's positivity rate was 6.3%. Currently, the county's positivity rate is 4.4%."We're 10 days out, no big jump so far, our positivity rates suggest that something is different this time and hopefully that will continue for a week or two," Pride said.While San Diego County's positivity rate is low, it's the region's case rate (cases per 100,000 residents) that continues to be an issue. And now, it's the county's case rate that threatens to push the region's into a stricter reopening tier."This time around they're not sitting home, they're not socially distancing, so we're gonna see spikes that are largely unrelated to the Labor Day weekend," says Pride.And with more fall holidays approaching, Pride says residents will need to continue their vigilance through the holidays as spikes in cases are more likely. 1735
SAN DIEGO (KGTV) — While the CDC has issued guidance for the cruise ship industry to reopen during the pandemic, the Port of San Diego says it's too soon to tell when the industry would restart locally.Friday, the CDC urged a "phased approach" to reopening the industry that has been largely shuttered since April following a no-sail order due to the pandemic. The agency says cruise lines will need to test safety protocols via mock voyages with volunteers before they can host passengers. Still, the order was the first movement on cruise ships since the CDC issued its no-sail order in March to help stop the spread of the coronavirus outbreak. Adam Deaton, Port of San Diego cruise business representative, told ABC 10News that the port will have to coordinate with cruise companies on what their next steps will be."It is too soon to say how soon sailing could resume in San Diego. Our next steps will be to coordinate with Holland America and Carnival on their plans, as they are the first few cruises on our schedule. Currently, our first scheduled cruise is Dec. 19 with Holland America’s Koningsdam. If any cruise lines request to conduct test sailings in San Diego, we will coordinate with all relevant federal, state and local agencies," Deaton said.RELATED: CDC offers framework for cruise lines to start sailing againAccording to the Port of San Diego, 70 cruises have been canceled during the 2020-21 season. SAN DIEGO (KGTV) - When the Chargers bolted north to the Los Angeles area, not only did they vacate what’s now known as SDCCU stadium, they also emptied out of their facility off Murphy Canyon Road.Formerly known as Chargers Park, the facility belongs to the City of San Diego. Team 10 discovered even though the site is vacant, the utility and maintenance bills continue to pile up.According to data analyzed by Team 10, the electric bill for August 2018 was ,949.78. The most recent water and wastewater bill from the end of June to the end of July 2018 shows a balance of more than ,000 and a year's worth of landscaping, maintenance, and fire safety repairs ran ,067.12.A city spokesperson said any vacant building still has operating and utility costs.“This is not a way to maximize taxpayer dollars,” said San Diego Councilmember David Alvarez, who saw the bills Team 10 received through a public information request.In 2017, Alvarez and Councilmember Lorie Zapf backed a plan that would have transformed the facility into a temporary homeless shelter. It didn’t happen.“We have a poor record and a history of not being able to use our real estate assets in a good way,” Alvarez said.Team 10 started looking into the operating costs after seeing a video posted to YouTube of people touring the facility.The guys from “The Somethin’ or Other Tour” took a peek around the building. SAN DIEGO (KGTV) -- With just weeks to go before the first day of school, parents across California are trying to figure out the best way to ensure their kids get a quality education.For some families, that means pulling their kids from a traditional district school."We're going to be homeschooling them," said parent Sarah Farsian.The Farsians have two kids, a first- and second-grader."In the pandemic, we are really afraid of sending them back to a campus," Farsian said. "Even though they're disinfected, what if they get sick."Her family is not the only one across the state making the same decision. Along with setting up their home school, some families are looking into micro-schooling or a small school. It could have regular classroom space or operate out of someone's home, using remote curriculums."First, it's going to be just us, but we are a member of a Facebook co-op group that also has accredited tutors, accredited teachers all different grades," Farsian said.Parents' decisions on where and how to educate their children could have impacts on the schools they leave."The overwhelming majority of the money to the overwhelming majority of districts from the LCFF, Local Control Funding Formula, which comes from the state, the dollars come from the state and go to the school districts based on the number of students they've got and also the distribution, the demographics of those students," said Bob Blattner with Blattner and Associates, an education lobbying and consulting firm.In a May revision to the governor's budget, the Local Control Funding Formula took a significant hit. The proposal states, "Absent additional federal funds, the COVID-19 Recession requires a 10 percent (.5 billion) reduction to LCFF."Lawmakers pushed back and passed a budget that kept school funding at current levels. Schools will get the same amount of state funding as they did this past school year. However, billions of dollars will be deferred, and schools won't be able to get it until the next school year."If we don't get federal dollars, the final budget deal starts borrowing from the next year," Blattner said."Districts are either going to have to go into their savings, and many have enough, or they're going to have to borrow. If they can't do either, the budget does have a provision giving support for districts that can't access the borrowing tools they need."Deferrals will impact districts and public charter schools a bit differently."Everybody is going to be subject to deferrals, and what that means basically is you will be reimbursed at a later date," said Myrna Castrejón, president and CEO of the California Charter Schools Association.Castrejón said in the last recession when they saw a lot of deferrals impacting the charter school sector, many of their school networks had to file for bankruptcy or borrow at commercial interest rates."Charter schools can't levy taxes, they can't pass bonds," Castrejón said."It's creating a particularly precarious perfect storm of fiscal challenge for charter schools when you can't get reimbursed for the students that are coming. You have limited access to borrowing capital to withstand the impact of deferrals," she said.Castrejón said there is a concern for some school entities when it comes to average daily attendance.The budget made it so growing schools and schools that have seen enrollment drop still get funded at the same level."Which means that for our charter schools that are growing and for district schools also that are experiencing enrollment growth, which is about 30 percent of districts across California, we're not going to be reimbursed for those students that we're serving," she explained.Castrejón said the governor did ask lawmakers to pursue solutions to fix the issue.As for Sarah Farsian, she said her kids will go back to a physical school location when they think it's safe."This is only for right now," she said. "If they can get this under control, yes (they will go back). They need to be with their friends." 4029
SAN DIEGO (KGTV) -- Witnesses say a woman was driving at least 100 mph before she crashed into a power pole in the Oak Park area and died early Sunday morning.The crash happened in the 2000 block of 54th Street around 1:30 a.m.According to witnesses, the woman was traveling at approximately 100 mph when she struck a curb, skidded out of control and hit a power pole.The 33-year-old became pinned inside the vehicle after the crash. Firefighters had to use the jaws of life to cut the woman out of the vehicle.The woman died at the scene due to her injuries. At this time, police say they don’t know whether or not drugs or alcohol were factors in the crash. 672
