YUSHU, Qinghai, July 23 (Xinhua) -- The Gross Domestic Product (GDP) of the quake zones in China's far northwestern Qinghai Province would be quadrupled by 2015 on the basis of that of last year, Luo Huining, governor of the province said here Friday."By the end of China's 12th Five-Year Plan (2011-2015), the GDP in Qinghai quake zones would reach four times as much as that of 2009, with the service industry accounting for 45 percent of it," Luo said during an exclusive interview with Xinhua, exactly 100 days after a 7.1-magnitude earthquake struck Yushu in April. The earthquake left 2,698 people dead and 270 missing.Luo said local authorities would focus on improving public services and promoting urbanization of the quake zones during the reconstruction phase.According to Luo, authorities would try to help all farmers and herdsmen in the region settle down within three years, upgrade their housing facilities, and provide them with basic access to safe drinking water."By the end of this year, local government would invest 5.55 billion yuan to rebuild 80 percent of farmers' houses in the quake zones," Luo said. Total investment in housing reconstruction in the regions would reach 9.6 billion yuan within three years.

HUAYIN, Shaanxi, July 25 (Xinhua) -- Rescuers failed to close a breach of a flooding river embankment in northwest China's Shaanxi Province Sunday, rescue headquarters said.More than 3,000 soldiers and militiamen have been filling the gap of the embankment of Luofu River with stones and sand bags, and managed to narrow the 80-meter gap into 2 meters, said a spokesman at the headquarters. But the breach expanded again to eight meters wide as stones and sand bags ran out, he said.Luofu River, a tributary of Weihe River, breached Saturday morning.A total of 6,404 people from 1,587 households in Huayin had been evacuated before the flood early Saturday. BEIJING, Aug. 7 (Xinhua) -- Prosecutors will have to obtain approval from a higher-level prosecutorate before they order arrest warrants for suspects accused of defamation, officials with China's Supreme People's Procuratorate (SPP) announced Saturday. The move came only days after police of Suichang County in Zhejiang Province canceled a warrant for Qiu Ziming, a reporter from the Economic Observer News, who was accused of defamation by a publicly-listed company. The quality of handling criminal cases is the "lifeline" of the work in investigating, supervising and examining police applications to arrest persons implicated in a crime, according to a statement issued by the SPP."To issue low-quality or even incorrect arrest warrants not only violates people's legitimate rights, but also severely undermines the credibility of prosecuting authorities and tarnishes the image of the Communist Party of China and the government," it says.China's Criminal Procedural Law delegated different responsibilities to the three branches of the justice system -- the courts, the prosecutors and the police. Before formally issuing an arrest warrant, prosecutors are required to examine police applications and investigations. In Qiu's case, the reporter had been wanted by the police of Suichang after Zhejiang Kan Specialty Material Co., Ltd. (Kan) accused him of defaming the company by reporting fabricated stories. However, police of Lishui City, which administers Suichang, ordered the county's public security bureau to cancel the warrant for Qiu after a review found the warrant failed to meet statutory requirements.

BEIJING, Aug. 17 (Xinhua) -- Chinese experts on Tuesday refuted claims by the Pentagon released in a report that China is developing cyberwarfare capabilities, saying that the U.S. military was attempting to blacken China's image."I've never heard about any plans by China to develop its cyber attack forces, not to mention China's so-called 'organized cyber intrusion," Hu Qiheng, president of the Internet Society of China (ISC) told Xinhua on the sidelines of the China Internet Conference, which opened here Tuesday."It is a mere fabrication that China is using computer technologies to intrude on other countries' sovereignty," Hu said. The Chinese expert's comments came after the U.S. Department of Defense concluded early Tuesday in its annual assessment report sent to the U.S. Congress that "China is fielding...cyberwarfare capabilities to hold targets at risk throughout the region.""The U.S. purpose (of releasing such a report) is to tarnish China's image and exaggerate the threat China poses," Hu said. The U.S. was the top country of cyber attack origin in 2008, accounting for 25 percent of worldwide activity, according to a report by U.S. security firm Symantec. The ISC said more than 1 million Internet Protocol addresses in China were controlled by overseas hackers while 42,000 Chinese websites were tampered or hacked in 2009.Ni Feng, deputy director of the Institute of American Studies with the Chinese Academy of Social Sciences, said the United States has greatly outstripped any other country in terms of Internet technological power."As the source of Internet technology, the United States enjoys the most advanced Internet technologies and equipment in the world," Ni said, "thus it makes no sense and is beyond my comprehension for the United States to play up such cyber threat from China.""Maybe the only reasonable explanation is that the United States has always been on the alert for China's development," Ni said. "The U.S. government needs this kind of rhetoric as an excuse to scale up its cyberwarfare capabilities and win support from Congress, the media and the public at large.""If the United States continues such behavior, looking for topics to attack China, the mistrust between the two countries will only get worse," he added.
