BEIJING, Jan. 21 (Xinhua) -- China's State Council, or Cabinet, passed a long awaited medical reform plan which promised to spend 850 billion yuan (123 billion U.S. dollars) by 2011 to provide universal medical service to the country's 1.3 billion population.     The plan was studied and passed at Wednesday's executive meeting of the State Council chaired by Premier Wen Jiabao.     Medical reform has been deliberated by authorities since 2006.     Growing public criticism of soaring medical fees, a lack of access to affordable medical services, poor doctor-patient relationship and low medical insurance coverage compelled the government to launch the new round of reforms.     According to the reform plan, authorities would take measures within three years to provide basic medical security to all Chinese in urban and rural areas, improve the quality of medical services, and make medical services more accessible and affordable for ordinary people.     The meeting decided to take the following five measures by 2011:     -- Increase the amount of rural and urban population covered by the basic medical insurance system or the new rural cooperative medical system to at least 90 percent by 2011. Each person covered by the systems would receive an annual subsidy of 120 yuan from 2010.     -- Build a basic medicine system that includes a catalogue of necessary drugs produced and distributed under government control and supervision starting from this year. All medicine included would be covered by medical insurance, and a special administration for the system would be established.     -- Improve services of grassroots medical institutions, especially hospitals at county levels, township clinics or those in remote villages, and community health centers in less developed cities.     -- Gradually provide equal public health services in both rural and urban areas in the country.     -- Launch a pilot program starting from this year to reform public hospitals in terms of their administration, operation and supervision, in order to improve the quality of their services.     Government at all levels would invest 850 billion yuan by 2011 in order to carry out the five measures according to preliminary estimates.     The meeting said the five measures aimed to provide universal basic medical service to all Chinese citizens, and pave the road for further medical reforms.     The meeting also decided to publish a draft amendment to the country's regulation on the administration on travel agencies for public debate.     It also ratified a list of experts and scholars who would receive special government allowances.

ANKARA, Nov. 26 (Xinhua) -- China's top political advisor Jia Qinglin arrived here Wednesday, starting an official goodwill visit to Turkey as guest of Koksal Toptan, speaker of the Turkish Grand National Assembly.     In a written statement delivered upon arrival at the airport, Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), said both China and Turkey have a long history and splendid culture, and friendly exchanges between the two peoples date back to ancient times. BEIJING, Nov. 29 (Xinhua) -- Chinese President Hu Jintao warned on Saturday that the global financial turmoil will make it harder for China to maintain the pace of its economic development in the near future.     China is under growing tension from its large population, limited resources and environment problems, and needs faster reform of its economic growth pattern to achieve sustainable development, said Hu when addressing members of the Political Bureau of the Communist Party of China (CPC) Central Committee.     The nation should maintain a stable and relatively fast economic growth, accelerate structural readjustment for sustainable development, and stick to reform and opening up, said Hu, also general secretary of the CPC Central Committee.     Efforts should be made to solve problems that concern the people's fundamental interests, in order to achieve healthy and rapid economic and social development and improve people's living, the CPC chief said.     Hu also underlined the importance of efficient resource utilization and environmental protection in China's industrialization and modernization strategy, and asked for the overall development in both rural and urban areas.     The nation should not only seek fast and sound economic growth, but also promote the comprehensive development of society and its people, said Hu.     He also noted that with the spread of the global financial crisis, China is losing its competitive edge in the world market as international demand is reduced.     International competition is fiercer than ever and protectionism has started to increase in investment and trade, said Hu.     In October, China's export growth slowed to 19.2 percent from 21.5 percent in September.

BANGKOK, Nov. 30 (Xinhua) -- The first Chinese charter plane organized by Chinese government landed Saturday afternoon at U-Tapao airport, some 180 kilometers from Bangkok to bring back home Chinese tourists stranded in Bangkok due to anti-government protestors' siege of the two Bangkok airports.     The first flight from China Eastern Airlines, a A300 airplane, arrived at about 4:30 p.m. local time (0930GMT) at the small and crowded military airport to board 261 passengers back to Shanghai. It will be followed by four other charter planes, from the China International Airlines, China Southern Airlines and Shanghai Airlines.     The five planes will take the first batch of some 1,400 stranded Chinese back to Beijing, Guangzhou and Shanghai, hopefully to take off on late Saturday. The total number of the affected travelers could hit 300,000 as the two airports remained closed, Tourism and Sports Minister Weerasak Kowsurat said Saturday.     The total of stranded Chinese, including those from Chinese mainland, Hong Kong, Macao, was estimated at about 4,000, according to the Chinese Embassy here.

ATHENS, Nov. 24 (Xinhua) -- Chinese President Hu Jintao flew into Athens Monday for a state visit to Greece, which he said would be successful with the joint efforts by the Chinese side and the Greek side.     "In recent years, the China-Greece comprehensive strategic partnership has been consolidated continuously with increased exchanges and expanded cooperation in all sectors," said President Hu in a written speech issued upon his arrival at the airport.     He said that China attaches great importance to the development of its relations with Greece and will work together with the Greek side for the even better ties in the future.
