SAN DIEGO (KGTV) – A motorcyclist allegedly involved in street racing and other dangerous acts on San Diego roadways was arrested, the California Highway Patrol announced Wednesday.CHP officials said a search warrant was executed for 32-year-old San Diego resident Scott Anthony Meiner, who is linked to “numerous street racing and reckless driving incidents.”Meiner is also “believed to have fled from several police officers from various law enforcement agencies in San Diego County on numerous occasions,” the CHP said.Following the execution of the search warrants, Meiner was taken into custody and booked into San Diego County Jail on charges of felony evading, reckless driving, speed contest, and being an unlicensed driver.According to the CHP, Meiner was identified as the motorcyclist who was recorded on March 29 speeding 181 MPH on the southbound HOV lane of Interstate 15 in Mira Mesa. 907

SAN DIEGO (KGTV) — A man convicted of killing a San Diego Police officer in 1978 in the city's Skyline neighborhood has been granted parole by a review board.Jesus Cecena was convicted of killing SDPD officer Archie Buggs on Nov. 4, 1978, during a traffic stop. He was sentenced to life in prison without the possibility of parole after shooting the 30-year-old officer four times before killing him with a final shot at point-blank range, according to the San Diego District Attorney's office.According to Deputy District Attorney Richard Sachs on Wednesday, the parole board feels Cecena is no longer a risk to society. The San Diego District Attorney's office believes he should remain in prison."He hasn't come to grips with the crime. He doesn't own the causative factors of this offense. He does not accept his true motivation behind committing this crime," Sachs told 10News anchor Lindsey Pena on Tuesday.The former gang member was 17-years-old at the time of the slaying. His prison term was later modified to seven years-to-life due to his age, making him eligible for Youth Offender Parole.Since then, Cecena has been denied parole at least 14 times, the latest being 2019, 2017, 2016, and 2014. Each time, the seriousness of his crime was cited. The DA's office told 10News last year that Cecena has had an unstable social history in prison, receiving more than 10 violation reports for misconduct.Last year, Gov. Gavin Newsom denied Cecena parole.Tuesday, Pena spoke with Buggs' former partner, Jesse Navarro. Navarro was there the day he and his partner made the traffic stop and remembers the day vividly."It was a planned execution by gang members in the area. They'd been talking about killing a police officer in the area for a number of months," Navarro recalls.Buggs died right in Navarro's arms. I know I probably lose some business, possibly yours too, because of my choice not to chase him away but I won't. He's not looking for handouts and he tries not to bother anyone. SAN DIEGO (KGTV) – A program at the East Mesa Reentry facility is helping inmates transition out of jail and back into the workforce.This program is offering inmates certificates in trades which include welding, construction, heating, ventilation, and air conditioning, and more. The participants study and earn these certificates for free. The reentry program is helping over 700 men head back into the workforce in a positive way.“It’s something that they can give back to the community later on in life, where at one point they took away, but now they feel like they actually achieved something,” said Detron Williams. Williams is a few months away from earning a trade certificate in construction.The reentry program not only focuses on education but also helps inmates understand their emotions and build confidence. “They’ve built the confidence now, and they have learned the different techniques so that when they are out in the community they can either start a new life or they can go back to the work that they previously had,” Matt Russo said.For Williams and the other inmates he has talked to, this program also provides a sense of accomplishment.“Now they are building structures that later on in the future they can drive by and say I built that, I helped that,” Williams said. 1301
