A viral video showing security camera footage taken in Chula Vista, California on Halloween night may help restore your faith in the honor system. Kim Manalo's family joined the throngs of trick-or-treaters racing door-to-door in their neighborhood.  Manalo wanted to keep the spirit of Halloween alive at her home while they were out, so she left a bowl filled with candy outside their door with a note asking people to help themselves.  Her hope was that people would leave a treat for the next candy-seeker."We came home to an empty bowl and hoped there weren't greedy kids that didn't leave some behind for others," Manalo wrote on her post.She studied security footage to see if perhaps someone grabbed more than their share of goodies. What Manalo found on her security camera video was a surprise that almost made her cry."Instead we found this clip of a wonderful soul who shared some candy from his own bag to keep the halloween spirit going for other kids," Manalo she wrote.The video shows one of the boys reach into his bag and place some of his own candy in the bowl for the next trick-or-treaters. “He didn't even know the camera was there,” Manalo said. “None of his friends knew and to take that second out of his time from his own stuff just really warmed my heart.”San Diego-based KGTV posted the surveillance video on Facebook after Manalo's friend shared the footage with reporter Joe Little.  The video has garnered hundreds of reactions, shares, and comments."If only all of us raised our children to be so thoughtful even when no one is seemingly looking. He will change the world someday if he keeps it up," wrote Jeremy Ellis.The identity of the thoughtful boy remains a mystery, but numerous adoring Facebook fans are looking for clues to thank him for inspiring the spirit of community. 1941

A two-year audit of Facebook's civil rights record found "serious setbacks" that have marred the social network's progress on matters such as hate speech, misinformation, and bias. The audit's leader, former American Civil Liberties Union executive Laura Murphy, was hired by Facebook in May 2018 to assess its performance on vital social issues. The final, 100-page report released Wednesday outlines a "seesaw of progress and setbacks" on everything from bias in Facebook's algorithms to content moderation, advertising practices, and voter suppression."The purpose of this Audit has always been to ensure that Facebook makes real and lasting progress on civil rights, and we do believe what’s listed below illustrates progress," Murphy said in the audit. "Facebook is in a different place than it was two years ago — some teams of employees are asking questions about civil rights issues and implications before launching policies and products. But as I’ve said throughout this process, this progress represents a start, not a destination. While the audit process has been meaningful and has led to some significant improvements in the platform, we have also watched the company make painful decisions over the last nine months with real-world consequences that are serious setbacks for civil rights."In a news release, Chief Operating Officer Sheryl Sandberg said that the release of the audit couldn't have come at a more important time. "Facebook stands firmly against hate," Sandberg said in the release. "Being a platform where everyone can make their voice heard is core to our mission, but that doesn’t mean it’s acceptable for people to spread hate. It’s not. We have clear policies against hate — and we strive constantly to get better and faster at enforcing them. A record number of unaccompanied immigrant children, about 14,000, are currently in US custody, a Health and Human Services spokesman said Friday.The spokesman, Mark Weber, said the additional requirements put in place by the Trump administration to "reduce risk and increase safety" for immigrant children contributed to the high number."We are taking all possible steps to protect children in an environment with many bad actors," Weber said. "We are balancing speed with safety and will err on the side of safety."The Houston Chronicle earlier reported the figure.Last spring, the Trump administration heightened scrutiny of adults coming forward to take care of the immigrant children, and Immigrations and Customs Enforcement now conducts exhaustive screenings of the adults. But many of them are undocumented themselves and fearful of ICE obtaining their information.These Trump administration policies are likely keeping these children in custody.Lawsuits have also accused the administration of extending children's stays, including allegedly holding them intentionally until they turn 18 and are eligible for stricter adult detention. Many of the children do have a legal right to stay in the US, but the legal process can take years.Weber said the high number was also due to the 50,000 Department of Homeland Security referrals of unaccompanied children this year, which he said is the third-highest annual total. DHS referred 59,170 unaccompanied children to HHS in fiscal year 2016, according to a HHS fact sheet, and 40,810 in fiscal year 2017.The number of children in custody changes daily because of referrals by DHS and HHS releases of children to sponsors, Weber said.Most of these children arrived in the US unaccompanied. Children separated under Trump's so-called "zero tolerance" policy account for less than 200 of the reported 14,000. CNN reported earlier this month there are still 171 children separated from their families, four months after a judge ordered the US government to reunite the undocumented immigrant families it had split up at the border, according to court documents.In 2016, the monthly average of the number of children in HHS's care ranged from just over 4,000 to over 9,000. 2230

A Northern California family was forced to evacuate their home over the weekend, as the Carr wildfire continues to spread. Not only was the family tasked with getting themselves out, they also had to evacuate the animals on their rescue farm.Lisa Ellsworth runs Tiny Tim’s Pals, a pet rescue farm in El Dorado Hills, California.“It’s our family, yeah,” says Ellsworth. "We take ‘em in from—sometimes they’ve been abandoned; a lot have been abused, neglected.”This weekend, those animals needed to be rescued from their sanctuary, as the fire in Northern California moved frighteningly close to their farm.“All the sudden, our neighbors come drivin’ up and they’re like, ‘Get out! We’re being evacuated,’” recalls Ellsworth. “The police are coming around, so that’s the notice.”Because of the time constraints to get out, they had to abandon two pigs and two feral dogs that couldn’t be corralled into trailers in time. The animals the family could take, they brought to the Rolling Hills Equestrian Center.Terry Skevington, with the center, says it’s one of the few places that allows owners to bring animals of all shapes and sizes. The animals can even sleep on site with them.“I had an old couple park here and stay with their cats, because the hotels wouldn’t let them stay with their cats,” says Skevington. “To some of ‘em, that’s all they got left.”He says the outpouring of donations of items--like fans for the animal stalls, halters and even feed--has been overwhelming.As for Ellsworth, she doesn’t know the status of her home or the animals she left behind, but she says she’s been able to keep it off her mind by staying busy. Fortunately, Ellsworth has insurance. She says in the worst-case scenario, she’d use the money as an opportunity to build a new barn for her animals.Representatives for the Humane Society that serves the region say, overall, they’ve seen about 1,000 animals displaced since the Carr fire broke out. About 150 of those animals have been housed at Rolling Hills. The center’s operators here say those animals and their owners can stay as long as they need.  2118
