PYONGYANG, Sept. 25 (Xinhua) -- Chinese living in the Democratic People's Republic of Korea (DPRK) on Friday expressed willingness to help boost bilateral ties at a reception in the Chinese embassy to Pyongyang.     The reception was held to mark the 60th anniversary of the founding of the People's Republic of China.     A powerful and prosperous motherland is a powerful backing for the Chinese in the DPRK, said Liang Zuojun, vice president of the Central Committee of the Federation of the Chinese Residing in the DPRK. BEIJING, Sept. 16 (Xinhua) -- China's State Council, or the Cabinet, issued a new regulation Wednesday targeting prevention and remedies for marine pollution caused by ships.     The regulation, which includes nine sections and 78 rules, said transportation departments under the Cabinet should compile emergency plans to deal with pollution caused by ships or related activities.     Once the plans are completed and have been approved by the Cabinet, coastal governments above city level should map out emergency plans based on one proved by the State Council.     China's transport departments and governments above city level have also been asked to establish emergency mechanisms and plans to prevent and deal with marine pollution.     Marine management institutions should cooperate with other departments to improve monitoring and supervision over the activity of ships and pollution caused by them     Professional teams to deal with emergencies, specialized equipment and facilities should be organized, according to the regulation.     Anyone who is responsible for marine pollution should make efforts to eliminate the pollution hazard and make compensation.     The regulation will take effect on March 1, 2010.     Official statistics say 733 ship pollution accidents occurred between 1998 to 2008 in sea areas in China's jurisdiction, which led to huge economic and environmental losses. The regulations will apply to every type of shipping, except military.

BEIJING, Aug. 5 (Xinhua) -- Tropical storm Goni has brought huge rainfall to south China after it landed early Wednesday morning in Taishan of south China's Guangdong Province.     Downpours drenched most parts of Guangdong and neighboring Fujian province, with a hydrological station in Guangdong reporting precipitation of about 400 mm.     The weakening Goni is moving westward slowing and is expected to bring downpours to west Guangdong from Thursday to Friday.     Maritime affairs department in the southern island province of Hainan said Tuesday that it had issued an emergency warning to 20,000 fishing vessels in the South China Sea, calling them to harbor.     Another tropical storm, Morakot, has strengthened into typhoon and is expected to make a landfall from late Friday to Saturday in central and northern Fujian, weather forecasters said.     Local authorities have put in place emergency plans to evacuate residents amid other efforts to reduce losses from Morakot, the 8th typhoon this year.     Severe rainstorms also wreak havoc in other parts of the country Wednesday.     In Suichuan, eastern Jiangxi province, flash flood washed down five houses and killed at least three people.     Rain-related disasters also killed two in the southwestern Guizhou province and another two in neighboring Chongqing municipality.
