SAN DIEGO (CNS) - The San Diego City Council voted unanimously today to support Mayor Kevin Faulconer's plan to expand outdoor dining and retail options during the COVID-19 pandemic.The vote follows Faulconer's July 7 executive order that waived requirements for the temporary use of sidewalks and private parking lots as outdoor dining and retail venues to increase space for physical distancing.Tuesday's vote allows businesses to use adjacent on-street parking to operate while also waiving a majority of permitting fees.``Our local restaurant and retail owners have shown incredible resolve and resilience throughout this pandemic. Many of those small businesses have been among the hardest hit and San Diegans are ready to support them safely and responsibly,'' Faulconer said. ``The response we've seen to outdoor dining has been overwhelmingly positive, and this ordinance opens up so many more options for our small businesses as they work hard to rebound and recover.''The plan is expected to impact up to 4,000 restaurants in San Diego that employ more than 55,000 individuals.Previously, securing an outdoor sidewalk cafe permit could cost businesses more than ,000 and take several months to process. SAN DIEGO (CNS) - The ride-hailing company Lyft announced an expansion Wednesday of its pilot program at Camp Pendleton that streamlines access to the U.S. Marine Corps base for military members, their families and civilians who work at the military installation.Lyft launched the pilot program in collaboration with Marine Corps Community Services last year to make it easier for people living on the base to book a ride with a company like Lyft or Uber, which previously required security clearance to enter the base. The ``Base Mode'' feature is now integrated into the app, automatically matching base residents with eligible drivers.In addition, a new state law allows active-duty military members and their families to drive for companies like Uber or Lyft in California with a valid driver's license from any U.S. state. SAN DIEGO (CNS) - The San Diego City Council's Public Safety and Livable Neighborhoods Committee unanimously voted Wednesday to send a suite of proposed regulations on dockless scooters to the full council.Mayor Kevin Faulconer introduced the regulations Oct. 18 after the city spent months wrestling with how to both ensure public safety and allow dockless scooter companies like Bird, Lime, and Razor to continue operating in San Diego.Faulconer's proposal would mandate that scooter companies limit the maximum speed of scooters in high-traffic areas of the city, send monthly data reports to the city detailing things like parking and trip information, educate riders on local traffic laws, and indemnify the city for liability for riders injured within city limits. SAN DIEGO (CNS) - Police today were investigating the death of a man found lying in the middle of a Rancho Bernardo road.Dispatchers received a call about 11:55 p.m. Thursday from a person who reported seeing a person down in the road near the intersection of Cresta Drive and Sonora Road, just south of Rancho Bernardo Road, San Diego police Sgt. Michael Stirk said.Firefighters responded to the area, found the man and pronounced the victim dead at the scene, Stirk said.Investigators were attempting to determine if the man was hit by a car or suffered a medical emergency, Stirk said.The San Diego County Medical Examiner's Office was called to the scene and will perform an autopsy to determine the cause of death.Anyone with information regarding the death was asked to call San Diego County Crime Stoppers at (888) 580-8477. 839

SAN DIEGO (CNS) - Santa Ana winds and low humidity levels will keep the risk of wildfire high across the San Diego area into Tuesday, as they did for much of last week.To alert the public to the combustion hazards posed by the gusty and arid conditions, the National Weather Service issued a red flag wildfire warning for local mountain and western-valleys communities, effective through 10 p.m. Tuesday. A high-wind warning also will be in effect from 6 this evening through noon Tuesday in those same areas.Outdoor burning, mechanized brush clearing and other potentially spark-creating activities should be avoided over the period, as any fires that develop will spread rapidly, according to the NWS.As of late this afternoon, San Diego Gas & Electric had instituted public-safety power shutoffs in parts of Descanso, Jamul, Potrero, Ramona, Santa Ysabel and Valley Center in a bid to avoid any blazes ignited by transmission equipment.
