People are saying that democracy also applies to technology that affects your life, not just to budgets or to who you elect."Seth Hall, of TechLead San Diego, said the council's actions will do more to protect the public from the harm of mass surveillance."With the passage of these ordinances, our leaders and our citizens are in unison demanding that the future of mass surveillance be very different from the past," Hall said.The surveillance ordinance will require transparency, accountability and oversight for all surveillance technology proposals and ensures the public can learn about the civil rights and civil liberties impact of surveillance technology before it is acquired by the city.If acquired, the use of surveillance technology must be re-examined each year to ensure any benefits outweigh the potential civil liberties and civil rights costs.The Privacy Advisory Board will provide residents with a public process to evaluate how the city monitors its residents. The creation of such a process is intended to allow the city to respond appropriately to concerns about civil liberties and privacy during a time of rapidly evolving technology.Montgomery Steppe said these ordinances will add the oversight required to build and maintain public trust.San Diego Police Department Chief David Nisleit raised concerns about the way the ordinances were written. He said while he supported oversight, the laws were "drafted with little to no input from law enforcement, victim advocacy groups" and other parties.Nisleit urged a more cautious, measured approach to the ordinances.Tuesday was the first reading. SAN DIEGO (CNS) - A suspect was detained by police Saturday in Thursday's fatal stabbing of a man in a Midway District strip mall.The stabbing was reported at around 8 a.m. Thanksgiving Day in the 3100 block of Sports Arena Boulevard, according to San Diego Police. The unidentified 55-year-old victim was taken to a hospital where he was pronounced dead, according to SDPD Lt. Matt Dobbs.At around 10 a.m. Saturday, police spotted a man matching the description of the suspect in the 4200 block of Cosoy Way, near Presidio Park.RELATED: Man stabbed to death in Midway District shopping centerPolice detained the man for further questioning, according to Officer Tony Martinez.Dobbs said the victim and suspect had "an altercation" outside a business, leading to the suspect stabbing the victim in the neck with an unknown weapon.The suspect was described as a white male between 20 and 40 years of age. SAN DIEGO (CNS) - A man who allegedly posed as a maintenance worker in order to burglarize residences across San Diego County was charged Thursday with burglary and other felonies that could have him facing more than 300 years in prison.Corey Henson, 45, is suspected in burglaries in San Diego, La Mesa, El Cajon, Vista and San Ysidro that occurred between August of last year and this February.Deputy District Attorney Daniel Shim said Henson could face 339 years and four months to life if convicted of all counts, due to numerous prior convictions, which include burglary and assault with a deadly weapon. SAN DIEGO (CNS) - A woman whose Nissan Versa ended up underneath a semi-truck on Interstate 8 in El Cajon Monday escaped serious injury and was arrested on suspicion of drunken driving, authorities said. Heidi Farst, 56, of El Cajon was driving westbound on I-8 near Main Street when her compact car was rear-ended by another vehicle just before 6 a.m. Farst's car then collided with the semi-truck, flipped over and landed upside down underneath the rig, California Highway Patrol Officer Travis Garrow said. Farst was freed from the wreckage and transported to Sharp Memorial Hospital for what were described as minor injuries, a CHP dispatcher said. She was then booked into the Las Colinas Detention Facility on suspicion of DUI, according to Garrow. No other injuries were reported. The crash triggered lane closures and a SigAlert. SAN DIEGO (CNS) - A man smashed a display case at a Mira Mesa jewelry store and stole several necklaces, police said Tuesday.The theft was reported shortly after 6:50 p.m. Monday at Daniel's Jewelers in the shopping center near Mira Mesa Boulevard and Camino Ruiz, San Diego police Officer John Buttle said.A man entered the store and smashed a glass display case with a hammer, Buttle said, adding that the thief did not threaten the employee.The thief then grabbed several necklaces from the display case and fled in an unknown direction, the officer said.The suspect was described as a 5-foot-9 to 5-foot-10 Black man in his late 20s. He was last seen wearing a black mask, a blue sweatshirt and khaki pants. 719
