BEIJING, Jan. 16 (Xinhua) -- Beijing should be tolerant and open-minded toward migrants as it tries to manage its fast-growing population in the next five years, said a Beijing political advisor responding to a government plan to limit the city's population.Excessive growth of Beijing's population, partly as a result of the influx of migrants, has brought tremendous pressure on the environment and resources, said Wu Yongping, a member of the Beijing Municipal Committee of the Chinese People's Political Consultative Conference (CPPCC) on Sunday.But migrant population also made great contributions to the capital city's development, said Wu, also deputy director with the School of Public Policy and Management, Tsinghua University,."Beijing, as a city belonging to the people of the whole country, should have the quality of openness," Wu told a press conference on the sidelines of the annual session of the Beijing Municipal Committee of the CPPCC.Also, Beijing should open to the entire world as only a tolerant and open-minded city could maintain its momentum of sustainable development, Wu said.Wu's remarks came in response to a draft development plan submitted Sunday to the annual session of the Beijing Municipal People's Congress, the local legislature.According to the draft plan, Beijing will rein in the "unordered and excessive" growth of its population during the next five years.By the end of 2009, Beijing's population had reached nearly 20 million, far exceeding the State Council-ratified target of controlling the population to within 18 million by the year 2020.

CHENGDU, Nov. 21 (Xinhua) -- Twenty-eight miners were trapped in a colliery flood in southwest China's Sichuan Province on Sunday, the local safety watchdog said.The accident happened at 11 a.m. in Weiyuan County of Neijiang City.Altogether 41 miners were working underground when a pit of Batian Coal Mine was flooded. Thirteen of them escaped, said Lin Shucheng, chief of the provincial work safety bureau.He said rescuers had begun pumping flood water from the pit early in the afternoon. BEIJING, Dec. 30 (Xinhua) -- China experienced the most frequent and severe weather during 2010, compared to weather in other years of the past decade, a weather official said here Thursday.Chen Zhenlin, a spokesman with the China Meteorological Administration (CMA), said the numbers of extremely high temperature days and extreme precipitation cases that China experienced in the year were rarely seen in history, as was the intensity and area effected by this weather.Extreme weather refers to rare weather phenomena that substantially differ from average conditions and which represent only five percent or less of total weather incidents.According to Chen, China experienced the longest hot spell this year since 1961, as the national average number of days of extremely hot weather climbed to 3.5 days more than the normal level, while the average extreme high temperature reached a historical high not seen since 1961 -- 2 degrees Celsius higher than normal conditions.Meanwhile, average daily precipitation at China's 97 meteorological stations was the highest ever, and the annual number of extreme precipitation cases was the largest since 1961, he said.Further, seven tropical cyclones made landfall in southern China this year.
