NEW YORK, Sept. 23 (Xinhua) -- The foreign ministers of China and 42 African countries, or their representatives, held their second political consultation in New York on Thursday. Following is the full text of a joint communique issued at the end of consultations:JOINT COMMUNIQUE OF THE SECOND ROUND OF POLITICAL CONSULTATIONS BETWEEN CHINESE AND AFRICAN FOREIGN MINISTERSNew York, 23 September 2010 Chinese Foreign Minister Yang Jiechi (L, front) chairs the second political consultation between the foreign ministers of China and African Countries at the UN headquarters in New York, Sept. 23, 2010.In accordance with the mechanism of regular political dialogue between Chinese and African Foreign Ministers set up at the Beijing Summit of the Forum on China-Africa Cooperation (FOCAC), the Foreign Ministers of China and 42 African countries, or their representatives, held their second political consultation in New York on 23 September 2010. The Chairperson of the African Union ( AU) Commission was invited to the consultation.The meeting was co-chaired by the People's Republic of China and the Arab Republic of Egypt, the two co-chair countries of FOCAC.The Chinese and African sides had an in-depth exchange of views on strengthening China-Africa cooperation in international affairs, making progress towards the Millennium Development Goals (MDGs) and promoting peace and security in Africa. They reached the following consensus:1. The two sides applauded FOCAC's important role in guiding the comprehensive and fast growth of China-Africa friendship over the past 10 years since FOCAC's inception, and its contribution to South-South cooperation, common development and the building of a harmonious world. They reaffirmed the commitment of FOCAC member countries to improving the institutional building of FOCAC, strengthening practical cooperation in various areas within the FOCAC framework, enriching the Forum and promoting in-depth development of the new type of China-Africa strategic partnership.2. The two sides expressed satisfaction with the comprehensive implementation of the follow-up actions of the FOCAC Beijing Summit. They highly appreciated the fact that despite the adverse impact of the global financial crisis, the Chinese government announced new measures for enhancing China-Africa cooperation at the 4th FOCAC Ministerial Conference held in Sharm El Sheikh in 2009.
BEIJING, Oct. 15 (Xinhua) -- Foreign direct investment (FDI) in China in September rose 6.14 percent year on year to 8.384 billion U.S. dollars, bringing the country's FDI inflow for the first nine months back to pre-financial crisis level.The September figure brought the total amount for the first nine months of this year to 74.34 billion U.S. dollars, rising 16.6 percent year on year, spokesman with the Ministry of Commerce (MOC) Yao Jian said Friday at a press conference.The January-September FDI figure suggested China's FDI inflow had returned to pre-crisis level, Yao said.According to MOC statistics, China received 74.37 billion U.S. dollars of FDI in the first nine months of 2008.The September FDI increase quickened from the year-on-year growth of 1.38 percent in August.The stable increase in China's FDI inflow was mainly boosted by the country's strong economic momentum, said Lu Zhengwei, chief analyst at the Industrial Bank.Although China's economic growth had eased, it was still strong, Lu said.China's GDP increased 10.3 percent year on year in the second quarter of this year, decelerating from first quarter's 11.9 percent. The National Bureau of Statistics is scheduled to release economic data for the third quarter next week.China's manufacturing sector received 47.6 percent of FDI inflow in the first nine months, while services industry got 45 percent, Yao said.A total of 19,209 foreign-invested enterprises were approved for establishment during the period, up 17.5 percent from one year earlier.Yao expected China's FDI inflow to hit 420 billion U.S. dollars in the country's 11th Five-year Plan (2006-2010) period, which was 1.5 times as much as that in the 2001-2005 period. This would make China the world's second largest destination for FDI.During the first nine months, China's outbound investment, excluding the financial sector, totaled 36.27 billion U.S. dollars, up 10.4 percent, he said. Some 30.9 percent of the investment outflow was for acquisitions of companies.

TEHRAN, Sept. 28 (Xinhua) -- Li Changchun, a senior official of the Communist Party of China (CPC), on Tuesday visited the Confucius Institute at Tehran University, where he encouraged the Iranian students to constantly improve their Chinese level and become professional translators to make contributions to bilateral relations.Li, a member of the Standing Committee of the CPC Central Committee Political Bureau, told the Iranian students in the institute that he was moved by their strong interest in learning Chinese.While presenting some Chinese culture-experiencing equipment and books to the institute, Li, who is on an official visit to Iran, said he hopes the institute can use these books and equipment to promote its Chinese-teaching capacities.President of Tehran University Farhad Rahbar said the Confucius Institute has been playing a very important role in promoting Chinese teaching in Iran and boosting bilateral cultural cooperation, adding that the university is willing to further boost cultural and educational cooperation between the two countries.Li also watched performances about Chinese martial arts, poetry recitation and Chinese lion dance by the Iranian students in the Confucius Institute.After visiting Confucius Institute at Tehran University, Li went to the site of Metro line 4 in Tehran, which was jointly constructed by Iran and China.Li said the operation of the Metro line 4 is a product of the bilateral economic and trade exchanges, and he hopes that with joint efforts by the two sides the Metro line 4 can be turned into a line of friendship and cooperation between the two sides."I hope more achievements about our cooperation can be acquired in the future," he added.The Confucius Institute, the first in Iran, is co-founded by Yunnan University of China and Tehran University. It was officially opened in Tehran on Jan. 1, 2009.Iran is the last leg of Li's four-nation tour which has taken him to Estonia, Montenegro and Ireland.
