SAN DIEGO (KGTV) - A brazen package theft — and attempt to stop it — was caught on surveillance video at a Pacific Beach home.Penny Ryan wasn't home when the scene on her porch unfolded, but it was all captured on her doorbell camera. A man walked up to the residence with a small green skateboard and bag before he lays down the board and walks up onto the porch. The man then begins stuffing his bag with packages left on the doorstep.But before he gets away, a concerned nearby resident comes across the man as he's leaving and tells him to put the bag down multiple times.MAP: Track crime in San Diego County neighborhoodsThe thief appears to be willing to put the bag down, telling the resident, "I'll put it down, sir. Sir, I'll put it down." But instead, the man runs away.Ryan said the incident highlights a rise in crime within Pacific Beach, and residents are worried. A look at CrimeMapping.com shows there have been about 30 thefts and burglaries in the Pacific Beach area in the past six months."It has escalated so much in the last 3 years that we are all quite worried about how bad it’s going to get," Ryan said. SAN DIEGO (KGTV) -- A City of San Diego employee says she was sexually harassed by her boss on the job and now the man accused of the harassment is asking the city to pay for his legal defense.The woman says her supervisor groped her and grabbed her arm hard enough to tear open a recent surgical wound, causing it to bleed. The parks and Rec Department employee alleges that her supervisor, Frank Cardenas, sexually harassed her, even touching her inappropriately at work.Josh Gruenberg is representing the city staffer and says she has put up with enough. "He pinned her legs against her desk in her cubicle he wrapped her up in his arms and pulled her close multiple times,” said Gruenberg.The victim says she rejected every overture Cardenas made. At one point, the victim says Cardenas told her "if she wanted to get the support to grow within the city she should only care what Cardenas thinks or wants.""He really tried to get her to put his trust in him and that it would be good for her career,” Gruenberg said.The lawsuit also claims that Cardenas gripped the victim’s arm so hard that he reopened a surgical incision, causing her to bleed at work."And all of this took place in the workspace. This was not something that involved the two of them going away for a weekend. This all took place on the job,” Gruenberg said.Cardenas declined a request for an interview. SAN DIEGO (KGTV) — A cruise ship passenger and three crew members who arrived in San Diego on Monday have since tested positive for the novel coronavirus.County spokesperson José álvarez confirmed a passenger on the Celebrity Eclipse, which arrived in San Diego Monday, has tested positive for COVID-19. Tuesday afternoon, county health officials revealed that 3 crew members, who had been self-isolating, also tested positive. County health officials said they were notified before the ship came in that one passenger had a heart ailment and "possible" pneumonia. The passenger was taken to a hospital Monday and later tested positive for COVID-19.RELATED: San Diego issues health orders on cruise ships amid COVID-19Deborah Filgate and her husband were among the 2,500 passengers on board that cruise. "We've been told all the way through that we were absolutely fine, no one sick at all, so it's a bit strange," said Filgate. Filgate and the other passengers went through a health screening before they were allowed to leave the ship. "We were very relieved to leave the ship, but thinking about what that might have represented to the people you came in contat with, it's not such a great feeling now," said Filgate.A letter from Celebrity Cruises was sent to passengers reading, "because you were a passenger on this same voyage, it is possible you were exposed to someone who was sick with COVID-19."The letter goes on to direct passengers to complete a 14-day isolation. The passenger is not a San Diego County resident. The passenger is in the hospital in serious condition."There is no change in the plan of disembarking the remaining passengers today," álvarez said regarding the ship. "They will be screened prior to departure and only those who are asymptomatic and without fever are allowed to leave and proceed to transportation out of the county."A statement from the cruise line to 10News read:"We received clearance from port authorities and public health officials to disembark our guests and return them safely to their homes. SAN DIEGO (KGTV) - A final report from the National Transportation Safety Board points to the probable cause of a 2016 crash into the Navy Pier and dock in downtown San Diego.The Adventure Hornblower collided with the seawall sending people on shore scrambling for safety.According to the August 2017 report, the probable cause is listed as “failure of the port transmission to disengage from the forward propulsion position due to the operating company’s lack of adherence to the transmission manufacturer’s recommended periodic maintenance schedule and the lack of routine maintenance and upkeep of the propulsion system’s equipment.”It also says that the lack of instrumentation to provide a positive indication of thrust direction or an alarm to indicate the propulsion control system was not responding properly to the captain's commands."it was shocking,” said passenger Susan Pendergast. “I mean it was just shocking.”Pendergast says when the vessel hit the dock she was thrown to the ground, re-injuring an already bad back.She eventually had surgery in two different places.“It’s left me certainly not with the life I once had,” she said.Following the collision, an official with Hornblower told 10News it could be related to a possible mechanical failure.A few months later court documents pointed toward an unforeseeable and unpreventable mechanical failure despite proper maintenance, the fault was caused by the neglect of others.The NTSB report disputes that finding.When talking about the collision, the report states,  “As the Adventure Hornblower approached the pier on the accident date, the port transmission failed to respond to the captain’s helm orders. Investigators believe that the fault occurred between the servo-actuator, the mechanical linkage, and the control unit, most likely due to neglected maintenance to the port transmission and control system.”In a statement, a spokesperson for the Hornblower disputes the NTSB’s findings writing, “Hornblower Cruises & Events continues with safe, daily operations, following the allision of Adventure Hornblower back in 2016. On that day, the initial response of our captain and crew to address all immediate safety concerns and ensure the well-being of all guests aboard, was exceptional. Hornblower has noted several inaccuracies in the NTSB report on this matter, and therefore disagrees with its determinations as to the probable cause of the allision.  Due to ongoing product defect litigation, Hornblower cannot comment further at this time. Hornblower, deeply appreciates the amazing loyalty of our customers and guests over the years, and we continue to work with care and diligence, every day, to deliver on that trust.” 2739

Winslow was previously convicted of raping a homeless woman and exposing himself to two others. After a week of deliberations, the Vista jury found Winslow guilty of raping a woman in Encinitas and exposing himself to two others, but deadlocked on eight other charges. Those charges included rape and kidnapping in connection with two other women.
