TASHKENT, May 3 (Xinhua) -- Chinese Finance Minister Xie Xuren made three proposals to the Asian Development Bank (ADB) for its future development here on Monday. At a business session of the 43rd annual meeting for ADB Board of Governors that kicked off Monday, Xie said the ADB should fully tap its potential as a knowledge platform in seeking ways for Asia 's future development. It should also promote collective economic expansion of Asia by deepening regional economic cooperation, said Xie.Thirdly, the ADB should raise its assistance efficiency and enhance its capacity for institution building, while making active contribution to the regional prosperity and stability, he added. All Asian members are still facing difficult tasks of retaining economic growth and adjusting economic structure, because the basis for world's recovery from the global financial crisis has not been consolidated so far, said the Chinese minister. On the sidelines of ADB's first annual meeting in Central Asia, Xie also met with Uzbek President Islam Karimov, Uzbek First Deputy Prime Minister and Finance Minister Rustam Azimov and heads of delegations including Bangladesh, New Zealand and Fiji.

BEIJING, May 22 -- China's stock index futures wrapped up their first month of trading on Friday as the May contract was delivered smoothly without triggering sharp declines or volatility in the spot market. The May contract rose 0.51 percent to close at 2749.8 points while the June contract, the most actively traded, rose 1.44 percent to close at 2801 points. The CSI 300 Index, which tracks 300 large caps traded on the Shanghai and Shenzhen bourses gained 1.57 percent to 2768.79 points. The smooth settlement of the May contract eased investors' worries about the "expiration day effect", with fears that it would trigger sharper volatility on the spot market due to more active trading of index futures as investors rushed to close positions for May and changed to June contracts on that day."The trading volume and the holdings of the May contract dramatically decreased in the past month, which significantly reduced the incentive of price manipulation in the spot market," said Yang Cui, an analyst at Changjiang Securities.Chen Zhenzhi, an analyst at Guangfa Futures, said the impact of the expiry day was very limited due to the fact that most institutional investors have not participated in index futures trading. The China's index futures market is still dominated by retail investors although securities firms and equity funds have been allowed to trade the new financial instrument. The securities regulator required that institutional investors should trade index futures for hedging rather than speculative purposes.Trading of index futures contracts, agreements to buy or sell the CSI 300 Index at a present value on an agreed date, allow investors to profit from both gains and declines in the market. Chinese investors could previously only profit from gains in equity prices. Some analysts said the launch of the financial instrument was one of the reasons leading to the recent decline as the short selling mechanism increases market volatility in the short term. The benchmark Shanghai Composite Index has declined 17 percent since the launch of index futures trading on April 16. It has been ranked as one of the world's worst performers along with some debt-troubled European countries. But Wang Lianzhou, former deputy director of the National People's Congress' finance and economics committee, was recently quoted by Chinese media as saying that the market's decline should not be blamed on index futures, which is designed to make the market more professional and less speculative.

CHANGSHA, May 13 (Xinhua) -- The body of an elderly man has been recovered from the debris of a landslide, bringing the death toll from rainstorms in central China's Hunan Province to 12, the Hunan flood-control and drought relief headquarters said Thursday.About 42,000 people were relocated to safe areas over the past day as the rainstorms lashed more than 280 townships in Hunan from 2 p.m. Wednesday, said a statement from the headquarters. The latest victim was a 72-year-old man who died in a rain-triggered landslide in Xupu County of Huaihua City, where four bridges collapsed and 68 roads were cut by flooding, said Zhou Shengqi, publicity officer of Xupu.  A strawberry field in Loudi, Central China's Hunan province is flooded on May 13, 2010. The rainstorms damaged 10,200 hectares of crops and destroyed 480 residential buildings in the county, Zhou said. The violent weather occurred five days after storms that killed 11 people and left two others missing in Hunan.Heavy rains were forecast to continue to pound Hunan for the next five days and neighboring Guangdong Province for the next two days, provincial meteorological authorities said Thursday.

UNITED NATIONS, April 14 (Xinhua) -- Representatives from UN Security Council members and other countries on Wednesday sent their deep condolences to the Chinese government and people for a strong earthquake that hit the northwestern part of the country and killed at least 589 people. The diplomats from nearly 40 countries and the European Union offered their condolences to China when they were taking the floor at an open Council debate on the situation in the Middle East, which kicked off here Wednesday morning. The representatives were from the only countries which inscribed to speak at the open debate.Representatives from Austria, Bosnia, Brazil, Britain, France, Gabon, Japan, Lebanon, Nigeria, Russia and the United States offered their condolences to the Chinese delegation for the 7.1-magnitude earthquake, which struck northwest China's Qinghai Province early Wednesday.Condolences were also from such countries as Afghanistan, Argentina, Botswana, Cuba, Egypt, Iran, Kenya, Kuwait, Nicaragua, Pakistan, Sri Lanka, Syria, Tunisia and Venezuela.Earlier, UN Secretary-General Ban Ki-moon and president of the UN General Assembly Ali Treki also sent their deep condolences to China over the strong earthquake. At least 589 people have reportedly died and 10,000 others were injured in the wake of the deadly earthquake, local authorities said.
