SAN DIEGO (CNS and KGTV) - The San Diego City Council Tuesday approved a code amendment that prohibits housing discrimination against applicants using Section 8 vouchers or other rent substitutes. The proposed code amendment blocks landlords from rejecting applicants based solely on voucher status, though they would still retain a right, based on other rental criteria, to choose residents who don't use subsidies.Studies have found that prohibiting income-based discrimination leads to increased neighborhood options for residents and decreased segregation.“Hearing from the community was very powerful and I am happy that the Council approved the ordinance to end housing discrimination taking place in San Diego,” said Councilmember Georgette Gómez. “This is one step towards helping increase access to affordable housing for all San Diegans.”Local California governments with such provisions include Berkeley, Corte Madera, East Palo Alto, Foster City, Marin County, San Francisco, Santa Clara County, Santa Monica and Woodland.San Diego's proposed ordinance also establishes a landlord contingency fund for property damage or lost rent related to renters with vouchers.Implementation of the proposal is expected to take two years. Year one focuses on voluntary compliance as well as landlord outreach and education of the potential benefits of renting to Section 8 users, including consistent on-time rent payments, long-term tenancies, flexible leases and background checks.Year two introduces investigation and enforcement services.More than 15,000 low-income households receive Section 8 assistance through the San Diego Housing Commission. That breaks down to 36,478 individuals, 86 percent being people of color.In June, the San Diego City Council's Smart Growth and Land Use Committee advanced the ordinance to the council with no recommendation through a split 2-2 vote. SALEM, Ore. (AP) — Hundreds of people gathered Monday afternoon in a small town south of Portland for a pro-President Donald Trump vehicle rally. It comes just over a week after a member of a far-right group was fatally shot after a Trump caravan went through downtown Portland. Oregon Public Broadcasting reported vehicles waving flags for Trump, the QAnon conspiracy theory, and in support of police gathered at Clackamas Community College in Oregon City. SAN DIEGO — Business owners across San Diego County are readying to push back against a potential new round of Coronavirus restrictions.The county could reach the state’s most restrictive purple tier on Tuesday, meaning restaurants, gyms, nail salons and estheticians would all have to stop indoor service.Business owners are now calling this a fight for survival.“We’ve been in the red since March, so the bleeding’s got to stop somewhere,” said Ben Clevenger, who owns Lakeside’s Eastbound Bar and Grill.Clevenger has reduced his staff from 45 to about 15, and he’s now taking shifts running food and cooking in the kitchen. It’s the only way the restaurant can survive amid social distancing restrictions inside, and 100 degree weather outside.“Never do I mind getting my hands dirty, but I would much rather have an employee doing it because it’s money in their pocket,” Clevenger said.The county is on track to move into the state’s most restrictive tier of coronavirus restrictions on Tuesday - largely because of an increase in cases at San Diego State University.On Monday, the county Board of Supervisors will meet behind closed doors to decide whether to take action against the state. SAN DIEGO (CNS) - A gun control group has filed a lawsuit on behalf of victims the Poway synagogue shooting against several parties, including the alleged shooter, his parents, the gun store that sold him the weapon used in the deadly shooting and the weapon's manufacturer, Smith & Wesson.The suit filed Monday in San Diego Superior Court alleges `irresponsible and unlawful conduct by a firearms manufacturer and seller for making, marketing, or selling weapons in an unsafe and illegal manner'' in connection with the rifle allegedly used by John T. Earnest, 21, in the April 27, 2019, shooting at Chabad of Poway.The suit filed by the gun control advocacy group Brady United accuses Smith & Wesson of failing to ``use reasonable care'' when marketing the rifle -- a Smith & Wesson M&P 15 -- and alleged the company made the weapon ``easily modifiable,'' which facilitates crimes like mass shootings.The lawsuit also alleges gun store San Diego Guns unlawfully sold Earnest the rifle used in the shooting, as he lacked a valid hunting license to buy such as weapon at his age.The suit also alleges Earnest's parents ``negligently facilitated their son's (the shooter's) ability to gain access to one or more pieces of weaponry/tactical equipment used in the incident, upon information and belief, having prior knowledge of his avowed, virulent anti-Semitism and propensity for violence.''The shooting resulted in the death of 60-year-old Lori Gilbert Kaye, who was shot in the synagogue's foyer. Three others were injured, including the synagogue's rabbi, Yisroel Goldstein, who is among several people listed as plaintiffs in the lawsuit.Earnest remains jailed on both state and federal charges for the shooting, as well as the alleged arson of an Escondido mosque, both of which are being charged as hate crimes.Earnest allegedly told a dispatcher that he committed the shooting because Jewish people were destroying the white race and made similar anti-Semitic comments in an online manifesto in which he said he spent four weeks planning the attack.Earnest faces the death penalty in the state's prosecution, while a federal capital punishment decision remains pending.According to testimony, a receipt found in Earnest's car showed he purchased the rifle at San Diego Guns on April 13, 2019, the same day a California Fish and Wildlife card found in his bedroom showed he completed a hunting program, qualifying him for a hunting license.However, the license -- which would allow someone in California under 21 to purchase a gun -- was not valid until that July. Without a valid license, Earnest would have been prohibited from purchasing the rifle under state law, as he was 19 at the time of the purchase.The California Department of Fish and Wildlife and Department of Justice are also named as defendants for alleged negligence in allowing Earnest to buy the gun when a background check should have precluded him from purchasing it. 2968

San Diegans were reminded again this weekend that what was formerly known as Qualcomm Stadium is not the city's most glamorous place. The lights just turned off in the middle of San Diego State’s game winning drive against Stanford on Saturday. But the aging San Diego Stadium, as its currently known, appears to be primed for yet another new chapter - even as public officials debate how the site should be redeveloped.  San Diego County Credit Union, which already sponsors the Holiday bowl, is stepping up with 0,000 to place its name on the stadium until the end of next year.  But that's not all.  The credit union’s proposal to the City Council outlines plans to market the venue. The goal is to bring in even more events, including concerts, soccer games, weddings, birthday parties, fireworks, corporate softball, seminars and team building.  Its four key objectives are: Introduce, build and increase awareness of SDCCU StadiumPromote and Increase awareness and attendance of evnets atking place at SDCCU StadiumPosition SDCCU Stadium as the most desired venue in the city of San Diego host any and all types of eventsDrive additional revenue to the stadium. Isidro Cardenas, who enjoyed the tailgate scene at charger games, says he'd like more activity at the stadium “I’d like to see it used for the local sport avenue here in our San Diego County,” he said. “Whatever we can do to help along, so now that the Chargers are gone bring in more colleges to play there. The proposal also says the credit union would install five ATMs on site.The City Council will consider the plan at its meeting Tuesday.  A spokeswoman for the credit union said more details would be released if the city council approves the naming rights plan.   1810
