SAN DIEGO (KGTV) - A gas leak prompted a major freeway closure in the heart of San Diego County early Wednesday, lasting hours and causing delays just as long.The leak was reported just before 11 a.m. near Ulric Street and Friars Road in Mission Valley. State Route 163 was closed in both directions from Interstate 805 to I-8 shortly after.San Diego Gas and Electric said crews must let the line "bleed out," which could last hours. SAN DIEGO (KGTV) — A 36-year-old Filipino man was arrested soon after police say he shot a woman twice in the back as she sat in her car outside a Bay Terraces apartment complex.San Diego Police say Emmanuel Ocular walked up to the 20-year-old woman as she was in her car in the 6800 block of Doriana St. at about 9:30 p.m. Thursday. Without warning, Ocular shot the woman twice in the back and fled the scene, police say.The woman was taken to a nearby hospital with non life-threatening injuries.Soon after, police located Ocular in the 4800 block of Eastgate Mall and arrested him.Police did not immediately have a motive for the shooting. SAN DIEGO (KGTV) - A former North County contractor who pleaded guilty to several charges, including grand theft, received a five-year sentence on Monday.Prosecutors said Marc Morningstar owes thousands of dollars to more than a dozen former customers. Team 10 first exposed Morningstar in early 2017 after several people contacted Team 10 about his questionable business practices. Morningstar pleaded guilty to failure to file a tax return, two counts of grand theft of personal property, and using personal identifying information of another person. He also admitted to two misdemeanors—failure to secure payment of compensation and contracting without a license.The judge sentenced him to local custody. He will receive credit for the time he has already served, which was more than 200 days. He also owes 13 victims nearly ,000, according to deputy district attorney Amy Lafer.During the hearing, Morningstar’s girlfriend Maria Meeuwisse requested to address the court. She said she is a victim of Morningstar as well.“He will not be living with me when he gets out, whenever he does get out. He has used my social security number,” she told the judge. Meeuwisse previously pleaded guilty to her role in the scheme, which included a misdemeanor of contracting without a license and failure to secure payment of compensation.Judge Timothy Walsh said that Morningstar has to “rethink the way he approaches his life.” 1430

SAN DIEGO (KGTV) – A group of parents rallied in Mira Mesa Thursday morning to urge the San Diego Unified School District to reopen schools for in-person learning sooner rather than later.Since March, the district has kept school doors shut, but officials recently announced plans to initiate Phase 2 of a return plan come January.At Thursday’s rally, parents said that's not soon enough."Kids are depressed. We're trying to get them outside safe, but they need socialization and to be with friends. That's half of what they get out of school,” a parent said.City Councilmember Chris Cate joined parents Thursday in support, adding, "Every day that passes is critical."Cate said San Diego's climate could have easily played a part in welcome all students back to class by now."Outdoor learning, why are we not taking advantage of the climate we have here in San Diego? Yes, it's innovative and costly but ideas could be put forward when we know in fact, and have data that says, 'This is working' or 'this isn't working.’”Even though the trend of rallies has made a difference for districts in Poway, Carlsbad, Del Mar and Vista, it came with a cost.One week after Vista Unified welcomed students back into classrooms, five COVID-19 cases arose in their district, resulting in a lack of teachers to fill in and a quick move by the board to set new rules.Some parents in Vista even thought twice about their decision to send kids back to class, including parent Timothy Hernandez."I think they need to re-evaluate their plan and I wouldn't bring them back until next summer. SAN DIEGO (KGTV) -- A 25-year-old has been arrested after being shot by a store clerk he was trying to rob, San Diego Police say.According to police, Hector Lopez-Gastelum entered the La Michoacana store on the 700 block of Vesta Street around 10:40 a.m. on October 18 demanding cash. Police say Lopez-Gastelum was armed with a handgun.After the clerk handed over the cash, the suspect reportedly demanded that a second register be opened.“While Lopez-Gastelum was still in the store, the clerk shot him twice in the torso with his own handgun, which is legally owned,” police said.The clerk then retrieved Lopez-Gastelum’s handgun and called 911. The suspect was taken to a hospital where he is being treated for his injuries.
