CHULA VISTA (CNS) - A man was arrested on suspicion of assault with a firearm after he allegedly pointed a rifle at a family that was setting off fireworks, authorities said today.Samuel Austin Laurabee, 28, was arrested Saturday night in the 500 block of Woodlawn Avenue, according to Lt. Scott Adkins of the Chula Vista Police Department.Laurabee allegedly pointed a bolt-action rifle at members of a nearby family who were setting off Fourth of July fireworks, Adkins said.Laurabee was booked into the San Diego Central Jail, with bail set at ,000, on one felony charge of assault with a firearm, according to jail records. He is scheduled for arraignment on July 31. 681

CHULA VISTA, Calif. (KGTV) -- Homeowners in Eastlake are frustrated with a plan to develop a storage facility near their homes. The proposed location is in an empty space between Eastlake High School and Antigua, a gated community of townhomes. The facility would be a recreational storage facility, for boats, cars and containers. The City of Chula Vista's planning department would have to approve the proposal. Homeowners are hoping they don't. Neighbors like Carmen Bermen say the plans are going to lower their property values and attract the wrong crowd. On Saturday, they started posting warning flyers around their community to warn other neighbors. Bermen was the first homeowner to notice the plans. She says the city had sent out two notices in 2016. The last notice arrived on Thanksgiving week. 10News obtained a copy of that notice letting homeowners know they had until November 26th to send in any written comments or petitions. The vote would take place on November 27th. After emailing the city, residents say officials told them they'd have a public hearing in January on the issue, instead of voting on it in closed session. 10News reached out to the city for comment on this issue, a spokesperson told us it's up to the planning department to put the item on the agenda for the community to go and express their concerns during public comment. CHULA VISTA, Calif. (KGTV) -- Things got heated Thursday at a protest in Chula Vista over a library's Drag Queen Story Time. Drag Queen Story Time, set to begin at the Otay Ranch Library September 10, inspired strong feelings on both sides of the aisle. Roughly two dozen residents against the event said they were concerned it would sexually influence children. "How dare anybody. We want to protect children. We want to protect our culture. That's not hate. that's love," said Arthur Schapper, a protester against the story time. "Adult entertainers as role models? What's next? Why not porn stars," he continued. As tensions mounted at Thursday’s protest, officers with the Chula Vista Police Department were forced twice to intervene. A speaker in opposition of the story time spoke at a podium as a crowd gathered, shouting “no justice, no peace.” As voices grew louder, a group of officers made their way through the crowd, separating the groups. "But they have not even stopped to talk to these performance, these people, these human beings who just happen to also be drag queens," said Kelly Hutton. Dennis Hodges, a pastor in Lemon Grove, came to the event to oppose Drag Queen Story Time, but said he regretted how tensions escalated. "I don't scream and holler at people. CHULA VISTA, Calif. (KGTV) — Chula Vista could be the next city to make outdoor dining easier for several restaurants.The city says it’s established a free permitting process for Third Avenue businesses, between E and G Streets, to move indoor operations outside amid a new round of coronavirus-related closures across the state.The businesses will be allowed to expand into the public right-of-way, giving them the option to create a large dining area while adhering to social distancing measures.“This will provide the businesses outdoor options using tables and canopies while having social distancing and queuing areas for sidewalk cafes and curb cafes. Businesses on Third Avenue would be able to create a larger outdoor dining experience as public health mandates currently have indoor dining closed,” a city release stated.The city also approved a temporary closure of Third Avenue on the weekends, between E and G St., through January 2021 for businesses to expand outdoor dining. This plan would have to be approved by the Third Avenue Village Association to go into effect, the city says.This week, the city also approved a .5 million grant for small businesses to be reimbursed for the costs of business interruptions due to pandemic closures. The grant, called Chula Vista CARES, is funded through the federal CARES Act funds.For-profit businesses located in commercial or industrial space in the city, with ten or fewer employees, and who were required to closed due to COVID-19 can apply between July 20, at 7 a.m. and July 24, at 7 p.m. for a portion of the grant. The maximum a business can receive will be ,000. To be fair, the city says businesses will be selected in a lottery format.“Small businesses are the backbone of Chula Vista’s economy and are a critical part of our community’s economic recovery from the ongoing COVID-19 pandemic.
